Political institutions in the United States have become increasingly polarized. This paper asks how gender has been part of party polarization's institutionalization and what consequences gender has on relations of power in increasingly divisive legislative work. Drawing on interviews with 21 New Hampshire state representatives and archival legislative and committee leadership records, I analyze the process and changing meanings of partisanship in the everyday work of the legislature. As this state's moderate conservative caucus disbanded and the Republican Party lost its long‐standing control, more divisive Republican alliances masculinized legislative politics as combative. Meanwhile, the newly competitive Democratic Party began to actively showcase women as party and committee leaders. State representatives' accounts demonstrate the gendered meanings and consequences of party polarization in the legislative workplace beyond what is captured by traditional measures of ideological polarization. These findings show how gender polarization produces new forms of institutionalized political inequalities in the hierarchical legislative workplace.

The Centers for Medicare and Medicaid Services implemented the Inpatient Psychiatric Facility Quality Reporting Program in 2012, which publicly reports facilities' performance on restraint and seclusion (R-S) measures. Using data from Massachusetts, we examined whether nonprofits and for-profits responded differently to the program on targeted indicators, and if the program had a differential spillover effect on nontargeted indicators of quality by ownership. Episodes of R-S (targeted), complaints (nontargeted), and discharges were obtained for 2008-2017 through public records requests to the Commonwealth of Massachusetts. Using difference-in-differences estimators, we found no differential changes in R-S between for-profits and nonprofits. However, for-profits had larger increases in overall complaints, safety-related complaints, abuse-related complaints, and R-S-related complaints compared with nonprofits. This is the first study to examine the effects of a national public reporting program among psychiatric facilities on nontargeted measures. Researchers and policymakers should further scrutinize intended and unintended consequences of performance-reporting programs.

AbstractSince "women and politics" scholarship emerged in the 1970s, social, institutional, and theoretical developments have shaped the trajectory of U.S. scholarship in this field. First, the presence of women in formal politics has increased, albeit unevenly across parties and minority groups over time. Simultaneously, the capacity to study "political women" has become supported through institutional mechanisms such as academic journals and communities of practice. Moreover, gender as a critical focus of analysis has been developed and refined. In the literature on women and politics, the shift from studying sex differences to interrogating gendered political institutions is especially salient. This institutional focus, along with recent intersectional studies of gender and politics, increases opportunities for cross‐pollination of sociological and political science perspectives. In this review, I provide a brief history of the U.S. scholarship on gender and politics and map these relevant social, institutional, and theoretical advances. I highlight the value of recent intersectional contributions in this field and make the case for bringing partisanship—an increasingly salient political identity and structure—into intersectional approaches to gender and politics.

Recent moves by the World Bank to devise market-based approaches for dealing with commodity price risk provide a fresh impetus for research in the area of commodity futures markets as a policy option. Since the collapse of the International Commodity Agreements there has been little progress in finding a solution to the perennial problem of price risk arising from price volatility. This paper aims to provide a background to the more general issue of development and growth in less developed countries (LDCs) by examining past and current policy attempts to reduce the effects of price volatility in primary commodity markets.
