La nouvelle gouvernance économique européenne : quid de l'imputabilité ?

La crise de l'euro a marqué le début de ce que l'on appelle la « nouvelle gouvernance économique européenne ». Cette nouvelle gouvernance économique s'accompagne de différents types de changements dans le statut des acteurs chargés de prendre les décisions. Certains de ces changements comprennent des glissements des rapports de force, que l'on peut considérer comme tantôt verticaux, tantôt horizontaux. Les glissements des rapports de force verticaux transfèrent les pouvoirs entre différents niveaux de gouvernement, en général du niveau national vers le niveau de l'Union européenne. Quant aux glissements des rapports de force horizontaux, ils transfèrent les pouvoirs vers des institutions indépendantes, mettant ainsi fin au pouvoir discrétionnaire des gouvernements. La nouvelle gouvernance économique suppose aussi une limitation du pouvoir décisionnel discrétionnaire des gouvernements sous l'effet de l'imposition de règles stratégiques. Dans le présent article, nous analysons les problèmes d'imputabilité associés à ces glissements des rapports de force. Nous verrons que d'une manière générale, le processus de mise en œuvre de la nouvelle gouvernance économique nuit à l'imputabilité. Remarques à l'intention des praticiens La principale implication de notre article est que les nouveaux dispositifs de gouvernance mis en place par l'Union européenne pour faire face à la crise de l'euro manquent d'imputabilité et de légitimité. L'évolution vers le remplacement du pouvoir discrétionnaire par des règles plus nombreuses et vers le fait de confier les politiques à des agences indépendantes au lieu de gouvernements responsables politiquement se fait au détriment de l'imputabilité politique. L'efficacité stratégique a un prix en termes d'acceptation politique, le nouveau système de gouvernance ayant une influence négative sur la confiance dans l'Union européenne. Les praticiens doivent bien garder cela à l'esprit lorsqu'ils imaginent de nouveaux systèmes de gouvernance.
The new European Union economic governance: what about accountability?

The euro crisis marked the start of the so-called 'new European Union economic governance'. This new economic governance brings along different kinds of changes in the status of decision-making actors. Some of these changes involve power shifts, which can be categorised as either vertical or horizontal. Vertical power shifts transfer powers between different levels of government, usually from the national level to the European Union level. Horizontal power shifts transfer powers away from discretionary decision-making by governments to independent institutions. The new economic governance also implies a restriction in the discretionary decision-making power of governments by the imposition of policy rules. In this article, the accountability problems involved with these power shifts are analysed. It finds that, overall, the implementation process of the new economic governance has harmed accountability. Points for practitioners The key implication of this article is that the new governance arrangements made by the European Union to tackle the euro crisis are lacking in accountability and legitimacy. The moves towards more rules replacing policy discretion and towards entrusting policies to independent agencies rather than politically accountable governments are to the detriment of political accountability. Policy efficiency comes at a high price in terms of political acceptance as trust in the European Union is negatively influenced by the new governance system. Practitioners should keep this in mind when designing governance systems.

This article tries to provide a dynamic interest group theory. Using the economic method of the 'homo economicus' demand for and supply of policy catering to the needs of pressure groups are analysed. Central are the notions of information and organisation costs that face latent groups treatened by already existing groups. These notions permit to integrate the existing theories on pressure group into one global dynamic theory. The economists' rent seeking theory and the political scientists' pluralism and neo-corporatism can thus be understood as stages in a continuing process.
