The rise of Web 2.0 and the current, unprecedented diffusion of mobile devices have laid new foundations for the development of PGIS (Participatory GIS). This study evaluates the possibility of exploiting FOSS (Free and Open Source Software) tools to build up a PGIS prototype providing Web publication of user field-collected data. Besides increasing public awareness and collaboration, user-generated content should also enlarge the knowledge of specific phenomena up to the local level. A prototype architecture was designed and tested in relation to a simple, planning-related case study, i.e., the report of road pavement damages. Open Data Kit suite was used to gather georeferenced multimedia data using mobile device sensors (e.g., the GPS) and to store them into a PostgreSQL database with PostGIS spatial extension. Data was then Web-published using GeoServer. Web access was finally enabled from both traditional desktop-computers and mobile platforms through ad hoc OpenLayers and Leaflet clientside solutions. The architecture provided support for FOSS applicability within the typical PGIS-related tasks, from field survey to data storage, management and dissemination on the Internet. This bottom-up communication paradigm, which exploits real-time, freely available user contributions, can become a potentially precious tool for making decision-processes more democratic, faster and ultimately better.

La Direttiva INSPIRE (Infrastructure for Spatial Information in Europe) è entrata in vigore nel 2007 con l'obiettivo di creare un'Infrastruttura di Dati Spaziali (IDS) unificata a livello europeo per assistere gli Stati Membri (SM) nell'implementazione di politiche ambientali comunitarie e transfrontaliere. INSPIRE si fonda sulle IDS operate dagli SM ed è per definizione basata su standard aperti, in particolare quelli ISO e OGC. Per ciascuna delle 34 categorie di dati (temi) previste dalla Direttiva, agli SM è richiesta la fornitura di metadati, data set (conformi a specifici modelli concettuali) e servizi, questi ultimi classificati in Discovery Service (per trovare i dati), View Service (per visualizzare i dati) e Download Service (per scaricare i dati). L'implementazione della Direttiva segue una tabella di marcia che volge ormai al termine, con le ultime deadline per gli SM previste tra il 2020 e il 2021. Nonostante la prossimità di tali deadline, ad oggi l'implementazione di INSPIRE ha raggiunto livelli eterogenei negli SM, molti dei quali faticano ancora a rendere tutte le proprie risorse conformi ai requisiti della Direttiva. Contemporaneamente, il panorama tecnologico odierno nel campo della condivisione di dati geografici è profondamente diverso da quello in cui INSPIRE è stata inizialmente concepita. Per entrambi questi motivi il Joint Research Centre (JRC), coordinatore tecnico di INSPIRE, ha avviato una serie di iniziative per facilitare l'accesso e la pubblicazione dei dati ed incrementarne l'usabilità. Una prima iniziativa si è concentrata sulla definizione di codifiche per dati INSPIRE alternative a quella di default, rappresentata dal Geography Markup Language (GML), e finalizzate a rendere più semplice il consumo dei dati in applicazioni GIS client tramite strutture dati piatte. Two new global urban products have recently appeared: the Global Urban Footprint (GUF) and the Global Human Settlement Layer (GHSL). This paper evaluates the GUF and GHSL for the city of Milan, Italy through comparison with two European Union (EU) land use/cover reference products, namely the Urban Atlas and LUCAS. The results demonstrate that the GUF and GHSL are very similar to each other and, with some exceptions, show overall good agreement with the reference datasets. This study will be extended to other European cities in the future.

This presentation was given at FOSS4G Europe 2017 conference (http://europe.foss4g.org/2017) held in Paris on July 18-22, 2017. It presents MIGRATE – MIGRation pATterns in Europe (http://geomobile.como.polimi.it/migrate), a game-based Web Mapping application to educate and raise awareness about the phenomenon of migration. The presentation shows the architecture and logic of the game, and the results obtained aftern analyzing 15k+ games played by users. The application is released under the open source European Union Public License (EUPL) and is fully based on open data. The enormous migratory flows in the European Union and in the Mediterranean area are influencing the lives of people residing in the hosting countries. Nevertheless, the real magnitude of this phenomenon often remains unknown to citizens and can generate erroneous perceptions. MIGRation pATterns in Europe (MIGRATE) is a Web Mapping application whose goal is to educate and raise the awareness of citizens on this topic. To our best knowledge, this is the first attempt to apply in a modern way the methods and tools of Geomatics to migration-related themes. MIGRATE was developed within the MYGEOSS project of the European Commission-Joint Research Center (JRC), which has received funding from the Horizon 2020 Programme. Completely based on open data and open source technologies and designed with a gamification approach, MIGRATE engages players to learn while playing a map-based trivia game. The architecture of the application is based on the Django framework and makes use of a PostgreSQL database for the server side. The client side is built through HTML5, CSS3 and Bootstrap and makes use of OpenLayers for map management and jQuery for the interface. The analysis of the players' answers clearly shows how their awareness of migration-related issues overall increased after playing several times to MIGRATE.

It presents the first findings of the project giCASES - Creating a University-Enterprise Alliance for a Spatially Enabled Society (http://gicases.eu), which is a Knowledge Alliance project funded under the Erasmus+ Programme of the European Commission. Despite the considerable growth in Volunteered Geographic Information (VGI) activities in citizen sensing and the evident opportunities for VGI use in map revision and updating, few European National Mapping Agencies (NMAs) or other types of government bodies have engaged significantly with VGI. Moreover, the level of engagement of NMAs with the VGI community varies greatly, and most of them have proposed their own tools for encouraging citizens and public partners to collect feedback or new data. There are numerous barriers limiting the participation of citizens and public partners in NMA data collection, including data quality issues, the motivation of the contributors and legal issues. The aim of this chapter is to give an overview of the experiences of some European NMAs in engaging with VGI. Guidelines and recommendations to support wider engagement with the VGI community are also proposed to help NMAs and interested government bodies exploit the potential of VGI for authoritative mapping. ; COST Action TD 1202 (Mapping and the Citizen Sensor)
