Economic security in southeast Asia is often connected to the survival and security of states. This macro definition can be contrasted with a more people-centred approach to economic security. This article focuses on this aspect. Of particular concern is how men and women are affected differently in unstable times. We witness this now in this global pandemic. The current economic insecurities of women are not a reflection of historical gender norms but more a creation of contemporary neoliberal economics as practised in the region. While southeast Asia does well as a global economic hub, women do not have a fair share in its gains. By examining issues of power, liberating policies and women's rights and the right to decent work, the article ultimately posits greater intervention in narrowing economic inequalities. This will be a vital step in rebuilding national economies in southeast Asia, post-pandemic and in the years to come.

This thesis explores connections between power and social development through an examination of capabilities and the formation of cultural subjects in tribal and fishing communities in the state of Kerala, India. Kerala has long been studied for its unique development model and, since 1996, its People's Plan for Democratic Decentralisation. Although Kerala is not exclusive in pursuing decentralised planning, its successes make it stand out from other Indian states and even other parts of the developing world. Despite its achievements, several scholars question Kerala's development outcomes including the continued deprivation faced by tribal and fishing communities. Through analysing the disadvantages faced by these communities utilising Amartya Sen's capability approach and Michel Foucault's concepts of power and subject creation, this thesis hopes to contribute to a reassessment of social development in Kerala. By illuminating factors besides income that signify development, and acknowledging cultural contexts that affect the participation of marginalised communities in development planning and decision-making, the thesis proposes ways in which these communities can be empowered while also exploring barriers to this empowerment. Foucault's concepts in particular assist in examining these barriers, which arise from the exercise of power in society. In light of this, I investigate the potential for increasing the capabilities of these marginalised groups by looking at policy options and the need for further research in the field. The empirical data I collected through in-depth interviews and document analysis during a five-month field study in Kerala indicates that equitable development and effective public participation of marginalised communities have not been sufficiently addressed by the state and local governments. "What is Non-Traditional Security? How have our understandings of security changed over the past decade? What are the dominant non-traditional security challenges we face in the world today? The concept of national security remains contested but our understanding of it continues to evolve as it is shaped by the world around us. From a globally dominant 'traditional' understanding of security during the Cold War characterised by a focus on countries and their militaries protecting their sovereignty to today, where non-military threats such as global pandemics, climate change, energy, to disasters threaten the wellbeing and livelihoods of people, communities, and the environment that form the backbone of society. The global dial has shifted towards a more comprehensive understanding of security that recognises these non-traditional security threats moving the focus away from solely the survival of the state to the empowerment and protection of people and the environment. This shift highlights the experiences of different individuals and communities, from civilians affected by war to irregular migrants moving from one place to the next, and what the world witnesses as efforts to empower and protect people and the environment. Indeed, comprehensive security has a long history in the post-colonial Asia-Pacific. Non-Traditional Security emerged after the 1997 Asian Financial Crisis. It emerged as a way to recalibrate the ways governments engaged people and communities and developed pathways for countries in the region to cooperate.
