Secondary education occupies a strategic position in Delta state because of the important role it plays in preparing the students for useful living in the society and for higher education. The state government manages and funds secondary education .(Onwusoanya, 2005). To ensure that secondary schools achieved what they are set to achieve , they must in environment that encourage students' encumbrance. Standard should be the strong point of the schools (Olanreweya, 2005)

It is a truism that the present day Nigeria is a product of what the colonialists handed over to the Nigerian rulers on Independence day, 1st of October 1960. It was a government that was born in a state of uncertainty and was soon to manifest clearly in a bloody civil war which nobody prays to ever witness again. In our world today, people talk about various models, theories, and other strategies towards achieving development. Nigeria is certainly not an exception.
The idea of universal Education was first mooted in 1955 when the universal primary education scheme was inaugurated by the government of Western Nigeria. The Eastern Nigeria government launched its own universal primary education in 1957. In Northern Nigeria, education was provided free by government in a bid to make children attend school (Adeyemi, 2007). Thus, at its onset, the universal primary education scheme had been undertaken by regional government. There was no Federal Government intervention until 1976 when the universal primary education (UPE) was launched to cover the whole country.

The success of any organisation solely depends upon the quality and efficiency of its staff personnel ,who perform the functions necessary for the fulfilment of stated goals and objectives. Theseassumptions is as applicable to the school system as it is to any organisation involving human efforts.The extent to which the quality of education succeeds will depend strictly upon the quality of thepersonnel engaged in the educational process, and upon the effectiveness with which they carry outindividual and group responsibilities. (Nakpodia, 2006)
Communication system in any organisation like the school is very vital to the survival and smoothrunning of the organisation. It is a universal activity in one form or another between people at all times intheir lives with the exception of a few religious orders. Within an organisation it is formalised as socialinteraction and is measured by its total amount, its frequency, which initiates it, the degree ofreciprocity and its directions, upwards, downwards or sideways, among the members. In allorganizations, the transfer of information from one individual to another is absolutely necessary. It is themeans by which behaviour is modified, change is effected, information is made productive and goalsare achieved. It could be seen that without communication, the organisation cannot exist, for there is nopossibility of others. Communication from the viewpoint of Koontz et al (1984) "is to effect a change, toinfluence action towards the welfare of the enterprise; and as such the need for an effective channel ofcommunication becomes imperative for the attainment of the organisational goals. To them,communication is the means by which people are linked together in an organisation.

University education as a learning organization started in Europe in the eleventh century, and one of thefirst universities in Africa was the one in Timbuktu. Fafunwa (1971) has indicated that the 1945 reportsof the Commission on Higher Education in the colonies have shown that since the world wars,Nigerians have always demonstrated an insuppressible desire for higher education because it wasseen as an important weapon against the colonial masters in the quest for emancipation and nationaldevelopment. As early as 1944 therefore, there were already about 10 Nigerians who were studying inSierra Leone at the Fourah Bay College of the University of Durham, about the same time educationalhistorians have reported that there were as many as 150 Nigerians studying for various first degrees inthe United Kingdom.
In every organization there are basic characteristics such as: the systems are peopled. These peopleare inconstant interaction for a purpose, and the above interactions are interdependent. Theinterdependent nation of the interactions is built into institutions and organizations as it is in theecclesia. These institutions and organizations are usually sited in a particular geographical locationunder a sustainable leadership in the ecclesia are the laity subjected to effective leadership (Parks,2005).
