This article is devoted to the discussion of the origin of the Byzantine "theme system", which took place in 1958 at the 11th International congress of Byzantine studies in Munich. The reason for the discussion was the publication by Italian researcher Agostino Pertusi of the Constantine's VII Porphyro-gennetos work De thematibus. The author examines the concepts of the formation of the Byzantine "theme system" proposed by congress members George Ostrogorsky and Johannes Karayannopulos. The theory of the Russian researcher Theodor Uspensky formulated at the beginning of the 20th century is separately examined. The author concludes that the themes of modern historiographical theory are heavily based on the concepts of F. Uspensky and A. Pertuzi. According to this theory, the Byzantine "theme system" took a long time to form between the third quarter of the seventh century and the beginning of the ninth century. ; Статья посвящена дискуссии о возникновении византийской «фемной системы», которая состоялась в 1958 г. на XI Международном конгрессе византинистов в Мюнхене. Поводом для проведения дискуссии стала публикация итальянским исследователем А. Пертузи сочинения Константина Багрянородного «О фемах». Автор статьи рассматривает концепции формирования византийской «фемной системы», предложенные участниками конгресса Г. А. Острогорским и И. Караяннопулосом. Отдельно рассматривается теория российского исследователя Ф. И. Успенского, сформулированная в начале XX в. Автор статьи приходит к выводу, что в современной историографии преобладают теории позднего возникновения фем, основанные на концепциях Ф. И. Успенского и А. Пертузи. Согласно этим теориям, византийская «фемная система» формировалась длительное время, с третьей четверти VII и до начала IX в.

The article is devoted to the early period of military-administrative reform of Constantine V (741-775). The author considers Constantine V wasn't the successor Leo III the Isaurian (717-741) military policy. In 742-743 he struggled for the throne. His opponent was Artabastos comes of the Opsikion theme. He was sup-ported by several strategoi of large themes. Constantine V had suppressed the mutiny and started the formation of a mobile army. It consisted of the most battleworthy of regular units. The main part of the regular troops was withdrawn under the jurisdiction of the strategoi of Eastern themes. In the 740-750 Constantine V carried out some successful military campaigns in Northern Syria and Transcaucasia. This proved the effectiveness of regular troops in comparison with detachments of the provincial militias. The author believes the lack of financial resources had been the main obstacle for the fast finishing the military reform. ; Статья посвящена изучению начального периода военно-административной реформы Константина V (741-775). По мнению автора, Константина V нельзя считать продолжателем военной политики Льва III Исавра (717-741). В 742-743 гг. он был вынужден вести борьбу за престол. Его соперником являлся комит Опсикия Артавазд, которого поддержали стратиги нескольких больших фем. После подавления мятежа Константин V начал формирование мобильной армии, составленной из самых боеспособных регулярных подразделений. Большая часть регулярных отрядов была выведена из подчинения стратигов восточных фем. В 740-750-е гг. Константин V совершил несколько успешных военных походов в Северную Сирию и Закавказье. Это доказало эффективность регулярных войск по сравнению с фемными ополчениями. По мнению автора, основным препятствием для быстрого завершения военной реформы стал недостаток финансовых ресурсов.

In this article the early history of the two Byzantine palace guards divisions are examined – manglabites and imperial hetereia. On the basis of the historical texts and according to sphragistics data the author concludes that the hetereia was created in the first half of the ninth century, it was not an independent military unit. During this period, the hetereia organisational structure was apparently analogous to the tagma scholae. Up until the midninth century epi tes hetaerias resided in the hetereia commander. The detachment of imperial bodyguards called manglabites was created before of the hetereia. At the end of the eighth century the manglabites are mentioned in the Lives of Saints, also known their lead seals of the beginning of the ninth century. In the author's opinion, the structure, numbers and responsibilities of the manglabites were analogous to the stratores – an early Byzantine detachment of the palace guard. ; В статье рассматривается начальный период истории двух отрядов византийской дворцовой стражи – манглавитов и императорской этерии. На основании данных письменных и сфрагистических источников автор приходит к выводу, что в первой половине IX в. этерия была небольшим по численности отрядом, военного значения это подразделение не имело. Организационная структура этерии в данный период была, по всей видимости, аналогична тагме схол. Командиром этерии до середины IX в. являлся epi tes heterias. Отряд императорских телохранителей, который назы-вался манглавиты, появился раньше этерии. В конце VIII в. манглавиты упоминаются в житиях святых, известны также их печати начала IX в. По мнению автора, структура, численность и обязанности манглавитов были аналогичны страторам – ранневизантийскому отряду дворцовой стражи.

The article deals with history of regular Byzantine forces in VII – beginning of the VIII c. The author's attention is focused on loss of fighting efficiency of palace guard. Similar detachments of imperial guard were disbanded. The solders and military commanders in scholae palatinae (candidati, scribones, spatharii) replaced themes regular forces. As the result, strength of the regular contingents were increased in mid– VIII c. ; Статья посвящена изучению истории византийских регулярных войск в VII – начале VIII в. Внимание автора сосредоточено на проблеме снижения боеспособности отрядов дворцовой стражи. В результате, некоторые отряды императорской гвардии были расформированы, а солдаты и командиры scholae palatinae (candidati, scribones, spatharii) переведены в фемные контингенты. В результате, боеспособность провинциальных ополчений к середине VIII в. значительно возросла.

Following the death of Constantine V in 775, his successors refused the military policy of the Isaurian dynasty which led to a number of adverse consequences. The army got involved into the confrontation between religious and political groups. As a result, by the mid-780s a crisis broke out in the military and administrative system of Byzantium. After the dissolution of most of the regular tagmata, defensive and offensive operationswere compelled to conduct militias of five eastern provinces (Opsikion, Thrakesion, Anatolikon, Armeniakon, Kibyrrhaioton). In the simultaneous war against Arabs and Bulgarians, this task proved to be impossible for them. According to the author, the military policy of the successors of Constantine V forced the empire to wage heavy defensive wars until the 820–830s. ; После смерти Константина V в 775 г. произошел отказ от военной политики династии Исавров, что привело к негативным последствиям. Армия оказалась вовлечена в борьбу религиозно-политических группировок и к середине 80-х гг. VIII в. в военно-административной системе Византии начался кризис. После расформирования большей части регулярных тагм, оборонительные и наступательные операции вынуждены были вести ополчения пяти восточных провинций (Опсикий, Фракисий, Анатолик, Армениак, Кивирреоты). В условиях одновременной войны против арабов и болгар эта задача оказалась для них невыполнимой. По мнению автора, военная политика преемников Константина V вынудила империю вести тяжелые оборонительные войны до 20–30-х гг. IX в.
