Strategic communication is an expression of the state soft power, which expresses its strategic commitments, supports the state influence on the international scene and enables a more favourable status in providing national interests. It is the subject of strategic studies of all developed countries that strive to achieve their interests in international relations. It also represents a systemic approach to crisis response, as well as support to managing crisis and conflicts. A synergistic approach to the accomplishment of national interests and support in crisis management and post-conflict relations is the basis of the idea of this paper. Its general framework is based on the analysis of the genesis of the Kosovo-Metohija conflict from the general historical, sociological and cultural basis of the relations between Serbs and Albanians in the territory of the southern Serbian province. Furthermore, the paper deals with the aspect of strategic communications within the Kosovo-Metohija security issue. The chronological overview shows the development of the conflict in the territory of Kosovo and Metohija, as well as the key activities of strategic communication caused by those events. The examples of strategic communication that are key in defining the security situation in Kosovo and Metohija have been singled out. On the basis of the analysis of the state of the discussed problem, the preconditions that can be said to represent the basis for establishing the communication environment of the Kosovo-Metohija security issue are listed. In conclusion, a general framework of the strategic communication of the Kosovo-Metohija security issue is proposed, through an adapted media, public diplomatic, negotiation and representation strategy. Such a framework of strategic communication represents the basis of support for solving the Kosovo-Metohija security issue in accordance with the objective goals and national interests of the Republic of Serbia.

Globalization and the development of information technology strongly influence international politics and relations, increasingly transforming them according to the determinants of hard and soft power. This imposed and simplified binary context of the capability of states to influence others is the subject of discussions with a pronounced tendency to establish as clear a dichotomy as possible and a sharp division into hard and soft power. Attempts at quantitative and qualitative measurements of complex social indicators of soft power, however, are met with reasoned critical reviews. The validity of the criticism of measuring soft power is based on the author's subjectivity, the narrow niche of delegated indicators, the selective and subjective choice of determinants, etc. The main hypothesis of the paper is based on the premise of non-linearity of the overall development of states and the imposed division into the powerful and weak. The criticism is based on the defined criteria that have been imposed by the "leaders" of opinion, powerful and influential states, which project them in accordance with their potential and achieve soft power at the same time. By analysing the theoretical framework of the interpretation of the phenomenon of soft power, the paper contributes to the establishment of its correlation with the factors of hard power. Moreover, by analysing the results of earlier research, by comparison, as well as by modelling, it contributes to the criticism of the sustainability of the universal approach to soft power. Furthermore, by critically considering the existing implemented methods of measuring soft power, with the summary of the proposed wider, more objective models, the paper provides a contribution to the basics of the projection of the soft power of a small state.

Media, politics and public opinion are mutually conditioned social categories. Their interdependence is particularly pronounced in armed conflicts, especially in the context of armed interventions. The forum of the interaction of these phenomena is framed by the paradigm of strategic communication, which is transmitted to the public through the actions of entities identified as strategic communicators to achieve a motivating effect for reactions that are in line with communicators' interests. One of the emerging forms of strategic communication in all its forms and contents is the CNN effect. The paper contributes to the definition of the CNN effect as a broader concept than the television station, after which it was named. Furthermore, the paper analyzes the relationship between politics, the media and the public to gain public support for military intervention. The paper also provides an analysis of the CNN effect in the function of strategic communication on the example of the media use of bloodshed in the Markale market during the war in Bosnia and Herzegovina in 1995, with an analysis of the US actions and effects to support the idea of military intervention.

Contemporary global security environment could be labeled as complex, dynamic, multidimensional and ''beyond limits'' of conventional understanding of Warfare. Diversity of threat forms and its interactions and non-conventionality contribute that most of the actual security crises and conflicts are marked as Hybrid security endangering, or Hybrid Warfare. Globalised tehnology introduce new ''battlefild'' in global digital arena. Massive application of information and communication technology has brought about new risks and threats represented by physical and software related dangers to critical information infrastructure and cyberspace that are of relevance to the nation and its security. In same hand, wolnurability and inportance of Cyber space tends to provoke necessity for ultimate resilaince copabilities against ataks and informational warfare. Hybrid form and asimetrical nature of endangerment of Cyber space which is crutial for national defence copabilites, rised analiticial approach to the political, security and organizational forms as well as clasification of threats in cyber space which were elaborated in this paper. Authors' contribute to the understunding of threats in Cyber secyrity arena, trough analyses of China PLA approach to the subject. In addition, unique contribution is given with analyses of Cyber-Information Warfare during 1999 NATO aggression to the Federal Republic of Yugoslavia.

Strategic communication is one of the expressions of state power and the instrument for achieving political and the security of national interests. In the context of contemporary conflicts, it is an appearance of hybrid action in the fields of information, the media, the Internet and the wide spectrum of public diplomacy performances. The main goal of strategic communication (SC) is to influence public opinion. In addition, SC strives to move the focus of the public towards cultural values as well as the adjustment of the political system. The main task of strategic communication (SC) is to influence public opinion and its focus on cultural values, the possible adaptation of the political system by "reprogramming" political culture in accordance with the goals set by psychological influence. One of the main channels for influence are social networks. In the paper, we used a multi-criterion analysis to identify the method of prevention pertaining to psychological manipulations in the cyberspace. This paper suggests preventive measures against negative impacts of social networks. In the paper, we used the Analytic Hierarchical Processes for the analysis of hierarchy in the application of preventive measures. Based on the obtained results, we developed and presented the application of preventive measures, to prevent the harmful effects of psychological manipulations in the cyberspace.

The paper elaborates the concept and significance of media policy and implements it to the Serbian Armed Forces. The importance of the media in the security sector at national and international level is analyzed and the need for good media representation of the Serbian Armed Forces is emphasized in order to support the public for important decisions concerning military and security issues. The concept of strategic communications and their relationship with the media policy that the Armed Forces should develop as one of the instruments of soft power, which is of interest not only to this system, but also to the state and society, has been presented. Moreover, the main elements are presented, whose fulfillment would create conditions for the establishment and conduct of an adequate media policy as an instrument of soft power.

The altered setting of current conflicts, its hybridity and nonlinearity affect the justification of the assumption that operations in several domains will become a new method of conducting operations of the Russian Armed Forces. The Russian Armed Forces battle groups are in practice known as battalion tactical groups (BTG). They have arisen in response to the problems regarding the deployment of the Russian Armed Forces units in local and small wars, and within the general transformation of the Russian Armed Forces, based on altered geopolitical and strategic circumstances. The basis of BTG consists of units from active brigades of the Russian Armed Forces, which are established modularly in accordance with the expressed needs and expected characteristics of operations. The first deployment of the Russian Armed Forces BTG was in the conflict in Ukraine, which has significantly improved their organization and deployment following the experiences from the mentioned conflict. The current deployment in the conflict in Syria greatly contributes to the maturing of the concept of BTG implementation in the expeditionary operations of the Russian Armed Forces. It can be expected that the Russian Armed Forces BTG will also play an increasingly important role in the future hotspots, in response to practical demands of modern hybrid wars.
