The article presents the main results of the research of interests and political orientations of student youth which was carried out in 2014 at the Kazan federal university and its branches in the territory of the Republic of Tatarstan. The choice of student youth as a reference group is caused by a number of factors, among which we should name the status of intellectual elite, social and political mobility that allows to consider students as the potential actors of socio-political transformations in the country. The data obtained during poll compared with the results of last research allow defining the dynamics of development of student youth's political sentiment in the region. The study of political attitudes, preferences of students was based on the identification of a number of indicators (degree of interest in politics, the level of personal involvement in political life) and on the study of factors that determine the motivation of political behavior of students. Empirical studies make it possible to rank the problems that dominate the political consciousness of students in the region. These include a high level of corruption in the government, inflation, rising prices, the state of health and education systems and the growing income inequality. Particular attention is accented on the problems associated with the foreign policy aspects, threats, aggression from abroad. The study showed that most young people's interest in politics is limited primarily by informational level, rarely they have desire to express their own position or judgments in political situations. The level of real political participation, socio-political activity of students is low. Obtained results let us notice the increasing trend of demonstration of protest behavior among certain part of the students.

Information Support of Youth Policy as a Factor of Formation of the Social Capital and Political Attitudes of the Young Generation

If we sum up the tasks facing the Russian state in relation to the young generation, then all of them are associated with its harmonious inclusion in the social and political development of the country. At the normative level, the current need is declared for young people to form active citizenship and democratic political culture, which is possible only in a constant and equal dialogue between the authorities and young people. Ensuring the interaction of the younger generation with the political elite presupposes the existence of certain conditions - the creation and effective functioning of the information infrastructure of youth policy, as well as the conduct of an open active information policy.
The article describes the results of a study of the political status of students of the capital of Tatarstan - Kazan, in particular, such parameters as youth interest in political information, trust in the sources of this information, and political participation. Together with the data of secondary studies, this made it possible to characterize the youth sector of political communication, identify the existing difficulties in the interaction of the government and youth, in particular, identify some difficulties in receiving and disseminating political information among the youth, which impede the development of a democratic political culture and the accumulation of social capital of the young generation.

Communication Models of Local Self-Government as a Subject of Modern Russian Policy (Based on Local Self-Government Bodies of the Republic of Tatarstan)

Introduction. The article presents the results of a study of communication in the system of local self-government of the Republic of Tatarstan as a subject of the Russian Federation conducted by the authors in November – December 2019. The study included a survey of representatives of regional media and press services of local authorities of the Republic of Tatarstan in order to determine the model of communication in the local government system and the role of PR-activities in the regulation of social interaction in the region. Methods and materials. The main method of studying was the method of expert survey. The authors developed a questionnaire, which was used during an interview with experts. When choosing an expert – a media representative for the interview – the authors took into account three factors: the rating of the represented media, the experience of the respondent in the regional media (at least five years) and the authority to make a key decision on the publication of the material. In order to identify the experts who are representatives of local self-government bodies, the authors of the article determined the following criteria: implementation of information and analytical activities in the structure of local self-government bodies, at least 5 years of experience as a head of a structural unit (public relations / media relations department) of local self-government bodies. Analysis. The analysis showed that the development of social media accelerates the process of establishing a two-way model of communication between the government and the public. Social media have become a full-fledged source of information both for the journalistic community and for the press services of local governments. Moreover, with the help of the content posted in posts on official accounts on social networks, local governments can attract residents of the municipal territory to participate in solving local issues. Constant monitoring, responding to comments, tracking negative content on social media are becoming everyday practices in the work of press services. Results. The results of the study indicate that over the past decade in the Russian Federation the necessary prerequisites have been formed for the formation of a bilateral symmetrical model of communication between local authorities and the population. This model is aimed at providing effective feedback that allows the local government to quickly respond to the aspirations and needs of the population, monitor their dynamics, constantly monitor the attitude and assessments of citizens of decisions made on the development of the city or region.
