Der internationale Waffenhandel braucht Regeln und mehr Transparenz. Ein inter-nationaler Vertrag zur Reglementierung dieses Handels wäre dazu ein wichtiger Schritt. Die Verhandlungen über einen solchen Vertrag bei den Vereinten Nationen in New York sind im Juli vorerst gescheitert. Es war vor allem der Zwang, im Konsens entschei-den zu müssen, der es einer kleinen Gruppe von Staaten ermöglichte, das Zustande-kommen eines starken Vertrags zu blockieren. Die Befürworter eines starken Vertrages sollten daraus die Lehre ziehen und für die weiteren Verhandlungen auf ein Verfahren ohne Einstimmigkeitszwang drängen; zur Not auch außerhalb der Vereinten Nationen.

Ausgangspunkt dieser Arbeit ist die Beobachtung, dass die Mitgliedstaaten der Europäischen Union in zunehmendem Maße dazu bereit waren, Befugnisse des Agenda-Setting an den Hohen Vertreter abzutreten. Warum haben sich die Mitgliedstaaten der EU bereit erklärt, Befugnisse des Agenda-Setting im Bereich der Europäischen Sicherheits- und Verteidigungspolitik (ESVP) an den Hohen Vertreter zu delegieren? Das Papier beantwortet diese Frage unter Rückgriff auf den "Principal-Agent"-Ansatz (PA-Ansatz, PA-Theorie). Dieser Ansatz geht davon aus, dass die Prinzipale, in diesem Fall die Mitgliedstaaten der EU, rational handelnde Akteure sind, welche sich aus funktionalen Motiven für die Delegation von Befugnissen an einen Agenten, hier den Hohen Vertreter, entscheiden. Das heißt, dass die Ursache von Delegation in den von den Prinzipalen antizipierten Wirkungen, also ihrer Funktion, liegt. Mit anderen Worten: Die Staaten delegieren Befugnisse an eine Institution, von der sie annehmen, dass sie mit ihrer Hilfe bestimmte Probleme besser lösen können als ohne sie. Ein weiteres Ziel dieses Papiers ist es, den PA-Ansatz zu präzisieren und weiter-zuentwickeln. Es werden zwei zentrale Probleme identifiziert, die die Delegation von Agenda-Setting an einen Agenten funktional machen: Agenda-Instabilität und Verhandlungs-Versagen. ; The starting point of this working paper is the observation that EU Member States are increasingly willing to delegate powers of the agenda-setting to the High Representative of the EU. Why have the EU member states agreed to delegate powers of the agenda-setting in the field of European Security and Defense Policy (ESDP) to the High Representative? The paper answered this question with recourse to the "principal-agent approach" (PA approach, PA theory). This approach assumes that the principal agents, in this case the EU Member States, acting as rational players, which consist of functionaltional motives for the delegation of authority of decision to an agent, here the High Representativee. That means that the cause of delegation to the principals are the anticipated effects, so their function is a better solution competence. With other words: The states delegate authority to an institution of which they assume that with their help they will solve certain problems better than without it. Another objective of this working paper is to approach the PA to clarify and further key importance. There are two key problems identified. 1. To make the delegation of agenda-setting to an agent functional; 2. Agenda instability and negotiation failure.

Stabilization is a contestable concept of intervention in violent conflicts. Often, it is either uncritically supported or rejected. In this article, we criticize current conceptualisations and practices of stabilization and newly introduce a dynamic approach for stabilization that yields a transformative potential. By distinguishing static vs. dynamic approaches to stabilization, we address the widespread dilemma that so-called stabilization measures seem unable to avoid instability and protracted violence in the long-term. Our analysis of the three policy fields peacekeeping, train & equip programmes and migration management in Mali reveals the dominance of static elements in stabilization practice. Instead, our article proposes to see a transformative variant of stabilization measures that enhances long-term security and development. We argue that there are two dynamic approaches of stabilization that policy-makers and practitioners can apply in (post-)conflict societies: state-centred liberal peacebuilding that takes its normative core seriously, and non-state centric peacebuilding that acknowledges alternative lived orders.

Dabei gliedern sich die Ausführungen in folgende Punkte: (1) Reform des UN-Sicherheitsrates, (2) die Rolle der Gesellschaftswelt, (3) die Handlungsfähigkeit des Sicherheitsrates in Krisensituationen, (4) die Frage nach einem europäischen Sitz im Sicherheitsrat sowie (5) die Rolle Deutschlands in der UNO.
