Chronicles the formulation & implementation of the Common Foreign & Security Policy (CFSP) of the European Economic Community (EEC)/European Union (EU) in the wake of German reunification, 1989/90, & the institutionalization of the European Security & Defense Policy (ESDP) as endorsed at the Nice (France) European Council meeting in Dec 2000 as part of a new Treaty on European Union (TEU), which enhanced cooperation among member states & the decision-making competence of the CFSP. Four distinct principles of the CFSP/ESDP are identified, & their relative importance in the decision-making process regarding foreign policy is examined. Sovereignty-preserving & sovereignty-sharing elements are outlined, along with the process -- called here "brusselizing" -- by which a new method of CFSP governance emerges; new ESDP structures are outlined as well. This article discusses how the development of regional trading partners, like MERCOSUR, creates an opportunity for the EU to improve its own foreign policy while at the same time helping to increase economic growth in other parts of the world. The article opens with a brief description of MERCOSUR & its historical development into the economic regional partner it is today. The article then discusses the economic relationship which developed between the EU & MERCOSUR & the possibility of creating a Free Trade Area between the two regions. E. Miller
