The paper focuses on the use of attitude measures in evaluation research. It is suggested that attitude measures can assist evaluators in surmounting the problems of assessing program effectiveness both in process and impact evaluations. Attitude change can be conceptualized as the intended output of programs, as intervening between program variables and behavior or as proxy measures of behavioral target variables that are not readily measurable. Attitude measures can play avital role in evaluation research if an adequate methodology is employed.

An examination of patterns of membership in neighborhood associations (NAs) in Milwaukee, Wisc, based on telephone interview data from 785 residents of an ethnically heterogeneous, revitalized neighborhood. The extent of participation in local NAs, its effect on revitalization, & differences between oldtimers & newcomers are explored. It was found that affiliation with NAs was widespread among both oldtimers & newcomers. However, young & affluent newcomers were particularly active. Moveover, whereas oldtimers tend to be overrepresented in traditional established NAs, newcomers are more likely to join avant-garde & activist associations. Finally, membership accounted for residents' perceptions of their neighborhood & the extent to which they are involved in the revitalization process. 5 Tables, 37 References. Modified HA.
