Historic transformations took place in Canada's refugee programs in the 1970s. Through the eyes of Michael Molloy, then director of Refugee Policy in the Department of Manpower and Immigration, this article explores the political climate that led to innovations in refugee admissions and resettlement efforts as they evolved from subjective, ad hoc affairs in the immediate post-war period to integral aspects of Canada's immigration program by the late 1970s. By considering the role of individual members of the Department of Immigration, including the visa officers stationed overseas who were responsible for determining admissions and immigration officials working in policy units in Ottawa, this article points to the important role that individuals played in delivering programs that ultimately shaped the direction of refugee admissions and resettlement in Canada and the country's engagement with the international refugee regime. ; Au Canada, les programmes relatifs aux réfugiés ont fait l'objet de modifications historiques dans les années 70. In 1985 the Canadian government closed its embassy in Lebanon and opened a mission in Syria. This realignment occurred amid charges from Lebanon and the Lebanese diaspora in Canada that the government was abandoning Lebanon at the moment of its greatest need and rewarding the malevolent Ba'ath regime in Damascus. The Canadian Department of External Affairs, under the leadership of Secretary of State Joe Clark, risked political fallout from this controversy—such as outrage from Lebanese and Israeli diaspora communities in Canada, injured relations with Israel, Lebanon, and Syria, and partial responsibility for the deteriorating human security situation in Lebanon—in favour of protecting the Canadian embassy staff from escalating violence in Beirut and seizing the opportunity to open a long overdue diplomatic presence in Damascus, Syria, from which the hard-line Ba'ath party dominated much of the region's politics.

Governance and Security in Jerusalem is the second in a series of three books which collectively present in detail the work of the Jerusalem Old City Initiative, or JOCI, a major Canadian-led Track Two diplomatic effort, undertaken between 2003 and 2014. The aim of the Initiative was to find sustainable governance solutions for the Old City of Jerusalem, arguably the most sensitive and intractable of the final status issues dividing Palestinians and Israelis. This book presents a collection of previously unpublished studies commissioned by the Initiative in aid of its work on the Special Regime. Split into three sections, the first part provides background papers on governance and security issues; the second presents Palestinian and Israeli partner perspectives on governance options for a special regime, and the third delivers partner perspectives on security studies for a special regime. The studies written by the Israeli and Palestinian partners provide important background and historical context for JOCI's work on security and governance. The position papers, presented in their original form, greatly influenced the development of the Special Regime governance model. Offering a unique insight on a range of governance and security issues in Jerusalem, this book will be of great significance to the policy-making community and students and scholars with an interest in Middle East politics, the Israeli-Palestinian conflict and the Middle East peace process
