The rapid growth and transmission of information in the digital age poses new challenges for individuals coping with the onslaught of communications from multiple sources. This research (a) conceptualizes and measures perceived information overload from cyber-based and place-based sources, (b) tests the reliability and validity of a newly developed Perceived Information Overload Scale, and (c) tests hypotheses concerning the psychological and health outcomes of information overload. A repeated-measures panel study design was used to test the proposed hypotheses. Confirmatory factor analyses provided support for the hypothesized two-factor model of perceived information overload, encompassing cyber-based and place-based sources of stimulation. Hierarchical regression analyses indicated that higher levels of perceived cyber-based overload significantly predicted self-reports of greater stress, poorer health, and less time devoted to contemplative activities, controlling for age, gender, ethnicity, and baseline measures of stress and health status. Participants' sensation-seeking levels were found to significantly moderate the relationships between cyber-based, place-based, and composite perceived information overload and stress. Directions for further study are discussed.

This research uses an abductive research strategy and person–environment (P–E) fit as a frame to understand: (1) how digital technologies have transformed emergency managerial work; and (2) managers' cognitive, affective, and behavioral responses to these structural and organizational transformations. Interviews of county-level emergency managers in the United States reveal that pervasive computing environments have resulted in intensification of interchanges and new patterns of relationships with public, public officials, and other agencies that have changed the power balance between the public and emergency managers. We uncover points of tension between managers' personal attributes and their organizational and broader environmental conditions. We articulate two mechanisms, optimization and passive adaptation, by which emergency managers and their immediate and broader socio-cultural and political environments interact to influence psychological and behavioral outcomes. On the one hand, role ambiguity, role conflict, and diminished agency indicate passive adaptation to structural transformation. On the other, predictive uses of technology, novel organizational routines, and new collaborative relationships suggest managers' efforts at optimization. We develop a social ecological framework for P–E fit that elucidates the contextual factors most relevant to understanding public managerial responses to technological change and links antecedent conditions to the processes and outcomes of P–E incongruence.

This study examined the relationship between the presence of mobile devices and the quality of real-life in-person social interactions. In a naturalistic field experiment, 100 dyads were randomly assigned to discuss either a casual or meaningful topic together. A trained research assistant observed the participants unobtrusively from a distance during the course of a 10-min conversation noting whether either participant placed a mobile device on the table or held it in his or her hand. Using Hierarchical Linear Modeling, it was found that conversations in the absence of mobile communication technologies were rated as significantly superior compared with those in the presence of a mobile device, above and beyond the effects of age, gender, ethnicity, and mood. People who had conversations in the absence of mobile devices reported higher levels of empathetic concern. Participants conversing in the presence of a mobile device who also had a close relationship with each other reported lower levels of empathy compared with dyads who were less friendly with each other. Implications for the nature of social life in ubiquitous computing environments are discussed.
