This study looks at public service delivery in rural areas of Madagascar. The blockade of the central highlands of Madagascar by a defeated president let us examine the short-term effect of a large unanticipated macro shock and subsequent elimination of user fees on the rural delivery of health and education services. We found enrolment in rural primary schools surprisingly resilient to the crisis, probably because it unfolded in the middle of the school year. In contrast, the blockade led to a large drop in health care services, measured by the number of patient visits to health care centres. Part of this effect can be explained by an increase in monetary poverty. After the blockade, user fees were suspended in schools and health centres but the measure was not applied immediately in all rural communes. Controlling for supply effects, time dummies and school and health centre fixed effects, we find that the suspension of user fees is associated with a significant increase in both school enrolment and visits to health centres.
This article documents the role that personal relationships play in economic exchange. Original survey data show that agricultural traders in Madagascar perceive relationships as the most important factor for success in their business. Evidence details the extent to which relationships are used to serve a variety of purposes such as: the circulation of information about prices and market conditions; the provision of trade credit; the prevention and handling of contractual difficulties; the regularity of trade flows; and the mitigation of risk. Faced with a production shortfall in early 2004 and a sharp rise in the price of imported rice due to a depreciation of the Malagasy franc and a spike in international rice prices, Madagascar attempted to stabilize domestic rice prices through public tenders for rice imports and subsidized sales at official prices. This paper discusses the 2004 rice crisis, chronicling the events that triggered the crisis and the subsequent interventions by the government, and analyzes the impacts of the policies adopted and steps taken to spur development of the domestic rice market. Using a partial equilibrium model, the paper also quantifies the overall costs and benefits of a change in import duties for various household groups, and compares this intervention to a policy of targeted food transfers or security stocks. as well as other options for price stabilization, including a reduction in import duties and a security stock policy.

While dietary energy supply has improved, diets in Ethiopia remain low in diversity and provide insufficient amounts of protein, vitamin A, and zinc. Poor dietary quality contributes to the multiple burden of malnutrition in the country, with 38% stunting among children under five years and 24% anemia and 8% overweight among adult women. Recent Ethiopian government policies and programs call for sustainable food systems approaches aimed at achieving better nutrition for all. Such food systems approaches imply actions that include but also go beyond agriculture to consider the many processes and actors involved in food production, processing, storage, transportation, trade, transformation, retailing, and consumption. In this paper, we identify research streams to support the operationalizing of such food systems approaches in Ethiopia. To this end, we engaged with stakeholders, reviewed the literature, and applied a food systems framework to research priorities in the Ethiopian context. We develop an initial food systems profile of Ethiopia and identify 25 priority research questions, categorized into three main areas. A first area focuses on diagnosis and foresight research, for example, to further characterize dietary gaps and transitions in the context of the variety of Ethiopian settings, and to understand and anticipate which food system dynamics contribute positively or negatively to those trends. A second area includes implementation research and focuses on building a base of evidence on the dietary impact of combined demand-, market-, and supply-side interventions/innovations that focus on nonstaples; potential trade-offs in terms of economic, social, and environmental outcomes; and interactions between food system actors. A third area focuses on institutional and policy processes and explores enabling factors and private or public anchors that can take food systems approaches for healthier diets to a regional or national scale. The paper contextualizes the case of Ethiopia within global food systems thinking and thereby aims to stimulate in- and cross-country learning.
