The aim of the article is to demonstrate how science and researchcooperation may help to reintegrate the Baltic region in the 21st century withthe participation of Russia. This is done through the analysis of documentsand strategies of Baltic Sea regionalism in the context of the regional knowledgeregime. Attention is paid to different positionalities of the regional actorsand their narratives. The theoretical framework is secured by an analysis ofcritical junctures drawing on case studies from the years 1989-91 and 2014 andthe subsequent reconfiguration of the power / knowledge nexus. The analysisshows that this reconfiguration actively contributes to creating and changingthe content and context of the Baltic Sea regionalism as based on new symbolic,economic, and political capitals. The conclusion points to the potentialof Russia's involvement in the co-creation of the regional knowledge regimeand defines the conditions and methods of possible cooperation.

Tematem artykułu jest uprawomocnienie imperatywu umiędzynarodowienia w instytucjach szkolnictwa wyższego państw nordyckich. Są to państwa osiągające znaczne sukcesy na niwie gospodarczej i społecznej, mające jednocześnie, podobnie jak Polska, status półperyferyjny w stosunku do światowych imperiów wiedzy. Z tego powodu ich strategie mogą stanowić ciekawą ramę odniesienia dla zjawisk zachodzących w naszym kraju. Badanie koncentruje się na celach i motywach działań na rzecz umiędzynarodowienia, ale też na sposobach ich habitualizacji i instytucjonalizacji jako praktykach zarządzania organizacjami w szkolnictwie wyższym. W szczególności podjęta zostaje kwestia legitymizacji zmian instytucjonalnych za pomocą zracjonalizowanego mitu, który wytwarza dyspozycję do określonych działań praktycznych, zmian procedur i postaw. Zaczerpnięte z krajów nordyckich przykłady empiryczne pozwalają na analizę przyczyn tego stanu rzeczy, rozwiązań praktycznych oraz strategii rozwijanych w uwarunkowaniach półperyferyjnych. W konkluzji wspomniane zostają najnowsze kierunki w nordyckich strategiach umiędzynarodowienia, które mogą być przedmiotem refleksji bądź inspiracją dla innych państw.

The paper takes as a point of departure the notion of consensual democracy as a characteristic element of the so called Scandinavian Model. Both terms, i.e. the consensual democracy and the Scandinavian Model got really famous only after World War Two as potential Scandinavian 'export goods'. The author argues that singularity of Scandinavian solutions within the labour market and politics started already before World War Two. The key to understanding the origin of the Scandinavian Model lies in understanding of the nature of collective bargaining in the Nordic countries. The September Agreement of 1899 in Denmark and the Saltsjobaden Agreement of 1938 in Sweden are examples of institutionalisation of labour relations, while the Danish Kanslergade Agreement and the Swedish Kohandel of 1933 are instances taken from parliamentary politics. These examples show how the pattern for conflict resolution in the Scandinavian countries was institutionalised.

Intencją autorów jest przyjrzenie się obecnemu kierunkowi reform szkolnictwa wyższego w Polsce przez pryzmat zrealizowanej nordyckiej utopii, czyli tych rozwiązań systemowych dotyczących szkolnictwa i uniwersytetów, do których w sensie ideowym i strukturalnym zmierza także polskie szkolnictwo wyższe. Mimo wieloletniej tradycji wykorzystywania uniwersytetów do realizacji idei egalitaryzmu i utylitaryzmu społecznego w myśl założeń państwa opiekuńczego, państwa nordyckie w ciągu ostatnich dwudziestu lat stopniowo zmieniły politykę szkolnictwa wyższego i poczyniły znaczące kroki w kierunku zastąpienia modelu kontroli państwa nad szkolnictwem wyższym modelem luźniejszego nadzoru państwowego nad tym sektorem. Przeszły zatem wcześniej niż Polska zmianę, którą teoretycy umiejscawiają w szerszym kontekście ewolucji humboldtowskiego modelu szkolnictwa wyższego w kierunku modelu anglo-amerykańskiego. Niniejszy tekst dotyczy głównych aspektów i linii podziału między systemem anglo-amerykańskim i humboldtowskim w odniesieniu do dwóch metaobszarów funkcjonowania szkolnictwa wyższego, tj. zarządzania i finansowania. Zestawienie proponowanych rozwiązań polskich z wprowadzonymi już rozwiązaniami w krajach nordyckich ma na celu ukazanie skomplikowania i większej złożoności tego procesu niż mogłoby to wynikać ze schematycznych opisów typów idealnych. ; The authors' intent is to examine the current direction of reforms in Poland's higher education in the light of the fulfilled Nordic utopia, i.e. the systemie Solutions in school education and universities which Poland's higher education is aiming for, ideologically and structurally. Despite many years of tradition in employing universities as a tool to establish the idea of egalitarism and social utilitarianism within a welfare State, Nordic countries have gradually modified their higher education policies in the last twenty years, making significant steps towards replacing the State control model with a more loose State supervision over the sector. Therefore, they went ahead of Poland in making a change which theoreticians put in a broader context of evolution from the Humboldtian to the Anglo- American model of higher education. The paper focuses on key aspects and dividing lines between the Anglo-American model and the Humboldtian model, making a reference to two meta-areas of higher education i.e. management and funding. The proposed Polish Solutions are juxtaposed with the already-implemented Nordic Solutions in order to show that this process is more complex than one might assume on the basis of formulaic descriptions of ideal types.
