Examines Mexico President Vicente Fox's first state of the union address given after the first nine months of his administration in 2001. His financial proposals & poverty policies demonstrated continuity with those of the previous, long-time ruling party. Funding for public education & other social policies also remained consistent with the previous administration. In addition, Fox linked Mexico's economic path with the US, following tradition. His address showed originality in his overtures to the other political parties represented in the legislature & in his sincere request to work with them in continuing the nation's political reform toward a multiparty democracy.
