This article discusses the role of the media in deliberative systems, focusing on the relationship between the news media and the formal arena that is the Brazilian National Congress. We investigate the different ways in which the news media are appropriated by politicians, experts and ordinary citizens in public hearings. We focus on a case study of public hearings on the reduction of the age of criminal responsibility in Brazil, a controversial issue that has given rise to discussions in different arenas — including such formal ones as the National Congress and such informal ones as social networks and the news media. Our data come from transcripts of public hearings organized by the Brazilian Senate and broadcast on the Senate website and news articles on the issue of criminal responsibility and violence committed by adolescents published during the period of the deliberations. Our findings suggest that people use media materials for different purposes in debates, sometimes to support their own arguments, sometimes to delegitimize alternative opinions. Thus, our results support the idea that the media can function as a connector between different arenas in a deliberative system.

O presente artigo busca discutir a dimensão temporal de conflitos sociais a partir das lentes da abordagem deliberacionista de democracia. Busca-se, assim, suprir uma lacuna dessa abordagem, contestando uma premissa implícita em diversos estudos, qual seja, a de que mais tempo de discussão implica incrementos de inclusão democrática. Em diálogo com os conceitos de slow violence , tempo duracional e acontecimento, buscamos debater como sobreposições de temporalidades, tentativas de controle dos ritmos e das durações de processos políticos por parte dos atores envolvidos impactam tanto a presença e o posicionamento desses atores quanto a configuração de debates públicos. Com uma abordagem metodológica interpretativa, tematizamos essas questões a partir de três casos de conflitos ambientais sobre mineração ocorridos no estado de Minas Gerais nas últimas décadas, na região da Serra do Gandarela, em Conceição do Mato Dentro e em Brumadinho.

Abstract
This paper advocates a move beyond the systemic approach in the field of Deliberative Democracy. It argues that the notion of deliberative ecology can deliver the necessary conceptual elements that deliberative democrats seek in deliberative systems without some of the problems they either overlook or embrace. To advocate the advantages of an ecological perspective to deliberation, the article focuses on six axes of comparison: (i) performances of actants (instead of functions of arenas and players); (ii) articulations and translations (instead of transmission); (iii) vulnerabilities (instead of pathologies and dysfunctions); (iv) practice (instead of institutionally-oriented design); (v) diverse temporalities (instead of linear temporality) and; (vi) hologram-based analysis (instead of systemic analysis). In a nutshell, the article claims that the ecological approach to deliberation has the advantage of conceptualizing an ever-changing web of relations of interdependency, which connects diverse entities that are either relevant to a public discussion or that hinder its enactment.
