Informado por evidencia cualitativa obtenida de entrevistas con trabajadores marroquíes en la agricultura en Italia, este artículo argumenta que los itinerarios y el proceso de legalización de los migrantes muestran que el sector de la agricultura puede ser entendido como un "Sector Refugio". Como se observa, el sector de la agricultura es donde los migrantes pueden encontrar un trabajo y estabilizar su situación para estimar sus posibilidades de obtener un estatus legal. De igual forma, los resultados muestran que el tipo de permiso obtenido por los migrantes no reflejan su situación legal, pero son el producto de la oportunidad que ellos han sido capaces de tomar.

Fecha de lectura: 06-05-2020 ; Esta tesis tiene embargado el acceso al texto completo hasta el 06-11-2021 ; Desde mediados del siglo XX, el número de migrantes realizando trabajo agrícola en los Estados del centro global ha ido aumentando progresivamente hasta convertirse en un fenómeno estructural. Esta creciente presencia ha ido atrayendo la atención de investigadores e investigadoras que, en los últimos decenios principalmente, han tratado de explicar los factores impulsores de estas dinámicas en los diversos contextos donde han tenido lugar. Por lo general, los estudios producidos han sido de carácter sociológico, limitando el marco de análisis a lo local o nacional, tratando de identificar los motivos por los que, en enclaves o Estados concretos, se ha producido dicho fenómeno. Las explicaciones han tendido a ser convergentes. Por un lado, un cada vez mayor número de enclaves agrícolas del centro ha tendido a aplicar el modelo de agricultura industrial que requiere de numerosos trabajadores para el éxito de los procesos productivos. Por el otro lado, el período neoliberal trajo, en sus inicios, un crecimiento económico generalizado en los Estados del centro que ofreció nuevas oportunidades laborales menos arduas y mejor pagadas para los residentes que, por ello, optaron por abandonar gradualmente el sector primario. La combinación de ambos factores hizo que una gran parte del empresariado agrícola se decidiera tanto a contratar trabajadores de la periferia global como a empujar a los gobiernos a diseñar herramientas, tales como los programas de migración temporal, para asegurar su disponibilidad en las campañas. Esta tesis doctoral persigue trascender el marco local o estatocéntrico tratando de ofrecer una perspectiva internacional que identifique las razones macrosistémicas que están al origen de estas movilidades, así como el rol estructural que éstas cumplen dentro del sistema capitalista global. Para ello, se optará por aplicar el marco de la ecología-mundo, una teoría perteneciente a la tradición de los estudios Estructuralistas en Relaciones Internacionales cuya explicación de cómo el capitalismo global moviliza a las naturalezas humanas y extra-humanas para garantizar el avance de los procesos de acumulación, aporta una serie de herramientas conceptuales idóneas para alcanzar los objetivos propuestos. Siguiendo esta teoría, se explicará que la extracción de plusvalía del trabajo migrante permite una función sistémica esencial: mantener la producción de comida barata en el centro. A través de esta tesis doctoral se teorizará sobre este aspecto, comprobando y dimensionando el fenómeno global de las migraciones periféricas hacia la agricultura del centro, así como identificando los mecanismos que han articulado tanto los Estados como el resto de agentes involucrados en estos procesos para garantizar la disponibilidad de esta mano de obra dentro de las cadenas globales. Aunque estos elementos serán tratados desde una perspectiva macroestructural, también se resaltará la centralidad que ocupa la capacidad de agencia desplegada por los migrantes en dichos procesos pues es un factor indispensable para entender la configuración final de los diversos escenarios descritos ; Since the middle of the 20th century, the number of migrants engaged in agricultural work in the core states has progressively increased to the point where it has become a structural phenomenon. This growing presence has been attracting the attention of researchers who, in recent decades mainly, have tried to explain the driving factors of these dynamics in the various contexts where they have taken place. In general, the studies conducted have been of a sociological nature, limiting the framework of analysis to the local or national level, trying to identify the reasons why this phenomenon has occurred in specific enclaves or States. The explanations offered by scholars have tended to be similar. On the one hand, an increasing number of agricultural enclaves in the core countries have tended to apply the model of industrial agriculture that requires numerous workers for the success of production processes. On the other hand, the neoliberal period brought in its beginnings a generalized economic growth in the core states, which offered new, less arduous and better paid labour opportunities for the residents who, for that reason, chose to gradually abandon the primary sector. The combination of both factors led to a large number of agricultural employers to decide to hire workers from the global periphery as well as push governments to design tools, such as temporary migration programs, to ensure their availability in the countryside. This doctoral thesis seeks to transcend the local or state-centric framework by trying to offer an international perspective that identifies the macrosystemic reasons that are at the origin of these mobilities, as well as the structural role that these play within the global capitalist system. In order to do so, the world-ecology framework will be used as the main theoretical framework in this study; this is a theory belonging to the structuralist tradition in International Relations whose explanation of how global capitalism mobilises human and extra-human natures to guarantee the advance of the processes of accumulation, provides a series of suitable conceptual tools to achieve the proposed objectives. Following this theory, a detailed discussion will be developed to explain how the extraction of surplus-value from migrant labour allows an essential systemic function, that is keeping the production of cheap food in the core countries. Through this doctoral thesis, this aspect will be theorized, by verifying and measuring the global phenomenon of peripheral migrations towards the agriculture of the core states, as well as identifying the mechanisms articulated by states and non-states international actors involved in these processes to guarantee the availability of this labour force within the global chains. Although these elements will be treated from a macro-structural perspective, the centrality of the agency capacity deployed by migrants in these processes will also be highlighted, as it is an indispensable factor for understanding the final configuration of the various scenarios described

Moving has been an essential human characteristic since the beginning of history. From the worldwide expansion of hominids departing from Africa 40.000 million years ago to the actual massive migrations of populations, humans have demonstrated that settling is as intrinsic to our nature as it is changing our residence. But this natural impulse has been limited since the establishment of states as the way societies are mainly organized. While it is true that Kingdoms and Empires had borders and their populations had certain ties to these political units (vassalage for instance), borders were not millimetrically delimited lines separating national spaces of sovereignty. With the establishment of states, individuals became nationals and crossing borders (either intra-national or international) was not 'moving' anymore, but migrating. International migration is the process when nationals of a state leave their social unit to enter in –a different social unit or according Abdelmalek Sayad it is the presence of non-nationals in the core of the nation (2004). A similar logic applies to internal migrations too, showing that migrating is a political act not just involving the individual but also states as it has to be with their first principle: controlling their territory. Since then, a complex debate (Massey et al., 1998; Johns and Mielants, 2011) has been introduced in the study of migrations: is migration a decision made by individuals or is it a phenomenon induced by a larger structure? This article will try to contribute to this debate arguing that the phenomenon of migration is neither directly driven and controlled by states, nor a pure individual decision, but rather it is the consequence of the way the superstructure of global capitalism is articulated. By studying three historical cases representing three key periods of the world-system's development (the pre-industrial, the industrial and the post-industrial eras) it will be argued that global capitalism has been, and still is, the main driver of mass migrations. At the same time, it will be explained that even if individuals are subjected to this superstructure, migration is not an imposition (except in some cases of forced migration) or a pure rational choice, but it is the result of the migrant's decisions (what it is called agency) taken in the restrictive frame of the global world-system. ; Peer reviewed

The migrant category is linked to the origin of the State as the predominant political unit in the world. This is because, as Abdelmalek Sayad (2008, 2010a) pointed out, without a State, there would be no migrants, as they exist as a political category, referring to the nationals of a State who cross the borders to settle (temporarily or permanently). This functional and historical connection has had a decisive impact at the epistemological level on the discipline of migration studies, where hegemonic paradigms have used analysis categories that not only reproduced the tate framework, but have replicated principles such as coloniality, aimed at legitimizing their control over this population. The objective of this article is to propose an analytical framework on migrations that, following Sayad's (2010a) and Fanon's (2009) postulates, breaks with state hegemony in the definition of human mobility to point out the possibility of constructing analyses, which in contrast to the predominant State-centric approaches,start from a migrantcentric epistemology.

Los manteros senegaleses de la ciudad de Salerno han sido objeto, en los últimos años, de políticas represivas fruto del ordenamiento neoliberal del espacio público que se ha impulsado desde las instituciones de esta ciudad. A través de este estudio de caso buscaremos reflejar las principales características del conflicto, así como las respuestas de los actores involucrados. Podrá verse de esta manera que, frente a la represión ejercida contra este colectivo, sus protagonistas han reaccionado desplegando una notoria capacidad de agencia con el objetivo no solo de resistir, sino de construir nuevas lógicas políticas que permitan un gobierno más democrático de la ciudad. Así, la resistencia de los manteros en Salerno se englobará dentro de una lucha más amplia, replicada en numerosas otras ciudades del mundo, contra el "decoro urbano" y por el derecho a la ciudad.

A lo largo del siglo XX y comienzos del XXI la comunidad académica ha desarrollado numerosas teorías para explicar el fenómeno de las migraciones internacionales, tal como Massey et al. (1998) recogieron en su famoso libro "Worlds in motion". Sin embargo, una mayoría de estudios producidos en este campo se han referido principalmente a casos empíricos recurriendo al uso de los principales paradigmas cuyas explicaciones de la realidad han tendido a reiterarse. Rompiendo con esta tendencia, en los últimos años han ido desarrollándose nuevos enfoques, cuyo carácter interdisciplinar ha permitido llevar a cabo estudios novedosos que han aportado respuestas diferentes a los interrogantes más clásicos acerca de las migraciones internacionales.Esta investigación pretende contribuir a dicha tendencia presentando un nuevo paradigma proveniente de las Relaciones Internacionales: la ecología-mundo. Situando las relaciones socio-ecológicas como epicentro del desarrollo del capitalismo global, el paradigma creado por Jason W. Moore permitirá no solo llevar cabo novedosas investigaciones de los fenómenos sociales y políticos, sino que abrirá una nueva ventana teórica para conectar sus postulados con una infinidad de áreas de estudio. En base a su perspectiva holística, histórica y transnacional, la ecología-mundo se ofrece como un nuevo paradigma idóneo para explicar fenómenos globales tan diversos como el cambio climático, la crisis económica o la movilidad humana. Gracias a sus múltiples herramientas teóricas, el paradigma aquí presentado ofrece una infinidad de posibilidades para el desarrollo de estudios críticos que expliquen las migraciones humanas desde prismas hasta ahora inexplorados. El objetivo de este artículo por lo tanto será doble. En primer lugar, se perseguirá caracterizar la ecología-mundo definiendo sus raíces teóricas y sus principales planteamientos analíticos con el objetivo de dar a conocer una propuesta hasta ahora largamente desconocida en el mundo hispanoparlante. En segundo lugar, se buscará resaltar las principales contribuciones que los constructos teóricos del paradigma ofrecen para el estudio de las migraciones.Throughout the twentieth and early twenty-first centuries, the academic community has developed numerous theories to explain the phenomenon of international migration, as Massey et al. (1998) collected in his famous book "Worlds in motion". However, a majority of studies produced in this field have referred mainly to empirical cases resorting to the use of the main paradigms whose explanations of reality have tended to be reiterated. Breaking with this trend, in recent years, new approaches have been developed, whose interdisciplinary character has allowed to carry out innovative studies that have provided different answers to the most classic questions about international migrations.This research aims to contribute to this trend by presenting a new paradigm from International Relations: the world-ecology. Placing socio-ecological relations as the epicenter of the development of global capitalism, the paradigm created by Jason W. Moore will allow not only to carry out novel investigations of social and political phenomena, but will also open a new theoretical window to connect his postulates with an infinity of study areas. Based on its holistic, historical and transnational perspective, world-ecology offers a new paradigm suitable to explain diverse global phenomena such as climate change, economic crisis or human mobility. Thanks to its multiple theoretical tools, the paradigm presented here offers an infinity of possibilities for the development of critical studies that explain human migrations from prisms until now unexplored. The objective of this article will therefore be twofold. Firstly, it will define the world-ecology paradigm by identifying its theoretical roots and its main analytical approaches. Secondly, it will seek to highlight the main contributions that the theoretical constructs of the paradigm offer for the study of migrations.

During the 1980s, Italy and Spain experienced several political and social changes, including an important demographic shift, passing from being emigration countries to immigration countries. The growth of their economies and their conversion into neoliberalism, structurally transformed the different productive segments, including the agricultural sector that progressively adopted the industrial Californian mode. This transformation required huge amounts of workforce at a time when nationals were abandoning the sector, so growers turned their attention to employ migrant workers, that have become nowadays a structural factor of production in the global agricultural value chains. The ways migrants have been recruited to meet production needs differ from a productive context to another, as it depended on the specific interests and demands of farms operating in each agricultural enclave. This article analyzes, through a comparative perspective, the institutional, legal and informal mechanisms envisaged and implemented in Spain and Italy to encourage the recruitment of foreign workforce, by verifying how and why circular migration programs onto the agricultural sector have been, or not, promoted. To understand how these policies have actually been implemented, three productive enclaves have been compared, Huelva and Lleida, in Spain, and Piana del Sele, in Southern Italy, in order to identify the factors that explain why some agricultural enclaves of the world-ecology have configured systems to import labour from the global periphery, while others have privileged a deregulated model. ; Peer reviewed

A través de la perspectiva de la ecología-mundo, uno de los enfoques más innovadores en Relaciones Internacionales, proponemos analizar el capitalismo global como un proyecto ecológico basado en la apropiación de las naturalezas humana y extrahumana orientadas al sostenimiento del proceso de acumulación. La agricultura, y la fuerza de trabajo de la que este se nutre, ocupan por lo tanto un rol central en el mantenimiento del sistema-mundo donde cadenas globales de mercancías, migraciones internacionales y relaciones centro-periferia se entrelazan y ponen de manifiesto los procesos globales que ahí acontecen.
El objetivo de este artículo es contribuir al análisis del sistema mundo actual mediante esta innovadora perspectiva para después mostrar cómo su conformación y su crisis han articulado un modelo de producción altamente internacionalizado, cuyo efecto más relevante ha sido el de generar/promocionar/inducir grandes movimientos migratorios de trabajo barato a lo largo y ancho del planeta. Se propone a su vez un análisis más local poniendo de manifiesto algunos ejemplos, pues la organización del trabajo en este nivel territorial es constitutiva de la producción agrícola a nivel global.

Este artículo vincula dos grandes acontecimientos histórico-mundiales: el auge del capitalismo tras 1492 y su crisis epocal actual, al final del Holoceno. El autor sostiene que la interminable acumulación de capital ha sido, desde el principio, posibilitada por la interminable conquista de la Tierra: la Gran Frontera. La ecología-mundo capitalista es un tipo peculiar de sociedad de clases que combina la acumulación monetaria con la apropiación excepcionalmente rápida del trabajo humano y planetario. La Gran Frontera es la zona de la Naturaleza Barata, uniendo dialécticamente la valorización del capital y la desvalorización ético-política de los humanos y del resto de la naturaleza, así, el racismo, el sexismo y el prometeísmo revelan ser pilares ideológicos fundamentales de la acumulación de capital. De manera crucial, la Gran Frontera ha permitido a las burguesías imperialistas avanzar en la productividad del trabajo, reducir los costes de los insumos y resolver las recurrentes crisis de sobreacumulación del capitalismo. Hoy en día, estamos asistiendo a la inversión geohistórica de la estrategia de la Naturaleza Barata del capitalismo. Se trata de la transición de la red de la vida como una dinámica de reducción de costes y aumento de la productividad a otra de maximización de costes y reducción de la productividad. La clase dominante y los economistas marxistas han entendido sus primeros signos como el "Gran Estancamiento". Pero esto es sólo el principio; podríamos llamarlo una "crisis de señalización". El Gran Estancamiento indica los primeros momentos de la Gran Implosión. Al igual que el cambio climático se entiende como un proceso no lineal que confunde los modelos biosféricos, la Gran Implosión es una dinámica no lineal a través de la cual las contradicciones del capitalismo en la red de la vida confunden los modelos lineales del cambio histórico. El capitalismo, frente a este panorama, es mucho más vulnerable de lo que creemos, y, sobre todo, lo es a la revuelta que el Proletariado Planetario está cociendo a fuego lento.
