"Moral hazard" is a term deployed by many economists and politicians to criticize and dismantle public programs. Missing from their vocabularies is the parallel term "immoral hazard." New Orleans' hurricane and aftermath reveal that immoral hazards have been ignored. The moral hazard concept developed in the insurance field. If an insurance company reimbursed home owners or auto drivers for all the costs of a fire or auto accident, they might be encouraged to be inattentive to fire threats or dangerous driving. Full coverage of home or auto losses would therefore produce a hazard, a moral hazard in that it induced antisocial behavior. Enter, therefore, "deductibles," so that the insured could not count on full reimbursement from the insurance company and would have an incentive to pay attention to fire and driving hazards.

Considerable differences exist between informal economies. Consequently, a wide range of interests and frames of analysis influence the way they are thought about. Four main approaches are discussed: economic, social, fiscal and regulatory, and living conditions. In turn, four policy choices dealing with informal economies compete: drive them out, make them pay up, improve them, and expand them. The future of informal economies is uncertain, but the concern with them is likely to continue and will challenge the hegemonic role of neoclassical economic theory and the concern with the large corporation.

La crise économique actuelle a conduit à en terminer avec la politique d'après‐guerre, fondée sur les principes keynésiens de la croissance dirigée, du plein‐emploi et de l'état providence. Dans de nombreux pays capitalistes, des efforts sont faits maintenant pour 'recapitaliser le capitalisme'. Ceci entraîne des réductions dans le secteur public et une expansion du secteur privé, mettant principalement l'accent sur l'industrie et sur l'exportation. Mais la crise n'est pas seulement d'ordre économique; elle a des répercussions sur tout l'ordre social, et cet article examine les idées de quelques‐uns des plus importants défenseurs politiques et universitaires des idées et des attitudes qui servent à légitimer la nouvelle politique. La conclusion est que la force de la stratégie de recapitalisation dépend, en partie, de la qualité de la gauche, qui se doit d'élaborer immédiatement un programme à court terme, sur lequel elle puisse fonder une opposition efficace.

Une stratégie qui se dit neuve pour affronter la crise économique en cours semble avoir provoqué un nombre ? effets négatifs aux Etats‐Unis (et ailleurs). Un taux de chǒmage élevé, une inégalité croissante, ainsi que des services publics qui se détériorent, sont les résultats ? un effort de re‐capitalisation du capitalisme achevé par la promotion ? investissements et de profits privés. Ceci est le cadre pour un développement possible ? agitation ouvrière et de mouvements sociaux urbains. Les perspectives limités de beaucoup de mouvements sociaux urbains américains ne veulent nécessairement pas dire qu'ils manquent de signification. L'époque de la réforme structurelle doit ětre gagnée; elle est rarement déja acquise.
