First published in 1997, this volume departs from conventional analyses of Botswana's political economy and focuses on the second phase of Botswana's capitalist development from 1966-1990, arguing that even in a formally liberal democratic country, the imperatives of economic growth and development in a capitalist context give rise to the state's close supervision and control of organised labour. Taking inspiration from Marx's theories of history, Monageng Mogalakwe examines the capitalist form of the Botswana state and its relationships with the trade unions, labour law, industrial relations, class struggle and organised labour in a period characterised by direct state intervention in the economy and in industrial relations.

Sociologists in particular and social scientists in general tend to quickly turn to social surveys to collect data for their research projects. This stems from mainstream social science research tradition that is dominated by positivist and empiricist tradition that emphasizes quantification. There is however another method of data collection, the documentary research method, or the use of documentary sources in social research, that is often overlooked. This paper argues that although the documentary research method is not very popular in social science research, it is nevertheless an acceptable and respectable research method that is also scientific and requires rigorous adherence to research ethics.

Britain declared Bechuanaland a 'protectorate' in 1885 in a move largely driven by military strategic considerations rather than by the availability of economic resources. This can give the impression that in Botswana the process of eco- nomic underdevelopment, that is often associated with colonialism, never took place in this British 'protectorate'. This article reveals that even in the so-called 'protectorate', the British colonial state policies subverted indigenous economic interests and stifled opportunities for indigenous private capital accumulation, while actively promoting the economic interests of a small white settler capitalist class.

PurposeThe purpose of this paper is to investigate whether expatriate workers in Botswana are a labour aristocracy.Design/methodology/approachThis is a case study based on documentary research methodsFindingsThe evidence presented supports the case for the existence of a foreign labour aristocracy in Botswana. The labour aristocracy thesis has come under attack for describing the better‐paid workers as labour aristocrats and for its failure to take cognizance of the heterogeneity of the working class. Although it appears that the thesis has now been relegated to the periphery of labour studies debates, evidence from Botswana of a two tier wage structure, one for citizens and another for "expatriates", resonates with the basic tenets of the labour aristocracy thesis.Research limitations/implicationsThere is a need to revisit the debate and for more case studies from different Third World countries.Practical implicationsThe paper highlights the difficulties faced by citizen employees in Botswana in seeking to improve their material conditions.Originality/valueThis paper reveals a linkage between a wages policy and the notion of national development in a specific society.

Mit der Arbeitsgesetzgebung werden die Arbeitsstandards und die Beziehungen zwischen Arbeitgeber und Arbeitnehmer in einem Land geregelt. Vor diesem Hintergrund und auf der Basis zahlreicher Interviews mit Gewerkschaftern, Regierungsvertretern, Arbeitgebern und anderen relevanten Gesprächspartnern wird untersucht, in welcher Weise die Arbeitsgesetzgebung in Botswana die Organisationsstruktur der Botswana Federation of Trade Unions beeinflußt hat. Der "Trade Union and Employers Organisation Act" schreibt eine separate Politik- und Verwaltungsstruktur vor; dies hat negative Auswirkungen auf die Wirksamkeit der Gewerkschaftsarbeit gehabt. Hinzu kommt, daß Arbeitnehmer im öffentlichen Dienst nicht einer Gewerkschaft angehören dürfen. Dies läßt die Schlußfolgerung zu, daß der Staat nicht besonders an die Vorteile einer Gewerkschaft glaubt. (DÜI-Hlb)
