The financial plans of the Greek Ministry of Defense (MoD) for the year 2013 include a big amount of money in support of the national defense system. Nevertheless, comparing MoD's annual budgets of the last two years, we can see that in 2013 less money than in 2012 were allocated to the MoD by the Government. This budgetary reduction could lead to the need for improvement in all phases of MoD's function so that with limited resources, an even better result can be achieved. Supplier selection procedures could not be an exception, especially when it comes to critical supplies and services. Selecting Suppliers in military Critical Safety Items has multi-level features and many factors get involved. This paper develops a conceptual evaluation model based on Public Procurement Law in Defence (3978/2011), Analytic Hierarchy Process and Fuzzy Technique Order Performance by Similarity Ideal Solution. Multivariate Statistical Analysis (i.e. Principal Component Analysis, Factor Analysis and Cluster Analysis) and Quality tools are added to the model, while Business Intelligence/Competitive Intelligence is proposed as an additional tool to deal with the strong competitive environment of our days in a worldwide level. The use of Voronoi diagrams is also suggested as a technique that could affect criteria which are linked with the location of a potential supplier. We believe that the proposed model could end up in improving supplier selection procedures as it integrates contemporary approaches seen in the relevant academic literature with some of the particularities of the Armed Forces.

This article reports on the influence of the enterprise type on the purchasing decision process within selected product types and phases by using analysis of variance on data from Greek manufacturing and utility enterprises. Our study examined the influence of enterprise type on four parameters of the purchasing decision process, across two different product types and four phases of the purchasing process. The results suggested that all but one parameter varied considerably among the different types of enterprises, and that companies adopt an appropriate structural configuration, which fits to the attributes of the purchased items and the mission of the enterprises.

Public procurement in defence includes the supplier selection issue. The purpose of this article is to suggest a model that combines Analytic Hierarchy Process with Voronoi Diagrams/Thiessen Polygons and Reilly's law in order to propose a way to effectively use European Directive 2009/81/article 23. It also endeavours to expand the model by providing tools that increase its applicability, as well as providing a flexible and cost-effective tool for supplier selection to public procurement managers, allowing quick decision-making. It is also applicable in the correspondent private sector. Points for practitioners The model attempts to enrich supplier selection methods in the public procurement of defence. Its analysis may assist in: assessing potential suppliers more objectively, using a combination of well-established tools; presenting results to management that may reduce budgetary planning and avoid supply disruptions; enhancing the spirit of cooperation among departments of an organization/agency. It allows the joining of mathematics with experience and an important aspect of the legal frame in the public procurement of defence. Practitioners may also conclude that it is expandable to other sectors due to its flexibility.
