International audience ; This article focuses on the way public bodies have invested borders in the European Union and especially how some parts of the limit of sovereignty are transformed into cross-border places in the process of construction of cross-border metropolitan regions. These places, binding two national territories instead of separating or distancing, are the results of cooperation's projects between territorial authorities on local level. Two projects are analysed: the Garden of the Two Banks in Strasbourg and Kehl between France and Germany achieved in 2004 and the Jacques Delorsplein in Menen and Halluin between Belgium and France, created in 2014.In the first case, the border spaces located on both sides of the Rhine river were regenerated and transformed into a common cross-border recreation and leisure area whose symbolic heart is a pedestrian and bicycle bridge. In the second case, the margin spaces located on the borders between two neighboured municipalities became a public square. The genesis and the reasons of the creation of these two spaces are different, but the comparison is quite relevant considering their transformations into public spaces, their symbolic meaning and the need of cross-border cooperation to ensure the urban management. The 'refoundation' of the border area is due to a change of the functions and more deeply in the transformation of its meaning inside the urban area, enabling new people's space practices.The transformation of the border from articulation or interface to a living space is both the results of cross-border governance and a innovating answer to issues regarded as being similar by the public bodies. The metropolitan context enables to get resources necessary to build the basis of a cooperation and to produce a place in the 'urban semic system' which is constructed at cross-border urban scale. The appropriation of these two spaces by the people is still very different. The Garden of the Two Banks is a popular public space in the cross-border urban area of Strasbourg-Kehl while the Jacques Delors square is only the starting point of a regenerated area project. ; L'objectif de cet article est de montrer comment les pouvoirs locaux investissent la frontière au sein de l'Union Européenne et comment certaines portions de la limite de souveraineté, sont transformées en « lieux transfrontaliers » dans le cadre de la construction de régions métropolitaines transfrontalières. Ces derniers, qui articulent deux territoires nationaux au lieu de les séparer ou de les mettre à distance, sont le résultat de projets de coopération entre collectivités territoriales à l'échelle locale. Deux projets sont ainsi examinés : d'une part, le Jardin des Deux Rives entre Kehl et Strasbourg, entre Allemagne et France réalisé en 2004, d'autre part, la place Jacques Delors entre Menin et Halluin, entre Belgique et France inauguréen 2014.Dans le premier cas, les espaces situés au bord du Rhin ont fait l'objet d'une requalification qui a transformé un espace composite en un espace commun de détente et de loisirs dont le coeur symbolique est une passerelle piétonne et cycliste. Dans le second cas, un espace de marge situé sur la frontière et aux confins des deux communes est devenu une place publique. Si la genèse et les motivations de l'existence de ces deux espaces sont différentes, en revanche, leurs transformations en espace public, leurs dimensions symboliques et la nécessité d'instaurer une gouvernance transfrontalière pour en assurer la gestion rendent la comparaison pertinente. La frontière fait l'objet d'un travail de « resémantisation » qui correspond non seulement à un changement de fonction, mais plus profondément, peut conduire à une transformation de son sens au sein de l'espace urbain et se traduire par de nouvelles pratiques par les populations.Le passage de la frontière comme articulation ou interface à un lieu de vie est à la fois le résultat d'une gouvernance transfrontalière et une réponse innovante à des enjeux considérés comme similaires. Le contexte métropolitain permet de disposer des ressources nécessaires pour construire les bases d'une coopération et produire un lieu qui peut s'insérer dans le « système sémique urbain » que les collectivités cherchent à construire à l'échelle urbaine transfrontalière. Les deux exemples montrent cependant des différences d'appropriation et de fréquentation des habitants. Le Jardin des Deux Rives est devenu un espace public très apprécié au sein de l'agglomération transfrontalière Strasbourg-Kehl tandis que la place Jacques Delors ne constitue que le point départ d'un projet de requalification qui n'est pas achevé.

If the creation of borders establishes on both sides distance in proximity (Arbaret-Schulz, 2008), the Buffer Zone in Cyprus has also introduced hostility in humanity, trulypitting people against each other. Besides the constituent stigma from the implementation of the Buffer Zone such as the ghost tourist resort Varosha (Lageiste, 2011), the distinction coming from material and symbolic membership (Groupe frontière, 2004) has come into force and shape all along the border : ostentatious display of their respective national and cultural attributes - Greek flags versus Turkish flags, steeples versus minarets. This opposition of identities (Di Méo, 2001) continues to assert itself despite repeated conciliatory attempts from the European Union and the United Nations.Nevertheless, from 2003, the opening of breaches in this hitherto hermetic separation - 6 passages are open today - has raised a lot of interest among tourists always eager to experience otherness. Flows (Van Houtum, 2007) have taken shape and led to the development of tourism in the northern part of the island which had remained away from tourist interest since the separation. Some opportunistic agencies have picked up this border originality and used it as a really attractive tourist product : observation of the Buffer Zone in Famagusta, coastal cruising along the abandoned Varosha seafront, opening of shopping centres on both sides of the crossing point opened in the heart of Nicosia, a pedestrian street with western franchises on the Greek side and souks on the Turkish side. This debordering phenomenon (Scott, 2009) has been maintaining, if not strengthening some territorial opposition, while the staging that accompanies it has allowed its capitalizing.
