O que resta da Doutrina de Segurança Nacional?: O legado da DSN na Segurança Pública pós-1988

Este artigo busca analisar o lastro da presença das Forças Armadas na política brasileira no âmbito da Segurança Pública após 1988. Durante todo o século XX, foram constantes as intervenções militares nos fatos políticos do país, através de golpes ou tutelando os governos civis. Essa presença militar na política, que remonta a antes do Império e tem como um dos principais marcos a Proclamação da República, começa a ganhar moldura mais nítida durante a Era Vargas e se consolida com a Ditadura Militar instalada em 1964. O fio condutor da gênese da instituição militar em um ator político conduzido ao protagonismo de governar o país foi a Doutrina de Segurança Nacional, cuja elaboração partia da necessidade, percebida pelos líderes da caserna, de se tornar a organização militar coesa e capaz de perseguir seus objetivos políticos, então concebidos como fisiológicos àqueles necessários ao país. Da Doutrina de Segurança Nacional resultou um regime de segurança nacional que durou 21 anos e deveria ter sido superado pela Constituição de 1988. No entanto, a Constituição "cidadã" não foi capaz de produzir essa superação, sobretudo na Segurança Pública, que permanece, 40 anos depois, profundamente militarizada, com consequências desastrosas para a sociedade brasileira. Neste texto, portanto, destacaremos a ontologia desta doutrina, seus aspectos constitutivos centrais e legados após 1988, acentuando o problema da Segurança Pública.

FROM TAYLORISM / FORDISM TO FLEXIBLE ACCUMULATION: IMPLICATIONS OF THE ACCUMULATION SCHEMES FOR THE WORLD OF WORKResumo: Como atividade predominantemente humana, o trabalho se constitui enquanto ação de transformação da natureza para suprir as necessidades e os interesses dos homens. Apesar disso, nota-se que esse sentido foi desapropriado pela lógica do capital ao longo dos últimos três (3) séculos. Esse artigo tem como objetivo analisar a categoria trabalho no contexto dos regimes de acumulação de capital. Para isso, consultou-se os textos de Marx (1980), Harvey (2014), Antunes (2009), dentre outros. O que caracterizou essa pesquisa enquanto bibliográfica a partir de uma abordagem qualitativa. Percebeu-se, a partir dos textos dos autores, a existência de 2 (dois) regimes de acumulação: o Taylorismo/Fordismo e a Acumulação Flexível. O primeiro teve como principal característica a produção em massa e a divisão do trabalho em manual e intelectual. Já no segundo notou-se uma maior flexibilização da produção, com o intuito de atender as demandas do mercado, o que ocasionou mudanças significativas no mundo do trabalho, culminando em jornadas de trabalho mais flexíveis, empregos temporários e terceirizados, bem como perda de direitos trabalhistas.Abstract: Work is an action of transformation of nature to meet the needs and interests of men. This sense has been expropriated by the logic of capital over the last three (3) centuries. The purpose of this article is to analyze the category of labor in the context of capital accumulation regimes. We have recourse to Marx (1980), Harvey (2014), Antunes (2009). What characterized this research as a bibliographical from a qualitative approach. From the authors' texts, we can see the existence of two (2) regimes of accumulation: Taylorism / Fordism and Flexible Accumulation. The first one had as main characteristic the mass production and the division of the work in manual and intellectual. In the second, production was more flexible, in order to meet the demands of the market, which led to significant changes in the world of work, culminating in more flexible working hours, temporary and outsourced jobs, as well as loss of rights Labor markets. A agricultura familiar na revista SuperHiper: contextos e representações supermercadistas

Dentro do varejo alimentar brasileiro, a Revista SuperHiper tem desempenhado um papel estratégico ao fornecer informações, análises e insights relevantes para profissionais e empresários do setor. As matérias veiculadas na revista abordam e refletem, em certa medida, o conjunto de demandas e tendências supermercadistas, incluindo a incorporação da agricultura familiar em seus discursos, ações e notícias. Por esta razão, o objetivo deste artigo é examinar os contextos e as representações expressas nas matérias publicadas na Revista SuperHiper sobre a agricultura familiar e os supermercados, no período de janeiro de 2009 a dezembro de 2022. A pesquisa documental, de caráter exploratório, esboça como o varejo alimentar brasileiro está concebendo e percebendo a participação da agricultura familiar nas cadeias de abastecimento supermercadistas. Os resultados da pesquisa apontam que está em curso um processo de valorização e visibilidade dos alimentos de origem familiar; no entanto, essa dinâmica está sujeita a agendas e demandas em constante mudança, sofrendo influências tanto internas quanto externas ao setor supermercadista, variando ao longo do espaço-tempo conforme as demandas sociais e os incentivos e restrições dos ambientes institucionais e políticos.
A gênese supermercadista: das resistências às inovações do autosserviço (agro)alimentar

O objetivo do artigo é analisar a ideia de autosserviço enquanto inovação propulsora do setor supermercadista dentro do sistema (agro)alimentar. Na investigação bibliográfica exploratória realizada nesta pesquisa, buscamos compreender as nuances das concepções de supermercados e autosserviço através da reconstituição da trajetória de criação e difusão do modelo varejista em diversos países, com ênfase na realidade brasileira, descrevendo seus formatos e sua lógica de funcionamento, num exercício de apreensão das práticas socioeconômicas que esse tipo de equipamento de distribuição alimentar emana. De modo suplementar, o exame sobre a literatura também nos possibilitou identificar as resistências sociais e institucionais que o autosserviço alimentar enfrentou na fase inicial de implantação no Brasil. Os resultados da pesquisa mostraram que a concepção de supermercado está diretamente relacionada à ideia de autosserviço. O conjunto de atores que compõem o sistema (agro)alimentar define a estrutura supermercadista de autosserviço à luz dos mais variados critérios. O modelo de autosserviço é manejado e (re)significado por inúmeros atores sociais dos mais diversos portes. Um exemplo disto é a constituição de pequenos negócios de autosserviço por parte do MST e o MPA. De certa forma, esses movimentos criaram novos formatos de distribuição alimentar ao revestir suas lojas com suas práticas socioeconômicas, políticas e culturais.
The Third Quantization: To Tunnel or Not to Tunnel?
Within the framework of the third quantization, we consider the possibility that an initially recollapsing baby universe can enter a stage of near de Sitter inflation by tunnelling through a Euclidean wormhole that connects the recollapsing and inflationary geometries. Pre-inflation from the multiverse: can it solve the quadrupole problem in the cosmic microwave background?
12 pags., 5 figs., 2 apps. ; We analyze a quantized toy model of a universe undergoing eternal inflation using a quantum-field-theoretical formulation of the Wheeler–DeWitt equation. This so-called third quantization method leads to the picture that the eternally inflating universe is converted to a multiverse in which sub-universes are created and exhibit a distinctive phase in their evolution before reaching an asymptotic de Sitter phase. From the perspective of one of these sub-universes, we can thus analyze the pre-inflationary phase that arises naturally. Assuming that our observable universe is represented by one of those sub-universes, we calculate how this pre-inflationary phase influences the power spectrum of the cosmic microwave background (CMB) anisotropies and analyze whether it can explain the observed discrepancy of the power spectrum on large scales, i.e. the quadrupole issue in the CMB. What if? Exploring the multiverse through Euclidean wormholes

The study is carried out in the framework of third quantisation. The matter content is modelled through a scalar field which supports the existence of a whole collection of universes. The instanton solutions describe Euclidean solutions that connect baby universes with asymptotically de Sitter universes. We compute the tunnelling probability of these processes. A Escola da Escolha no Rio Grande do Norte: Apontamentos Acerca do Papel do Professor

ResumoNas últimas décadas se observa que entidades privadas vêm ganhando espaço nas escolas do país, sobretudo, naquelas de tempo integral. Essas organizações, ligadas ao grande capital, exercem pressão nas Instituições de Ensino e, consequentemente, no trabalho do professor. O objetivo do artigo é analisar o entendimento acerca da docência nos Cadernos de Formação do Instituto de Corresponsabilidade da Educação (ICE), entidade responsável pela formação de professores que atuam nas escolas públicas de Ensino Médio em tempo integral vinculadas à Secretaria de Educação e Cultura (SEEC) do Rio Grande do Norte. Além dos cadernos foram consultados estudos recentes que discorrem a respeito da formação de estudantes nas escolas de tempo integral, o que caracteriza o estudo como documental e bibliográfico. O método que fundamenta o texto é o materialismo histórico-dialético, proposto inicialmente por Marx e Engels (2019). No entendimento do ICE, o professor é um facilitador e mediador do projeto de vida dos estudantes. O docente deve conduzir os alunos ao domínio das suas próprias emoções, posto que assim podem ser sujeitos felizes, autônomos e solidários, prontos para conviver em uma sociedade em constante transformação. Com isso, percebe-se uma preocupação da entidade com o perfil esperado de professor alinhado aos pressupostos da lógica mercadológica e não com a formação humana integral dos sujeitos.

AbstractIn the past few years, it has been noticed that private organizations have gained space in public schools in Brazil. These entities changed the way of thinking about school education in the country, as they inserted the capitalism logic. These associations, associated with major capital, exert pressure on schools and consequently on the teacher's work. The objective of the article is to analyze the understanding about teaching in the Training Notebooks of Instituto de Corresponsabilidade pela Educação (ICE). This entity is responsible for training teachers in high schools in Rio Grande do Norte state – Brazil. ICE Training Notebooks and studies were consulted which explain the full time school students' formation, fact which makes this study bibliographic and documentary. The research method is the historical-dialectical materialism of Marx and Engels (2019). According to ICE, the teacher is a facilitator of the teaching and learning process. In this case, the teacher must take the students to learn to control their emotions, so they can live happily in a capitalist society. With that, a concern of the entity is perceived with the professor's expected profile aligned with the professores market logic assumption.

Economia do setor público: uma análise do programa mais médicos

Este trabalho tem como objetivo analisar o Programa Mais Médicos - PMM e suas relações com as falhas de mercado e falhas de governo no setor de saúde brasileiro. Para tanto, se configurou como um estudo de caso de natureza qualitativa. Inicialmente, apresenta-se uma contextualização da saúde pública no Brasil, desde o século XIX até o final do século XX, destacando o papel do governo, do mercado e da sociedade civil no setor de saúde, bem como a criação do Sistema Único de Saúde SUS. Na sequência, discorre-se um breve referencial teórico. Foi utilizada como estratégia metodológica a revisão bibliográfica, recorrendo à livros e artigos pesquisados na Biblioteca Virtual de Saúde e Scielo. A discussão demonstrou características e situações, atinentes ao PMM, relativas às falhas de mercado, no que concerne à incerteza, risco moral, externalidades, assimetria de informação e barreiras. Por fim, o estudo concluiu que, a despeito dos esforços implementados no âmbito do SUS, uma possível dependência de trajetória à iniciativa privada na saúde, parece atrair, com mais efetividade, o profissional médico para o exercício profissional. Sugere-se o desenvolvimento de estudos futuros mais específicos quanto à distribuição dos médicos nas localidades e seus impactos nas condições de saúde da população.
Microalgae and Cyanobacteria Strains as Producers of Lipids with Antibacterial and Antibiofilm Activity
Lipids are one of the primary metabolites of microalgae and cyanobacteria, which enrich their utility in the pharmaceutical, feed, cosmetic, and chemistry sectors. This work describes the isolation, structural elucidation, and the antibiotic and antibiofilm activities of diverse lipids produced by different microalgae and cyanobacteria strains from two European collections (ACOI and LEGE-CC). Three microalgae strains and one cyanobacteria strain were selected for their antibacterial and/or antibiofilm activity after the screening of about 600 strains carried out under the NoMorFilm European project. The total organic extracts were firstly fractionated using solid phase extraction methods, and the minimum inhibitory concentration and minimal biofilm inhibitory concentration against an array of human pathogens were determined. The isolation was carried out by bioassay-guided HPLC-DAD purification, and the structure of the isolated molecules responsible for the observed activities was determined by HPLC-HRESIMS and NMR methods. Sulfoquinovosyldiacylglycerol, monogalactosylmonoacylglycerol, sulfoquinovosyl-monoacylglycerol, α-linolenic acid, hexadeca-4,7,10,13-tetraenoic acid (HDTA), palmitoleic acid, and lysophosphatidylcholine were found among the different active sub-fractions selected. In conclusion, cyanobacteria and microalgae produce a great variety of lipids with antibiotic and antibiofilm activity against the most important pathogens causing severe infections in humans. The use of these lipids in clinical treatments alone or in combination with antibiotics may provide an alternative to the current treatments. © 2021 by the authors.
