Some characteristics of migration of the Vojvodina elite

The research analyzes the reasons for the immigration of intellectuals into Hungary and the circumstances related to immigrants? adaptation. The questioned "intellectuals", who usually completed university education and only in some cases secondary school, were given a questionnaire (200 selected respondents) or were interviewed (20 selected respondents). As for poll-taking in this research, one could say that it was characterized by difficulties to provide answers. However, the process was facilitated by the fact that the author of these lines, who was also a subject in this research, knew well the problems of the emigration process, all the difficulties in the period while traveling to work, as well as the problems of sociaization. Constant contacts with one?s homeland, long hours spent waiting at the border crossing, talks with "the compatriots", immigrants or travelers going in one direction or the other, created a sufficiently good foundation and basis to study the problem, the topic of this research continually till today, throughly and practically on the spot.

Az első világháborút Pécs városa még hátországként élte meg, utána, 1918. november 14-e és 1921. augusztus 22-e között azonban a maga bőrén tapasztalhatta meg a szerb megszállás keserveit. Az 1918. november 13-i belgrádi fegyverszüneti egyezmény (katonai konvenció) értelmében a magyar fegyveres erőket a kijelölt demarkációs vonal mögé kellett visszavonni. Az antant által kijelölt határvonal a Nagy-Szamos felső folyásától Marosvásárhelyig, Marosvásárhelytől a Maros mentén Szegedig, Szegedtől a Szabadka–Baja–Pécs vonaltól északra húzódott. Az egyezmény szerint a magyar közigazgatás Pécs törvényhatósági jogú városában a megszállás három évében a helyén maradt ugyan, bár a megszálló hatalom erőteljesen beleavatkozott a város irányításába.

Institutionalization of Regional Policy and the Regional Institution System in Serbia
This study summarizes aspects of Serbian regional policy with special focus on regions and the development of the regional institutions. The study emphasizes the importance of the issue in the Republic of Serbia in 2010, with the ambition to join the European Union. With the enactment of the new Law on Regional Development and the legal framework five NUTS 2 regions were created. The Ministry of Economy and Regional Development is responsible for the institutional coordination of the regional policy. Regional Development Agencies are at the intermediate level of institutional hierarchy. After the regionalization of Serbia, the Autonomous Province of Vojvodina remained a whole and unified NUTS 2 region with complex and developed regional institutions.
