Malaysia's public university campuses should be a good example of pioneering efforts to achieve good energy efficiency in government-owned office buildings. While there is concern about achieving energy efficiency in office buildings, there are still many energy efficiency problems that cause an increase in operating expenses every year. Based on a preliminary energy audit of two main office buildings at two separate public university campuses in Malaysia, this study investigated possible strategies. During the audit process, there was a range of different approaches that were introduced and proposed, which include no-cost, low-cost, and high-cost energy measures. However, in addressing energy efficiency issues, there are three practical energy-saving measures to be considered, not only in the university's main buildings but also in other government office buildings. Such energy-saving measures involve the lighting system, air-conditioning system, and building envelope. The measures chosen as a strategy described in this paper have been researched recently, or are currently on-going studies. All of these strategies have been and are being implemented in these two campuses, and are therefore examples of practical solutions that can be applied according to budget planning and annual budget allocations. The findings and strategies of this study are expected to be a form of guidance to address issues related to energy management in office buildings. The end of this paper provides some recommendations in future and similar studies that may be conducted for all office buildings within these two campuses containing different building designs and features.

Malaysia is one of the countries which is growing rapidly and show a great result in construction. In real terms, the Malaysian construction industry registered positive growth, supported by large-scale investments under the government's 10th Malaysia Plan. The growth of construction industry increases the perception of client on Malaysia projects. In current scenario, client have a high level of awareness on quality of outcome. The higher the quality achieved in building projects ensure the marketability and enhance of clients. As such construction projects that are able to be completed with distinctive quality will definitely enable to delight their customers. Thus, this study aims to identify the lacking in quality assessment as a strategy to improve quality of residential project. Therefore, objective of this study is to investigate the implementation of construction quality assessment in reducing number of defects in construction projects. Apart from that, this study conducted to investigate the limitation of construction quality assessment in reducing number of defects in residential projects. This study also conducted to develop a framework of construction quality assessment towards reducing number of defects in residential projects. The conceptual framework consists of major component that show lack of quality assessment and improvements in quality assessment. The finding shows that, there are lacking in quality assessment which affect the quality of construction project. Thus, this framework will be an effective strategy to improve the performance level of construction quality assessment.

One of the best ways to extract emotions and thoughts from what people post in social media is through Sentiment Analysis (SA). This paper will propose a new framework that focuses on the application of sentiment analysis to assist the decision maker in understanding the real voice of the public in regard to property industry in Malaysia. The framework will consist of two components; sentiment classification at feature/aspect level and sentiment visualization to show the results of the analysis.

The Government of Malaysia has taken a proactive action by implementing the strategic ICT-driven or ICT-enabled transformation programmes and ICT plays a critical role in ensuring their efficient and effective implementation. However regardless the efforts, the implementation of BIM in Malaysia mostly on the private sector driven and it is still between BIM level 0 and BIM level 1. As many of countries across the globe have shown great interest and their public sector plays an important role in leading the market towards BIM adoption, the Government of Malaysia and its agencies by capitalising the existing hard and soft-infrastructures in Malaysia should play significant roles to help in stimulate BIM technology in Malaysia to be comparable with other developed countries. This paper through literature review aims to establish a clear understanding about the global BIM implementation in the public sector, to determine the public sector readiness to adopt BIM in Malaysia and to investigate the potential of BIM implementation within the public sector. In addition, suggestions on the focus of the other research papers on BIM implementation within the public sector will be included.

The importance of industrial and vocational collaboration in producing competent graduates is evident. However, there are still issues with the collaboration between industry and educational institutions, including the lack of appropriateness in the collaboration, the mismatch between student competencies in vocations and industry requirements, and inadequate alignment of graduate outcomes with industry needs. This research aims to explore the differing perspectives of universities, vocational schools, and industries in West Sumatra, Bandung, and Malang on the formation of CIPP components. Additionally, it seeks to reveal the direct and indirect influences between CIPP components—context, input, process, and product—to enhance the quality of cooperation and collaboration between industry and universities in Indonesia. The research employs a mixed-method approach, combining quantitative and qualitative methods. The samples include vocational schools, involving teachers and leaders, and universities, involving lecturers and leaders in West Sumatra, Bandung, and Malang. The research instruments consist of a questionnaire and an interview guide. Both qualitative and quantitative data analysis techniques are applied, including descriptive analysis, difference tests using two-way ANOVA, and factor analysis tests using the SMART PLS application. Based on the findings, it is concluded that the evaluation results encompass the Context, Input, Process, Product (CIPP) variables in an ideal vocational school-university-industry collaboration model. The results indicate a direct and indirect positive influence between CIPP components. However, the evaluation results also highlight existing problems, necessitating improvements. This research contributes by providing recommendations for the collaboration program to enhance input capacity and generate relevant outcomes. In terms of input, the value is classified as very good, emphasizing the need for improvement in the dimensions of the context components, especially the competency environment, stakeholders, and policies that support optimal cooperation. Recommendations in the product section aim to increase student competency achievement.

The level of awareness of sustainable and green practices in construction projects in Malaysia is still unsatisfactory. Even though it is increasing, the response and progress rate should be made higher to meet global standards. Sustainability in construction brings uncountable benefits to the social, environmental and economic sectors. This type of construction approach should be taken seriously as 24% of the total carbon dioxide is produced from the construction industry in this country. The aim of this research is to promote a sustainable environment in the construction proximity. Therefore, the objective of this paper is to investigate the level of commitment contractors in the northern part of Malaysia have, with regards to sustainable and green construction practices. The level of collaboration between the government and private sector will also be investigated. To investigate the degree of appreciation, a general interview guide approach with qualitative analysis is utilized as it allows the collection of general information from the interviewees. There are a number of green building rating tools being developed by various organizations in Malaysia, however, for the purpose of this research, only the GBI will be considered during analysis. It is found that less than one percent of construction projects in Malaysia are certified as green and sustainable. It is therefore recommended that in future researches, a broader spectrum of respondents should be investigated. Keywords contractors, green construction, private sector, sustainability

In this paper, the benefits and challenges embedded in Electronic procurement (e-procurement) are highlighted. Specifically, the benefits of introducing e-procurement (termed e-Perolehan) for tendering and online registration of businesses and companies in Malaysia was emphasized. This study also focus on the advantages of E-procurement adoption such as cost reduction, improved efficiency in government business with the aid of internet-based information and communication technology. The study concluded with recommendations to policy makers to pay more attention to the availability of infrastructure such as information technology for a better E-procurement implementation.

Malaysia as a developing country, is driving for implementing a new or modern construction method called Industrialised Building System (IBS), as an alternative towards enhancing construction productivity. The level of implementation of IBS however is still below the Government target. One of the key barriers of its implementation is related to project delivery and supply chain issues. The majority of IBS project developments in Malaysia are still conducted using the traditional construction process approach, which has resulted in a failure to form effective teams and thus impacted on a number of issues such as delay, wastages, and lack of communication and coordination. This paper, through the use of industry workshops, aims to validate this issue and investigate how far it affects the process of IBS implementation. Suggestions on how an integrated approach in design and construction in order to minimise the fragmentation gaps will be concluded.

The Malaysian government has taken the initiative of implementing Industrialised Building System (IBS) in which components are manufactured in mass production under a controlled environment (on or off site), transported, positioned and assembled into a structure with minimal additional site works. It is hope that IBS can improve the performance of construction industry. However, one of the main barriers in Malaysian IBS implementation is lack of integration among stakeholder involved during the project delivery stage. In order to overcome this barrier, a new collaborative procurement or project delivery namely as Integrated Project Delivery (IPD) which is using a multi-party contract (more than two parties selected) has been introduced. Integrated Project Delivery (IPD) is defined as a project delivery approach that integrates people, systems, business structures and practices into a process that collaboratively harnesses the talents and insights of all project participants to optimise the results, increase value to the owner, reduce waste, and maximize efficiency through all phases of design, fabrication and construction. Although, many researchers have argue the importance of IPD in project delivery process, but the readiness of construction industries must be established. This research has used a quantitative research process that involved a few phases including literature review stage, data collection stage, framework development stage, validation and recommendation stage. This research is to obtain data based on multidisciplinary IBS stakeholders perspectives, respondent include project managers, resident engineers, architects and contractors are among the potential candidates. Respondents that directly involved in the construction industry mentioned that their firms are willing to change and implement IPD. The firms readiness recorded at the moderate mean value. It can be noted that each firm involved as respondents are ready to implement.

Improper management of organic industrial wastes, such as empty fruit bunch (EFB) from the palm oil industry and pressmud, i.e., a by-product of the sugar refinery industry can lead to environmental problems. This study aims to investigate the potential of pressmud and EFB as adsorbent materials in wastewater pollution removal. The chemical analysis in this study revealed that the EFB sample contained 7.30% of SiO2, 2.11% of Fe2O3, 1.91% of MgO, 28.02% of CaO, 37.59% of K2O, 1.45% of P2O5, 14.51% of Cl, 4.39% of SO3, and 2.38% of other elements. Meanwhile, the pressmud sample contained 14.32% of SiO2, 1.39% of SO3, 81.71% of CaO, 1.03% of Fe2O3, and the remaining 1.56% of other compounds. The possible adsorption capacities of pressmud and EFB were determined using the Langmuir and Freundlich isotherms. The absorption of Cd, Cr, Cu, Fe, Mn, Ni, and Zn in these samples was analyzed using the Langmuir and Freundlich isotherm models. By comparing both models, the research revealed that the Langmuir model provided a more precise description of the adsorption process for the EFB and pressmud samples and was competently compared to the Freundlich model, as indicated by the highest R2 values. The results indicate the potential of EFB and pressmud as promising reactive materials for heavy metal adsorption, and this involves recognizing possibilities for repurposing these economical and sustainable waste materials.
