The article presents three key elements involved in е-participation of citizens in public affairs. Firstly, e-information – information on the government web sites that is of interest to the community. Secondly, e-consultation – mechanisms and tools of online discussion on socially significant problems. Thirdly, e-decision making – the consideration of the contribution of online citizens in the decision-making process, providing continuous feedback. Moreover, the article presents the challenges that rise from implementing them, as well as the benefits that they bring. The most important among these benefits are: strengthening the democratic legitimacy of the authorities, improving the regulations adopted by legislative bodies and decisions made by the executive, more efficient processing of documents and their distribution among the interested parties, and increasing the level of compliance with the established rules.
The article was prepared as a part of the A. Mytko's project realized in the Department of Central European Studies of the Institute of Sociology, University of Rzeszów, XII 2017 – V 2018 (The general research topic: PB/SH/IS.VI "Cultural and social changes in the countries of Central Europe in the context of globalization and European integration"). ; The article analyzes the legal and regulatory framework of Ukraine, which confirms the existence in the state of a number of legislative and other normative legal acts aimed at the regulation, protection and development of the domestic information space. At the same time, it is noted that some unsystematic domestic legal policy in the information sphere remains as an important problem, in particular, in view of the fact that some legislative acts are adopted in order to solve tactical tasks, without taking into account strategic orientations and objective Ukrainian conditions. The information sovereignty and security of Ukraine as an internal state aspect of the country's development are analyzed. It has been explored how the use of manipulative technologies, such as spin doctoring, threatens information security and prompts the protection of the information space from interference by foreign countries and the distortion of information. The factors that hinder the development of the information space are distinguished and characterized and the recommendations for the improvement of the information society in condition of information democracy formation are provided. ; W artykule dokonano analizy przestrzeni prawnej Ukrainy w zakresie prawodawczych i innych normatywno-prawnych aktów regulujących obronę i rozwój ojczystego obszaru informacyjnego. Jednocześnie zaznaczono, że ważnym problemem jest pewna chaotyczność ukraińskiej polityki prawnej w informacyjnym polu, w szczególności ze względu na to, że częściowo prawodawcze akty uchwalane są dla rozwiązania taktycznych zadań, bez uwzględnienia strategicznych orientacyjnych punktów i obiektywnych ukraińskich warunków. Przeanalizowano informacyjną suwerenność i bezpieczeństwo Ukrainy, jak i wewnątrzkrajowy aspekt rozwoju kraju. Zbadano, w jaki sposób użycie manipulacyjnych technologii, takich jak spindoktoring, zagraża informacyjnemu bezpieczeństwu i pobudza do obrony informacyjnego obszaru przed ingerencją obcych państw i aberracji informacji. Nazwano i scharakteryzowano czynniki, które przeszkadzają rozwojowi informacyjnego obszaru, i wskazano rekomendacje dla udoskonalenia informacyjnego społeczeństwa pod warunkiem kształtowania się informacyjnej demokracji.

The article deals with dialogue forms of cooperation between government and community. We studied the analysis technique of e-participation and noted examples of their successful use in the parliaments and governments of different countries. Advantages and disadvantages of e-participation are defined. We analysed the prospects of e-participation techniques for the development of interactive forms of interaction between government and civil society. The main points of the article - a) new needs of people demand a new organization of interaction between them and the state, a new self-government structures; b) IT reduces, optimizes, makes more efficient and closer cooperation between state structure, its function and citizens. Proved that as the experience of the past few years, Internet gives citizens a good opportunity to expand its direct participation in the political process. Examples include online access to decision-making processes, on-line consultation with everyday problems, the online summary of opinions, views and differences and so on. The current problem of every political system is to make as much effort to avoid possible manipulation and abuse of the will of the citizens in the use of information democracy.

This article explores the features of an information process model of democracy. Analysis of direct and indirect forms of democracy and connected to the Internet as a way of organizing public discussion or voting, which allows voters to level the distance from the government and provide the opportunity to express their opinions everyone. The article studies the concept of «lustration» and its transformation from ancient times to the present. For theoretical study of lustration it is important to study the history of the concept creation, clarification of its content,so the analysis of the notion's evolution. The lustration institute has undergone a significant path of development and has received various interpretations: 1) it's an ancient ritual; 2) it's the fiscal and statistical function of the state; 3) it's a special check of civil servants or political censorship. In the course of the research, three components of the civil servant screening have been identified: verification on the subject of cooperation; disclosure and dissemination of information (names and facts); the exclusion of certain categories of persons from the system of public administration in the new state The specificity of the general components of lustration can be determined and manifested in each country in different ways. «European Lustration» is an institution of transitional justice, which is itself a procedure designed to prohibit officials of former regimes to occupy influential positions in the state after the governance change. In Ukraine, there was a substitution of the notion «lustration» for the term «cleansing of the ranks of power», which have different content load. ; У статті досліджено поняття «люстрація» та його трансформації від найдавніших часів до сьогодення. Для теоретичного дослідження люстрації важливим є вивчення історії виникнення поняття, уточнення його змісту, тобто аналіз еволюції цього поняття. Інститут люстрації пройшов значний шлях розвитку й набув різних тлумачень: 1) античний ритуальний обряд, 2) фіскально-статистична функція держави, 3) особлива перевірка державних службовців чи політична цензура. У процесі дослідження визначено три складові частини процесу люстрації на сьогодні: перевірка на предмет співпраці; оприлюднення та розповсюдження інформації (імен і фактів); виключення визначених категорій осіб із системи державного управління в новій державі Специфіка загальних компонентів люстрації може бути визначена й проявляється в кожній країні по-різному. «Європейська люстрація» – це інститут перехідного правосуддя, що являє собою процедури, спрямовані на заборону посадовим особам колишніх режимів займати впливові посади в державі після зміни влади. Що стосується України, то тут відбулася підміна поняття «люстрація» на термін «очищення влади», що мають різне змістовне навантаження.
The article examines the influence of media communication, information and knowledge on the formation of a new elite of infocracy and netocracy. The role of the media for the construction of a new elite in the information age is revealed. The modern information technologies (Internet, computer communication, multimedia, etc.) were described, which allowed the transnational organizations to generate a new elite in different countries. The basic well-known groups of methods are used: philosophical methods of scientific knowledge, general scientific and special methods and approaches. In particular, analysis, synthesis, deductive method, interdisciplinary, conceptual approach were applied. The comprehensive approach helped to identify the trends and patterns of the formation of the information elite, to predict the consequences and possible development of political events, taking into account the peculiarities of the information age. ; У статті розглянуто вплив засобів масової комунікації, інформації та знань на формування нової еліти інфократії та нетократії. З'ясовано роль медіа для побудови нової еліти в інформаційну епоху. Схарактеризовано сучасні інформаційні технології (Інтернет, комп'ютерний зв'язок, мультимедіа та ін.), що дали змогу транснаціональним організаціям генерувати нову еліту в різних країнах. Використано основні загальновідомі групи методів: філософські методи наукового пізнання, загальнонаукові й спеціальні методи та підходи. Зокрема, застосовано аналіз, синтез, дедуктивний метод, міждисциплінарний, концептуальний підхід. Комплексний підхід дав змогу виявити тенденції й закономірності формування інформаційної еліти, передбачити наслідки та можливий розвиток політичних подій з урахуванням особливостей інформаційної похи.
The article investigates the processes of industrial espionage and competitive intelligence as hidden forms of obtaining confidential information of competitors. The purpose of the article is to analyze the features of competitive intelligence and espionage at the enterprises. To this end, the conceptual apparatus of competitive intelligence and industrial espionage and their differences are described, the trends of industrial espionage development at the world level are considered at the examples of the world'slargest companies. Using a historical-comparative method, a retrospective analysis of competitive intelligence and espionage at the enterprises was carried out. The manifestations of espionage in the political sphere, in particular, on the example of the international social networking project "WikiLeaks", were analyzed and the consequences of political intelligence have been analyzed. Based on the obtained results, methods have been proposed for dealing with espionage and intelligence at micro and macro levels. It has been proved that in countries with a market economy there has always been espionage and competitive intelligence, the purpose of which is to study the secrets that underlie the achievements and successes of other companies and countries. All sectors of the economy suffer from them, and even strategic companies with a double, military-civilian character are not protected. Active competitive intelligence and espionage exist in the political sphere. Today, the various overlapping crises make politicians ever more likely to turn to behind-thescenes opportunities to get information, ideas, or even direct sabotage of other countries. World experience confirms the inevitable emergence of threats to the country's economic security in the context of the spread of the process of industrial espionage. Today, the task of developing common mechanisms for protection against insider threats is acute. The authors believe that in the future it is necessary to develop methods for assessing the economic efficiency of introducing systems for the protection of commercial information and industrial espionage. ; У статті досліджено процеси промислового шпигунства та конкурентної розвідки як прихованих форм отримання конфіденційноїінформації конкурентів. Мета статті – проаналізувати особливості конкурентної розвідки й шпигунства на підприємствах. Із цією метою схарактеризовано понятійний апарат конкурентної розвідки й промислового шпигунства та їхні відмінності, розглянуто тенденції розвитку промислового шпигунства на світовому рівні на прикладах найбільших світових компаній. За допомогою історико-порівняльного методу здійснено ретроспективний аналіз конкурентної розвідки й шпіонажу на підприємствах. Розкрито прояви шпигунства в політичній сфері, зокрема на прикладі міжнародного соціального мережевого проекту «ВікіЛікс», а також проаналізовано наслідки політичної розвідки. На основі отриманих результатів запропоновано способи протидії шпигунству й розвідці на мікро- та макрорівнях. Доведено, що в країнах із ринковою економікою завжди існували шпіонаж і конкурентна розвідка, мета яких – вивчення секретів, що лежать в основі досягнень та успіхів чужих підприємств і країн. Від них потерпають усі сфери економіки й не захищені навіть стратегічні компанії, що мають подвійний, воєнно-цивільний характер. Активною конкурентна розвідка та шпіонаж існують і в політичній сфері. Сьогодні різні кризи, які накладаються одна на одну, змушують політиків усе частіше звертатися до закулісних можливостей отримання інформації, ідей чи навіть прямого саботування дій інших країн. Світовий досвід підтверджує неминуче виникнення загроз економічній безпеці країни в контексті поширення процесу промислового шпигунства. На сьогодні гостро стоїть завдання розробки єдиних механізмів захисту від інсайдерських загроз. Автори вважають, що у подальшому слід розробити методики оцінювання економічної ефективності впровадження систем захисту комерційної інформації та промислового шпіонажу.
