This title uses theory, research, and practice to comprehensively explore what we know, how we know it, and what remains to be understood about deliberative civic engagement. The book is useful to scholars, practitioners, public officials activists, and citizens who seek to utilize deliberative civic engagement in their communities.
This article explores deliberative civic engagement in the context of public administration and policy. The field of public administration and policy is seeing a resurgence of interest in deliberative civic engagement among scholars, practitioners, politicians, civic reformers, and others. Deliberative processes have been used to address a range of issues: school redistricting and closings, land use, and the construction of highways, shopping malls, and other projects. Additional topics include race and diversity issues, crime and policing, and involvement of parents in their children's education. Finally, participatory budgeting, which has been used with success in Porto Alegre, Brazil since 1989 and has been employed in over 1,500 cities around the world, has been one of the most promising forms of deliberative civic engagement. Finally, the article suggests what we must do to build a civic infrastructure to support deliberative civic engagement, including government, but also practitioners and scholars.
Enthusiasm for deliberative democracy has grown in recent years, as many believe that it can create better citizens generally, and particularly increase their perceptions of political efficacy. Although the "efficacy effect" is frequently touted as a rationale for engaging in deliberative processes, there is little empirical research on the subject. This study examines the impact on perceptions of internal and external political efficacy of participation in one manifestation of a deliberative democracy process, the AmericaSpeaks 21st Century Town Meeting. Using quasi-experimental, longitudinal survey data, the study finds partial support for the claim that deliberative democracy produces the efficacy effect. Implications of the findings and directions for future research are discussed.

This article seeks to put the "public" back in public values research by theorizing about the potential of direct citizen participation to assist with identifying and understanding public values. Specifically, the article explores eight participatory design elements and offers nine propositions about how those elements are likely to affect the ability of administrators to identify and understand public values with regard to a policy conflict. The article concludes with a brief discussion about potential directions for future research.
