THE PURPOSE OF THIS BRIEF COMMENT IS TO PRESENT IDEAS ON THE DEVELOPMENT OF AN INTERDISCIPLINARY POLICY STUDIES PROGRAM FOR A UNIVERSITY. THE CURRICULUM SUGGESTED INVOLVES THREE ELEMENTS: COURSES IN PROGRAM EVALUATION; POLICY FORMATION AND IMPLEMENTATION; AND A SUBSTANTIVE SURVEY OF SPECIFIC POLICY FIELDS.
ACCORDING TO THE AUTHOR, TO THE SUBSTANTIVE GOALS OF EFFECTIVENESS, EFFICIENCY, AND EQUITY IN POLICY ANALYSIS SHOULD BE ADDED THE PROCESS GOALS OF PARTICIPATION, PREDICTABILITY, AND PROCEDURAL FAIRNESS. THIS SHOULD HELP RECOMMENDED POLICIES COME CLOSER TO ACHIEVING OPTIMALITY IN THE VALUES IMPLICITLY PRESENT IN MOST WIDELY ACCEPTED POLITICAL PHILOSOPHIES.

Win‐win analysis involves finding alternatives to policy and other problems so that conservatives, liberals and other major viewpoints can all come out ahead of their best initial expectations. Win‐win thinking is increasing, due to such developments as the end of the Cold War, free trade, growth economics and new computerized technologies that provide increased benefits while reducing costs. But above all it is driven by the knowledge that everyone benefits from consensus, and that alternative systems of conflict‐resolution have not served us well in the past.
An examination of conflicting evaluations made of the field of public policy studies since 1970. The field is praised for: (1) providing a new perspective on political & social phenomena, while preserving substantive & methodological principles; (2) being relevant to increased societal productivity, as well as concerned with high-level issues in political theory, social philosophy, & the philosophy of science; (3) stressing an interdisciplinary perspective, while emphasizing the importance of political science in policy formation, implementation, & evaluation; (4) utilizing statistical analysis, optimizing research, mathematical modeling, & psychological decision-analysis, in examining highly normative questions; (5) providing information at national, state, & local levels, as well as in administrative agencies, legislatures, & courts; & (6) being useful to liberals as a form of economic planning, & to conservatives as a means of bringing good business sense to government.
