Michael Moritz geht dieser Frage am Beispiel der bayerisch-tschechischen Grenzregion nach. Moritz untersucht für beide Länder, ob die räumliche Nähe für die Entwicklung der Wirtschafts-, Qualifikations- und Lohnstrukturen in den grenznahen Kreisen eine Rolle spielt und inwieweit sich signifikante Unterschiede zur Entwicklung in den grenzfernen Regionen feststellen lassen. In the process of European integration, regions close to a border are especially affected by labour market liberalisation. Using data from the IAB employment subsample (IABS) and the employment register (BeH) for the period before and after the opening of the border (1980-2001) I shed light on the development of wages. Both German employees and Czech commuters in the western German borderland of Bavaria are compared to other domestic and foreign workers. At the beginning of the 1990s German legislation was relatively unrestrictive, so that it was quite easy for Czech workers to obtain a work permit beyond the border. Most of them had only low-skilled education. More than 5% of the eastern Bavarian male, low-skilled workforce was reported Czech in the early 1990s. Czech commuters were almost exclusively employed in five of the 27 Bavarian employment office districts overall, many of them in the building industry, the hotel and catering industry and the wholesale and retail industry. Surprisingly, precisely in this period German employees seem to have benefited from integration, but suffered in the years afterwards, when regulations on labour permits for commuters were far stricter.

Due to globalisation, European countries are facing new challenges for their labour markets: Employees in Western Europe are exposed to strong pressures from low-wage countries, which for their part have had to cope with rapid economic changes. What consequences did the Fall of the Iron Curtain in 1989 and the subsequent integration process up to the early 2000s have on the labour market in the border regions between old and new EU member states? The author addresses this question for the border region between Bavaria and the Czech Republic. He analyses whether the short distance between eastern Bavaria and the Czech border region had an impact on the development of economic structures, qualification trends, and wage differentials in both regions, and to what extent differences can be observed in comparison to the development in regions more distant from the border.

Using the IAB Employment Sample (IABS) covering 1980-2001 we investigate what impact the fall of the Iron Curtain has had on the skill structure of employment and wages in the western German districts neighbouring the Czech Republic. The introduction of free trade in this region, which has one of the world's largest spatial wage differentials, can be seen as a natural experiment. We presume that changes in skill and wage structures are particularly apparent in the regions situated immediately on the open border. Distinguishing three skill categories we obtain unexpected results. Though we observe a general shift from low-skilled jobs towards skilled jobs and a convergence trend of border regions towards the national average, we do not find a special effect for the period after the opening of the border, neither concerning the skill structure nor the wage differentials.
