Центральной темой исследования является вклад основателя науки о документации Отле в эволюцию коммуникационных технологий и средств массовой информации. Использованные методы: системно-медиологический подход к исследованиям в книгознании, документологии, информационно-коммуникационных дисциплин, ретроспективный дискурсивный анализ документов, студий, монографий. В хронологическом плане прослеживается способ, благодаря которому Отле аргументирует документ "книгу" ,в качестве базовой технологии глобальной сети универсальной документации. Устанавливается логика его мышления: путем расширения определения "книги" он проектирует ее будущие трансформации по нисходящей градации – начиная с "Универсальной книгой знания" (Le Livre universel de la Science) проходя через "машину о мышлении" (machine à penser) до ее декомпозиции на "библионы" (Biblions), самые маленькие строительные блоки документированных знаний. Доказывается, что Отле закладывает основу и концепцию гипердокументации и мульти - сенсорного интерфейса, предсказывая появление "чувственно воспринятых документов" и формулируя "чувственную спецификацию документов". Вклад Полья Отле в проектировании "Интернет"-а и "семантического веб-а" найден в эго идеях с 1908 и 1934 г. о пересечении читальни, телефона и телевизора и удаленное обслуживание пользователей живыми библиотекарями и библиографами, работающими класифицированной и каталогизированной "онтологией".

In the present world education is one of the most important basics of successful development of society. Incessant economic growth of any country and its competitiveness in the times of globalization of world economy are impossible without highly educated and highly trained laborers. When seeing the tasks facing higher education and statistics of education, the development of a practical basis of statistical analysis of higher education expert labor market and the employment of such graduates for jobs in their degree field seems potentially productive and extremely important. It is important for national and international studies. The knowledge of the United States of America is interesting from the point of view that if in the Russia the introduction of a two-stage system of higher education is still developing, in the United States of America the similar experience of training graduates is already obtained. To our mind, special attention should be paid to the criteria of education level which is used in the United States of America. The United States of America is a recognized leader among other countries with market economy, it is a country with a highly developed private sector. A considerable share of concentration of medium-sized and small business is in many respects caused by the mentality: in the United States of America the choice of specialty is influenced by possibilities of employment, but the prestige of a business also influences the education one's gets. Efficient governmental control is an essential condition for the functioning of the state apparatus. Today, the governmental bodies are facing the task of improving the efficiency of the way they perform their functions, for this is what considerably determines the condition of the state budget, which produces an immediate effect on the people's welfare through the corresponding areas of the budget expenditures. The importance of finding a solution for the task stimulated us to perform this research. I believe developing methods for efficiency assessment of the taxation control of taxes and duties collected to the Russian budget system represents an important scientific and practical task and finding a solution for it will contribute to improvement of the quality of the entire social and economic policy of the state, including the taxation policy. The research shows that every country, including Russia, requires efficiency assessment of the governmental control. The central governmental bodies of Russia apply various internal criteria and efficiency parameters to assess the performance of the subordinate bodies. However, Russia is still in the process of establishing a unified methodology to assess the quality both of the taxation control in general and the controlling activities of particular taxation authorities.
