The experience of Swiss Confederation in the field of integration of immigrants – one of the most economically developed countries of the world, occupying the leading position in Europe on the rate of foreign population in general demographic structure, – has been examined in the article. Evolution of the notions of "integration", "social assimilation", "acculturation" and others has been considered and different scientific approaches of Western researches to these notions have been adduced. Swiss immigration policy for the past decades has been traced and the modern integration policy of the country in the field of integration of foreign citizens into receiving society has been analyzed. A detailed analysis of the Swiss normative and legal framework in the field of migration, asylum and integration has been made also, and active development of migration laws over the last decade has been noted. Swiss migration politics, like in other developed Western countries-recipients of foreign labor, contains both: immigration policy (control over entry and stay of foreigners in the country) and policy of integration towards foreigners subject to integration processes.The process of integration of a foreign citizen into a new socio-economic, political and cultural environment is a complex, multidimensional phenomenon. There is a developed and scientifically grounded system of reception, accommodation and integration of foreigners and asylum seekers in Switzerland, which is based on constitutional values, respect and mutual tolerance. At the core of this system is a general strategy of integration, which constitutes a country's core policy of integration and covers various areas: law, politics, labour issues, housing, education, culture and religion. In order to implement the policy of integration, in Switzerland there are being developed and implemented federal and cantonal integration programs. Integration processes management is administered through the developed system of state authorities at federal, cantonal and other levels, with active participation of different public organizations, including migrant organizations. Federal Council publishes reports on development of integration policy in the country, Federal Migration Office issues annual reports, numerous scientific researches on the theme are being conducted. At present each canton has its own Integration program, designed in accordance with the Modal cantonal program, that allows to implement different integration models, depending on regional requirements and priorities. ; В статье исследован опыт приема и интеграции иностранцев в Швейцарии – одной из наиболее развитых стран мира, занимающих одно из первых мест в Европе по доле иностранного населения в общей демографической структуре. Рассмотрена эволюция понятий интеграции, социальной ассимиляции, аккультурации и др., и приведены различные научные трактовки западных ученых этих терминов.Отслежена иммиграционная политика Швейцарии за последние десятилетия и проанализирована современная политики страны по вопросам интеграции иностранных граждан в принимающее общество. Также выполнен подробный анализ национальной нормативной правовой базы в сфере миграции, убежища и интеграции, отмечено активное развитие законодательства по вопросам интеграции за последнее десятилетие. Миграционная политика Швейцарии, как и других развитых западных стран-реципиентов иностранной рабочей силы, включает как иммиграционную политику (контроль за въездом и пребыванием иностранцев в стране), так и политику интеграции в отношении находящихся в стране иностранцев, подлежащих интеграционным процессам.Процесс интеграции иностранного гражданина в новую социально-экономическую, политическую и культурную среду принимающей страны представляет собой сложное и многоаспектное явление. В Швейцарии существует развитая и научно обоснованная система приема, обустройства и интеграции иностранных трудящихся и лиц, ищущих убежище, базирующаяся на конституционных ценностях, уважении и взаимной толерантности. В основе этой системы лежит общая стратегия интеграции, составляющая ядро интеграционной политики страны и охватывающая различные сферы: права, политики, вопросов труда, жилищной сферы, образования, культуры и религии. В целях реализации политики интеграции в Швейцарии разрабатываются и осуществляются федеральные и кантональные программы по интеграции.Управление интеграционными процессами осуществляется посредством развитой системы органов государственной власти на федеральном, кантональном и иных уровнях при активном участии различных общественных организаций, включая организации самих мигрантов. Федеральный совет публикует доклады о развитии политики интеграции в стране, Федеральная служба по вопросам миграции издает ежегодные доклады, проводятся многочисленные научные исследования по теме. В настоящее время каждый кантон имеет собственную программу по интеграции, разработанную в соответствии с Модельной кантональной программой, что позволяет претворять в жизнь различные интеграционные модели, исходя из региональных потребностей и приоритетов.

The article considers the process of human rights regulatory development since the mid XXth century and adoption of social and legal responsibility by states in relation to migrants. The author analyses the legal status of migrants on the territory of the Russian Federation, European Union countries, the USA. The paper raises a wide range of issues related to granting socioeconomic rights and ensuring access to medicine to former compatriots, who returned to Russia and their children. The study notes that in recent years, Western countries have been reviewing approaches to state regulation of the social sphere, which in some cases discriminates towards refugees and displaced persons from other countries. The paper estimates the impact of the global epidemiological crisis caused by the COVID-19 pandemic on the socio-economic situation of migrants, the provision of medical and social assistance to the population of countries. The author concludes that in the context of COVID-19 pandemic states should provide migrants with free medical care and find effective social support mechanisms. The pandemic should not be used as a justification to undermine the guarantees of migrants' rights. ; В статье рассмотрен процесс нормативного развития с середины ХХ века прав человека и принятия государствами на себя социальной и юридической ответственности в отношении мигрантов. Проанализировано состояние правового положения мигрантов на территории Российской Федерации, в странах Европейского союза, США. Поднят широкий круг вопросов, касающихся предоставления социально-экономических прав и обеспечения доступа к медицине вернувшимся в Россию бывшим соотечественникам и их детям. Отмечено, что в последние годы в странах Запада происходит пересмотр подходов к государственному регулированию социальной сферы, носящий в некоторых случаях дискриминационный характер по отношению к беженцам и переселенцам из других стран. Оценено влияние мирового эпидемиологического кризиса, вызванного пандемией COVID-19, на социально-экономическое положение мигрантов, оказание медицинской и социальной помощи населению стран. Сделан вывод, что в условиях пандемии государства должны предоставлять мигрантам бесплатное медицинское обслуживание и находить действенные механизмы социальной поддержки. Пандемия не должна использоваться как оправдание подрыва гарантий соблюдения прав мигрантов.

The article discusses the concept and application of performance audit in public administration integral to the modern public financial control system. The aim of the study is to analyze the public financial control system using modern approaches to audit performance and its development prospects in Russia. The authors use general scientific and special research methods (analysis, synthesis, induction, deduction), as well as methods of economic theory: positive analysis and scientific abstraction. The study analyzed basic approaches to defining the concept of "performance audit", its idea, the most important issues that it solves, and development prospects. The study proposed the concept of a two-level control system: the internal control bodies represented by the Federal Treasury of the Russian Federation should supplement the bodies conducting the performance audit. In the future, this will help build a full performance audit system of the use of public financial resources. As a result, the authors identified the problems of implementing the proposed concept. The key problem is the different statuses of the Federal Treasury of Russia and the Accounts Chamber of the Russian Federation, with different regulation of their activities. The authors named directions for the development of the public financial control system when it is impossible to implement the proposed system. In particular, they proposed to review and precisely regulate the activities of all public financial control bodies. The authors concluded that there is still no regulatory, legal and informational base necessary to switch to the proposed two-level performance audit system. Further studies may provide a deeper look at the possibilities and prospects of the integrated implementation of the performance audit system in the general government sector. ; Статья посвящена исследованию понятия и процесса применения в области государственного управления аудита эффективности как неотъемлемой составляющей современной системы государственного финансового контроля. Цель исследования — анализ системы государственного финансового контроля с применением современных подходов аудита эффективности и перспектив его развития в России. Авторы используют общенаучные (анализ, синтез, индукция, дедукция) и специальные методы исследования, а также методы экономической теории: позитивного анализа и научной абстракции. Проанализированы основные подходы к раскрытию понятия «аудит эффективности», сущность этой процедуры, наиболее важные задачи, которые она решает, и перспективы развития. Предложена концепция двухуровневой системы контроля, согласно которой к органам, проводящим аудит эффективности, целесообразно добавить органы внутреннего контроля в лице Федерального казначейства Российской Федерации. Это позволит в будущем построить систему полного аудита эффективности использования государственных финансовых ресурсов. В результате проведенного исследования авторы выявили проблемы реализации предложенной концепции. Основная из них заключается в разных статусах Федерального казначейства России и Счетной палаты Российской Федерации, деятельность которых регламентируется по-разному. Авторы сформулировали направления развития системы государственного финансового контроля при невозможности внедрения предложенной системы. В частности, предложено пересмотреть и точно регламентировать деятельность всех органов государственного финансового контроля. Авторы пришли к выводу, что сегодня еще не создана необходимая нормативная, правовая и информационная база для перехода на предложенную ими двухуровневую систему аудита эффективности. Дальнейшее изучение этой тематики позволит глубже рассмотреть возможности и перспективы комплексного внедрения системы аудита эффективности в сектор государственного управления.

The authors consider public-private partnership as one of the mechanisms allowing the transformation of the territorial infrastructure and analyze the problems and new solutions for its development.The article reveals the specific tasks and forms of public-private partnership and the main directions of its development.The article identifies the main factors that have a positive effect on the development of regional infrastructure in the format of public-private partnership and the principles of the emergence of such partnership.The study of the foreign practice of the alliance of business and the government made it possible to formulate problems that hinder the development of public-private partnership in our country.This development could facilitate the adoption of a set of measures to ensure the interests of the state and society, as well as the interests of entrepreneurs as subjects of public-private partnership. The authors used general scientific cognition methods and generalization techniques in the process of the research.The results of the research can be used as recommendations for the development of the regional economy in the framework of public-private partnership projects. ; Рассмотрены проблемы и поиски новых решений в развитии государственночастного партнерства (ГЧП), являющегося одним из механизмов, позволяющих осуществлять преобразование инфраструктуры территорий. Раскрыты специфические задачи и формы ГЧП, основные направления развития, возникающие перед партнерами в рамках данного механизма. Определены основные факторы, положительно влияющие на развитие региональной инфраструктуры в формате ГЧП, и принципы образования государственно-частного партнерства. Проведенное исследование зарубежной практики альянса бизнеса и государства позволило сформулировать проблемы, препятствующие развитию ГЧП в нашей стране, для принятия комплекса мер в обеспечении интересов государства и общества, а также интересов предпринимателей как субъектов ГЧП. В процессе исследования использовались общенаучные методы познания, приемы обобщения. Полученные результаты могут быть использованы в качестве рекомендаций для развития региональной экономики в рамках проектов государственно-частного партнерства.
