This book examines the notion of children having full citizenship. It does so historically, through intellectual discourse, beliefs, and moral and ideological positions on children. It looks at the status and extent of knowledge of the position of children covering about 2500 years. The book takes European and other cultures, traditions and beliefs into consideration. It reflects on the topic from a variety of disciplines, including social sciences, theology and philosophy. The book places children's citizenship in the centre of children's rights discourse. Part of the work is a critical appraisal of 'children's participation' because it diverts attention away from children as members of society toward being a separable group. The book moves on from child participation using a children's rights based argument toward examination of the relationship of the child with the state, i.e. as potentially full member citizens

Die Kinderrechtskonvention der UNO (KRK) schützt Kinder nur unvollkommen. Wichtige ökonomische und politische Rechte bleiben ausgeklammert. Wo Rechte festgeschrieben werden, hat realiter nur eine kleine Minderheit die Chance, diese Rechte wahrzunehmen. Zudem führt die KRK zu einer Vertiefung der Trennung zwischen der Welt der Erwachsenen und der der Kinder. Hinweise darauf, wie Kindern der Weg zur "Bürgerschaft" geöffnet werden kann, finden sich im philosophischen Diskurs seit der Aufklärung. Wenn "Bürgerschaft" wirklich auf Kinder ausgeweitet werden soll, müssen erst die sozialen Schranken beseitigt werden, die einen wachsenden Teil der Bevölkerung von der Teilhabe an materiellen Gütern und lebenswichtigen Entscheidungen ausschließen. Con estas notas, recordamos a Judith Ennew, quien falleció prematuramente y de manera imprevista en octubre de 2013. Judith fue una persona maravillosa, que combinó de manera impresionante el compromiso práctico con los niños y sus derechos con un ethos convincente como investigadora de las vidas de los niños. Como activista e investigadora, trabajó y visitó varias partes del mundo, primero en Jamaica, luego en América Latina, en África y en el sudeste de Asia, así como en varios países europeos. Ella centró su interés particularmente en los niños que sufren desigualdad social, pobreza, violencia, explotación y discriminación.

This volume brings together tributes to Judith Ennew's work and approach based on issues related to children she once referred to as 'out of place', that is to say children whose living conditions and ways of life appear far removed from Western images of childhood. It includes contributions on working children, children living on the street, orphans and victims of sexual exploitation. It covers developments and concepts used by Judith Ennew with an emphasis on perspectives of children's human rights, their participation, cultural sensitivity, research methodology, methods, ethics, monitoring, policy making and programming. In so doing, it brings together material that form a holistic view of not only her way of thinking, but of a policy and programming agenda developed by a number of researchers, academics and activists since the adoption of the UN Convention on the Rights of the Child.
