With rising socioeconomic problems reigniting popular contestation, Tunisia's democratic system is under strain. This report critically analyses the EU's policy responses to Tunisia's transition and evaluates how they have evolved in line with the shifting challenges that Tunisia has faced. The report shows that, while EU policies have helped Tunisia in establishing formal democratic institutions and in tackling security challenges, they have produced disappointing results in supporting Tunisia in addressing its socioeconomic challenges and in fostering social resilience. The report concludes by offering policy recommendations for promoting more ambitious EU policies in Tunisia as well as in the wider North African region.

The Red Sea region is becoming increasingly important in global geopolitics. Given its importance for global trade and security, growing geo-economic projections, military rivalries and the risk of confrontation between key regional players and international actors are growing and could have far-reaching and disruptive repercussions. This report explores the critical economic and security issues that link littoral, regional and international powers to the Red Sea region. It shows how efforts by countries in the broader Gulf region and external powers to extend their influence to the Red Sea and the Horn of Africa can produce a potential new conflict zone. It concludes by offering some reflections on how to promote regional security and economic development in the region, with a view to minimising the risk of conflict and increasing opportunities for cooperation

The 1963 Ankara agreement established the framework for the relations between Turkey & the European Economic Community. A key intermediate objective was setting up a customs union, which was established in 1996. From a long-term trade perspective the customs union has had a positive impact on EU-Turkey bilateral trade, its growth & its composition. The subsequent pre-accession process has further fostered trade integration, facilitated structural reforms & boosted the country's economic potential. The increasingly close political & economic relations have also promoted stability & growth in the Turkish economy. These positive developments have been linked, however, to the prospects of Turkey's EU accession & could be undermined by uncertainty over the eventual outcome of this process. N° 7 ; The EU is increasingly concerned with the diffusion and uncertainty of risks and threats in the neighbourhood, and resilience appears as a useful and pragmatic policy framework to address risks in areas of limited statehood and contested orders. The working paper draws from extensive report analysis and semi-structured interviews with EU officials to examine the diplomatic, economic, and military instruments that the EU mobilizes in a resilience-informed external action. The main contribution is that these instruments are increasingly facilitating resilience through multiple, long-term, and indirect actions. First, instruments have expanded and diversified to undertake as many different actions as possible. Second, they are sustained over long periods of time, even when there are no risks or threats or after peace and stability have been reached. Third, since resilience emerges "from below", building on societies' own resources and tools, EU instruments facilitate resilience indirectly, through constant engagement in the neighbourhood.
