Examines the federal, state, and local level of responsibility for disaster preparedness. In this light, a checklist of items is suggested for rebuilding the credibility of the federal government's disaster mitigation and response team, and the notion of citizen-based programs to bolster crisis mitigation and response is outlined. In addition, concern is registered over dam safety around the United States.
