South-South cooperation is grounded in the idea that partners from the developing world are well placed to propose solutions inspired by their own experiences. A study of the dynamics of the circulation of instruments of public policy framed in the agricultural sector between Brazil and Sub-Saharan Africa under the Lula administration (2003–2010) reveals that political entrepreneurs play a key role in the early transfer stages of this process and that a technical logic of policy transfer through South-South cooperation may pose important challenges to the later stages of reception and adaptation. A notion of complementarity between agribusiness and family farming that reflects recent governmental discourse has been influential in the formulation of initiatives. A cooperação sul-com-sul se baseia na ideia de que os parceiros do mesmo mundo se situam bem para propor soluções inspiradas pela sua própria experiência. Um estudo da dinâmica de como se difundam os instrumentos das políticas públicas adotadas no setor agrícola entre o Brasil e os paises da África sub-saariana dos tempos da administraçõ do Presidente Lula (2003–2010) revela que os empresários públicas tiveram um papel chave nas etapas iniciais deste processo e que uma lógica técnica da transferència das políticas para tal cooperação sul-com-sul pode apresentar desafios importantes às etapas subsequentes da recepção e adaptação. Uma noção de que pode existir uma complementaridade entre os agronegócios e a agricultura familial—algo que se nota atualmente no discurso governamental—estaba influencial em formular os iniciativos.

L'auteure analyse la politique extérieure du Brésil, et en particulier la politique africaine, du début des années 2000, avec l'arrivée au pouvoir de Luiz Inácio Lula da Silva en 2003, jusqu'à nos jours avec Dilma Rousseff. Le contexte difficile de la prise de pouvoir de cette dernière l'a contraint à décider les réductions budgétaires de la politique extérieure au profit de la politique intérieure et à orienter de manière plus marquée la politique extérieure vers un appui aux exportations. Dans une concurrence vive entre le Brésil et la Chine sur le plan du commerce et des investissements notamment, l'Afrique subsaharienne représente un marché important pour le Brésil et un allié potentiel sur la scène internationale.

L'article vise à discuter de la cohésion politique des BRICS et de son futur en tant que groupe, sur la base de son engagement avec les pays africains et des développements récents pour la création d'une plate-forme opérationnelle de collaboration. Le texte montre que le groupe est toujours inégal et compétitif, malgré les similarités économiques. Cependant, des initiatives croissantes combinées avec la coopération économique et des buts communs posent des bases solides d'une communauté plus fonctionnelle et intégrée.

South-South co-operation is grounded in the rationale that partners from the emerging world are familiar with development challenges faced by developing countries and are well placed to propose solutions inspired by their domestic experiences. Several rural public policies formulated and implemented in Brazil have gained international reputation, inspiring a number of co-operation projects based on these policies. With a case study of Brazil's relations with Mozambique and the country's presence at multilateral organisations, this paper seeks to analyse the mechanisms and the effects of the internationalisation of Brazil's policy instruments. Using an empirical basis, it seeks to combine advocacy coalition and policy socialization frameworks to highlight the role of concurrent policy coalitions and of particular political structures as national prisms of policy internationalization and appropriation. Unlike domestic policy building and change, this international move involves additional intermediary actors, such as the FAO and other international institutions, as well as political arenas which contribute to alter power relations and the set of actors. Climate change introduces an additional concern to the semi-arid Northeast Brazil region, which already faces water scarcity challenges. This study analyzes water use and climate adaptation strategies and policy integration in the Petrolina and Juazeiro region. Drawing on the Advocacy Coalition Framework (ACF) and using policy network analysis, the paper explores the interactions across and within coalitions at multiple levels, the decision-making spaces, and the distribution of political resources. Finally, it discusses the changes in Brazil after the 2016 presidential shift and the uncertainty of the subsystem consolidated over the past decade.
