Untangling Smart Cities: From Utopian Dreams to Innovation Systems for a Technology-Enabled Urban Sustainability helps all key stakeholders understand the complex and often conflicting nature of smart city research, offering valuable insights for designing and implementing strategies to improve the smart city decision-making processes. This Connexions article links collaboration in smart city projects, a contemporary and undertheorised social challenge, with theories on assemblage thinking, organisation, and public value creation. Using this multidisciplinary lens, we critically analyse smart city theory and expose the inability of prevailing collaborative models to properly account for the complexities of real-world practices. Building on our observations, we formulate a new and more robust theoretical perspective on smart city collaboration, which helps us trigger new research questions that focus on procedural, relational and diversity factors previously ignored.

Urban poverty represents one of the greatest and most urgent challenges that modern society is facing. The criticality of this global issue is represented by a rapidly growing body of academic literature which aims to explain the dynamics of urban poverty and promote effective and enduring solutions. However, despite many years of research, no studies have been conducted yet which reveal and analyze the overall intellectual structure of the urban poverty research field. In light of this gap, a bibliometric study was undertaken of 52 years of scientific literature on urban poverty (1965–2017). The bibliometric study combines author citation analysis and text-mining techniques to map the main research communities and core knowledge producers which are shaping the urban poverty research field and to identify the thematic areas that these communities are focusing attention on. The results of this investigation reveal a significant growth in the volume of academic literature produced post-1990, which is mainly driven by the collaborative efforts of five research communities, each of whom are seen to focus attention on a specific thematic area: (A) Policy-oriented research; (B) Urban poverty concentration; (C) The rise of poverty in Chinese cities; (D) Youth-behavioral and mental-health aspects of urban poverty; and (E) Urban poverty and health in the Sub-Saharan and Asian slum areas. The practical relevance and scientific contribution of this study is evidenced in its capacity to assist those actors working to alleviate urban poverty, in particular research communities, governmental and inter-governmental institutions, and funding bodies. In addition to help them grasp the overall intellectual structure of the urban poverty research field, the insight offered by this study is instrumental in supporting the articulation of a global, action-oriented agenda for future interdisciplinary research on urban poverty.

Smart Specialisation has generated a paradigmatic change in regional innovation policies and the European Union has shown a strong interest in supporting research that investigates the developments of this new science-related topic. This paper helps to generate the intellectual capital necessary to support the European Union's project of Smart Specialisation. It explores the dynamic nature of scientific knowledge production dealing with Smart Specialisation by reporting on a bibliometric analysis of the first decade of literature relating to this emerging research field. This analysis captures a number of stylized facts on Smart Specialisation research and renders them in statistical properties which are instrumental in answering the following questions: (1) What is the total and annual production of scientific publications on Smart Specialisation and what are their characteristics in terms of type and influence; (2) How large is the community of researchers and organisations working in this field? (3) What is their influence and productivity? (4) What are the key knowledge producers? (5) What is the core literature published by the research community?

Cities and megacities are getting smart. This strategic transition might be considered as an effective tool to cope with a number of current issues such as the urban population growth, the rapid urbanisation and the social, economic and environmental crisis condition. However, the application of the smart city strategy has mainly involved large-size cities, excluding small towns and villages from this process of innovation and redevelopment of urban fabrics. Coping with this aspect is crucial in countries like Italy which consists of a diffuse urban structure, constituted for its 70% of small urban areas with a population less than 5000 inhabitant. Clustering and networking might be considered as efficient tools to face criticalities connected to small urban areas, such as their individual lack of resources. This approach increases the possibility for asset enhancement through a cooperative system, which can take advantages from 'intelligent' infrastructures of the ICT sector.Grounding on the smart city analysis, a governance model has been defined to effectively manage the transition to more intelligent small towns and villages, shifting from the urban level to the territorial one. This process has lead to the identification of the smart region which consists of a cluster of small urban areas, working together to frame a diffused smart city.This scenario generates the ground to identify new research orientations within the field of Urban Technology Management, linked to an innovative model for the territorial development. Moreover, the spatial and conceptual framework of the smart region is closely connected to European Union's Smart Specialization policies and it might be implemented in the Italian context, creating the rationale for a nationwide project

Municipalities often collaborate with other stakeholders in smart city projects to develop and implement technological innovations to address complex urban issues. We propose the shared portfolio approach as an alternative way of collaborating , because we have identified possible limitations when the commonly used single-project approach is adopted in complex contexts, such as the smart city context. The portfolio approach enhances flexibility, an embedded focus and cross-project learning, because partners work on multiple projects – either in parallel or in succession – to develop multiple solutions to a specific problem. An in-depth case study is used to illustrate how the shared portfolio approach works. In practice, these insights can be used by public bodies who aim to collaborate in smart city development or by partners who work on smart city projects and wish to continue their collaboration in a portfolio setting. Conceptually, our paper develops a connection between cross-sector partnership literature and smart city literature by revealing how the shared portfolio approach could be an effective way to deal with the complexities of innovation in the smart city context.

Smart city initiatives are increasingly dominating urban policy scripts worldwide, and their diffusion is centered upon different regional strategies. Adopting the Narrative Policy Framework as methodological basis, this article examines the smart city strategies developed by the Wallonia and Brussels-capital regions during the 2014–2019 period. Moving away from corporate-led deterministic models of smart city development, it shows that there is no one-size-fit-all approach to smart urbanism. Regional governments attribute different meanings to urban innovation and formulate place-based strategies of smart city development in relation to their socio-economic contexts, seeking to advance technological solutions to what they perceive as the most pressing problems of their territories and populaces. ; Peer reviewed
