This article is devoted to the applied aspects of the application of machine learning systems. It is obvious that the areas of practical applications of this kind of solution are constantly increasing. The main driver here is that, from a practical point of view, machine learning is seen as a synonym for the concept of artificial intelligence, the introduction of which in developed countries is dedicated to special programs. Naturally, military applications are also considered among such implementations. And here an interesting feature can be noted. If earlier, the military areas served as an impetus for the development of technology, the search for solutions for military equipment was ordered, etc., then in this case everything is rather moving in the opposite direction. First, new solutions (developments) that use a machine (deep) learning appear, and then they begin to be used, including in military systems. The article provides an overview of published military programs for the use of artificial intelligence in the military sphere, which is compiled with the aim of presenting precisely the technologies and solutions in the fields of machine learning that are applied (are used) for military systems. ; Настоящая статья посвящена прикладным аспектам применения систем машинного обучения. Очевидно, что области практического применения такого рода решений постоянно увеличиваются. Основным двигателем здесь является то, что с практической точки зрения машинное обучение рассматривается как синоним для понятия искусственный интеллект, внедрению которого в развитых странах посвящены специальные программы. Естественно, что среди таких внедрений рассматриваются и военные применения. Причем здесь можно отметить интересную особенность. Если раньше, военные области служили толчком для развития техники, заказывался поиск решений для военной техники и т.д., то в данном случае все, скорее, движется в обратном направлении. Сначала появляются новые решения (разработки), использующие машинное (глубинное) обучение, а затем их начинают использовать, в том числе, и в военных системах. В статье приводится обзор опубликованных военных программ использования искусственного интеллекта в военной сфере, который составлен с целью представить именно технологии и решения в области машинного обучения, которые применяются (используются) для военных систем.

The article deals with issues related to cybersecurity for information systems. In this paper, information systems are considered, which are built, basically, according to the Zachman model. The main idea of the model is to provide the possibility of sequential description of each individual aspect of the system in coordination with all the others. For any sufficiently complex system, the total number of links, conditions, and rules usually exceeds the possibilities for simultaneous consideration. At the same time, separate, in isolation from others, consideration of each aspect of the system often leads to suboptimal decisions, both in terms of productivity and the cost of implementation. According to this model, many attempts have been made in the world to create complex information systems - from the largest corporations to electronic governments. In this article, as an example, the project of modernization of the management of cyber defense of the DISN network (Defense Information System Network) of the US Defense Ministry was chosen. Also in the work, the language SysML is considered. It is a clone of the UML language, which allows designing hardware and software systems. Consideration concerns new diagrams from the specification of this language: requirements, external and internal blocks, time, parametric. ; В статье рассматриваются вопросы, связанные с кибербезопасностью для информационных систем. В работе рассматриваются информационные системы, которые строятся, в основном, по модели Захмана. Основная идея модели заключается в том, чтобы обеспечить возможность последовательного описания каждого отдельного аспекта системы в координации со всеми остальными. Для любой достаточно сложной системы общее число связей, условий и правил обычно превосходит возможности для одновременного рассмотрения. В то же время отдельное, в отрыве от других, рассмотрение каждого аспекта системы чаще всего приводит к неоптимальным решениям, как в плане производительности, так и стоимости реализации. По этой модели в мире сделано множество попыток создания сложных информационных систем – от крупнейших корпораций до электронных правительств. В данной статье в качестве примера выбрали проект модернизации управления киберзащитой сети DISN (Defense Information System Network) МО США. Также в работе рассматривается язык SysML - клон языка UML, позволяющий проектировать программно-аппаратные комплексы. Рассмотрение касается новых диаграмм из спецификацию этого языка: требований, внешних и внутренних блоков, времени, параметрической.

At present, leading and ordinary employees engaged in informatization at the federal level have fuzzy ideas about the advantages of digital government and the transformation of e-government into a digital government, which hampers the introduction of relevant breakthrough technologies into the electronic government and the automation of government decision-making processes, keeping their quality at a low level. The authors of this work have studied the available online materials on the development of the US e-government and its transformation into the digital government, as well as reports of the company Accenture on the state and prospects of digital governments in the world until 2030. The US digital government was chosen because the US was the first country announced the successful completion of the corresponding initiative in mid-2013. In addition, the United States has a priority in the creation, production, and implementation of breakthrough innovative information and communication technologies that lead to a change in traditional business models in the private and public sectors. Now, when the question arose about Russia's participation, both in the global digital economy and in the regional digital economy of the EAEC, our study provides a basis for more meaningful tasks for transforming Russia's electronic government into a digital government of the digital economy. ; В настоящее время руководящие и рядовые сотрудники, занимающиеся информатизацией на федеральном уровне, имеют нечеткие представления о преимуществах цифрового правительства и трансформации электронного правительства в цифровое правительство, что тормозит внедрение в электронное правительство соответствующих прорывных технологий и автоматизацию процессов принятия государственных решений, удерживая их качество на низком уровне. Авторы настоящей работы изучили доступные в интернет материалы о развитии электронного правительства США и его трансформации в цифровое правительство, а также отчеты компании Аксенчер о состоянии и перспективах развития цифровых правительств в мире до 2030 г. Цифровое правительство США было выбрано по той причине, что именно в этой стране было впервые объявлено об успешном завершении соответствующей инициативы в середине 2013 г. Кроме того США обладают приоритетом в области создания, производства и внедрения прорывных инновационных инфо-коммуникационных технологий, приводящих к смене традиционных бизнес-моделей в частном и государственном секторе. Сейчас, когда встал вопрос об участии России, как в глобальной цифровой экономике, так и в региональной цифровой экономике ЕАЭС, наше исследование дает основание более осмыслено ставить задачи по трансформации электронного правительства России в цифровое правительство цифровой экономики.

In this article, we are talking about the issues of intellectual mobility in the digital economy. Digitalization is a subject to a variety of areas of the economy and Logistics (Digital Logistics) is no exception. The reasons for the rapid development of digital logistics on the basis of already existing mechanisms are purely economical. A lot of attention is paid to this transformation with ideas to reduce the cost of the logistics component, which is present in any products and goods and covers virtually all sectors of the economy. In the European Union, for example, there is a permanent forum of the digital transport and logistics. Existing models of transformation, in our view, extremely useful in connection with the decision of the President of Russia and the countries belonging to the EAEC, of the digital transformation of the economy. ; В данной статье речь идет о вопросах интеллектуальной мобильности в цифровой экономике. Цифровизации подвержены самые разные направления экономики и логистика (цифровая логистика) не является исключением. Причина быстрого развития цифровой логистики на базе уже работающих механизмов и огромное внимание к этой трансформации носит чисто экономические причины сокращения затрат на логистическую компоненту, которая присутствует в любом продукте и товаре и имеет, как и логистика влияние, практически, на все сектора экономики. В Европейском Союзе, например, существует постоянно действующий форум цифрового транспорта и логистики. Существующие модели трансформации, на наш взгляд, чрезвычайно полезны в связи с решением Президента России и стран, входящих в ЕАЭС, о цифровой трансформации экономики.

In this article, we provide a review of tools for tracking movements of cyclists in smart cities. Mobility (Smart Mobility) is a major component of Smart Cities. Bicycles as transport component in the cities are on the rise worldwide. At least there, where the climate is at least minimally allows it. The reasons are quite obvious. This is the democracy and the availability of this type of vehicle, its cheapness, and environmental friendliness, promoting a healthy lifestyle. The development of this type of transport (like any other) has many different aspects. In this paper, we focus on the tracking of the movement of cyclists. That, naturally, will serve as a metric for any future design. ; В этой статье мы рассматриваем вопросы отслеживания перемещений велосипедистов в Умных Городах. Вопросы мобильности (Умной Мобильности) являются одной из основных компонент того, что называют Умным Городом. Велосипеды, как транспортная составляющая в городах, находятся на подъеме во всем мире. По крайней мере, там, где климат хотя бы минимально это позволяет. Причины вполне очевидны. Это демократичность и доступность данного вида транспорта, его дешевизна и экологичность, способствование здоровому образу жизни. Развитие этого вида транспорта (как и любого другого) имеет много разных аспектов. В данной работе мы останавливаемся на вопросах отслеживания движения велосипедистов. Что, естественно, будет служить метрикой при любом проектировании.

The article is devoted to the application of formalized ontologies in the digital economy. The article examines several large projects implemented in the European Union. The first part of the article deals with Internet Things, robotic systems, and Smart Cities. Next, we are talking about cross-border services, the necessary ontological digital ontology blocks for which solve the problems of unambiguous and convenient digital identification of market subjects, support for reliable automatic translation of data and documents, support for electronic invoices and invoices that must be correlated with European standards, support digital signatures. Also, the work considers significant investments of the European Union funds in the process of digitizing the process of public procurement (called e-procurement). The e-Procurement project will further develop the ontology of e-procurement as part of the joint efforts of key stakeholders with the overall goal of overcoming fragmentation, which hinders the interoperability between e-procurement systems. The ultimate goal of the ontology of e-procurement is the development of a coherent OWL-ontology that will conceptualize, formally encode and provide access to open, structured and machine-readable public procurement data formats that cover end-to-end purchases, i.e. from notification, by bidding for the award, order, invoicing and payment. ; Статья посвящена вопросам применения формализованных онтологий в цифровой экономике. В статье рассматриваются несколько больших проектов, реализуемых в Европейском союзе. В первой части статьи рассматривается Интернет Вещей, робототехнические системы и Умные Города. Далее речь идет о трансграничных сервисах, необходимые онтологические цифровые онтологические блоки для которых решают задачи однозначной и удобной цифровой идентификации субъектов рынка, поддержки достоверного автоматического перевода данных и документов, поддержки электронных счетов и накладных, которые должны соотноситься с европейскими стандартами, поддержки цифровой подписи. Также в работе рассматриваются значительные вложения средств Европейского союза в процесс оцифровки процесса государственных закупок (называемый электронными закупками). Проект e-Procurement будет дальше разрабатывать онтологию электронных закупок в рамках совместных усилий основных заинтересованных сторон с общей целью преодоления фрагментации, которая препятствует интероперабельности между системами электронных закупок. Конечной целью онтологии электронных закупок является выработка согласованной OWL-онтологии, которая будет концептуализировать, формально кодировать и предоставлять доступ к открытым, структурированным и машиночитаемым форматам данных о государственных закупках, охватывающих сквозные закупки, т.е. от уведомления, путем проведения торгов по присуждению, заказу, выставлению счетов и оплате.

The Russian, United Kingdom and the United States government's strategic documents on digital economics and artificial intelligence (AI) are explored to clear the AI usage as a strategic tool for improving public administration and economic development within digital economies. Based on the Russian theory and practice of applying individual components of artificial intelligence in public administration, the concept of a cognitive government following the digital government is proposed. It is shown that in the near future (2020-2030) the technologies of cognitive e-government can reach a mature degree of development and only countries that have cognitive e-governments can compete in the international market of goods and services, and will be able to withstand hybrid wars. In conclusion, recommendations on the development of the Russian cognitive e-government are given. ; На примерах России, Великобритании и США исследуется применение искусственного интеллекта как стратегического инструмента совершенствования государственного управления и экономического развития в рамках обычной и цифровой экономики. На основе российской теории и практики применения отдельных компонент искусственного интеллекта в государственном управлении предложено понятие когнитивного правительства, следующего после цифрового правительства. Показано, что в недалеком будущем (2020-2030 гг.) технологии когнитивного электронного правительства достигнут зрелой степени развития и только страны, обладающие когнитивными электронными правительствами, смогут конкурировать на международном рынке товаров и услуг, будут способны противостоять гибридным войнам. Даны рекомендации по развитию российского когнитивного электронного правительства.

The article is devoted to the problems of using artificial intelligence as a strategic tool for improving public administration and economic development within the framework of the conventional and digital economy. Based on the Russian theory and practice of applying individual components of artificial intelligence in public administration, the concept of a cognitive government following the digital government was proposed. The paper studies the technologies of cognitive e-government and predicts that they will reach a mature stage of development in the near future. Accordingly, only countries that have cognitive e-governments can compete in the international market for goods and services, will be able to withstand hybrid wars. The first part of the article examined the experience of the United States and Great Britain. The second part of the article gives recommendations on the development of the Russian e-government. ; Статья посвящена вопросам применения искусственного интеллекта как стратегического инструмента совершенствования государственного управления и экономического развития в рамках обычной и цифровой экономики. На основе российской теории и практики применения отдельных компонент искусственного интеллекта в государственном управлении предложено понятие когнитивного правительства, следующего после цифрового правительства. В работе исследуются технологии когнитивного электронного правительства и прогнозируется, что они в ближайшее время достигнут зрелой степени развития. Соответственно, только страны, обладающие когнитивными электронными правительствами, смогут конкурировать на международном рынке товаров и услуг, будут способны противостоять гибридным войнам. В первой части статьи рассматривался опыт США и Великобритании. Во второй части статьи даны рекомендации по развитию российского электронного правительства.

This article continues the series of papers on the use of formal ontologies. Today, in the overwhelming majority of cases, much of the world's information exists in textual form: business documents, etc. It was in this historical form that a person kept his knowledge lived and worked. Today, text documents are digitized, retaining the same appearance. Such a rapid increase in the number of digital texts causes an increase in the need for text analytics and raises the question of finding "smart" ways to read and understand texts, and, ultimately, the question of obtaining knowledge from them. The paper deals with the semantic web, RDF and SPARQL. It presents a detailed discussion of the technology platform PoolParty Semantic Suite. Semantically and ontologically extended texts open a new era of content use. Using text analytics and Web 2.0 technologies, a huge amount of content scattered in various forms in documents of different formats is converted into enriched, transformed and managed information fragments. Thus, machines are not only able to process long computational strings of characters and index large amounts of data, but they can also store, manage, and retrieve information based on their meaning and logical relationships between things in knowledge. Ontologies and semantics add another layer to the new Internet and can show related things, facts and objects instead of just matching words. ; Настоящая статья продолжает серию работ, посвященных применению формальных онтологий. Сегодня, в подавляющем большинстве случаев, значительная часть мировой информации существует в текстовой форме: деловые документы и т.п. Именно в такой исторической форме человек сохранял свои знания жил и работал. Сегодня текстовые документы перешли в цифровую форму, сохранив прежний внешний вид. Такое быстрое увеличение числа цифровых текстов вызывает рост потребности в текстовой аналитике и выдвигает вопрос о нахождении "умных" способов чтения и понимания текстов, и, в конечном счете, вопрос получения знаний из них. В работе рассматривается семантический веб, RDF и SPARQL. Подробно рассматривается технологическая платформа PoolParty Semantic Suite. Семантически и онтологически расширенные тексты открывают новую эру использования контента. Используя текстовую аналитику и технологии Web 2.0, огромное количество контента, разбросанного в различных формах в документах разных форматов, конвертируется в обогащенные, преобразованные и управляемые информационные фрагменты. Таким образом, машины не только оказываются способны обрабатывать длинные вычислительные строки символов и индексировать большие объемы данных, но они также могут хранить, управлять и извлекать информацию на основе их смысла и логических отношений между вещами в знаниях. Онтологии и семантика добавляют еще один слой в новом Интернет и могут показывать связанные вещи, факты и предметы вместо простого сопоставления слов.

The article deals with the development of transport and logistics industries in the European Union (EU). The article deals with such tools as open BIM, Internet applications Things and a more general direction - cyber-physical systems. The importance of infrastructure management is noted in the paper. It is noted that the state of infrastructures is a deterrent factor to the development of transport and logistics. And the problems of managing these infrastructures, both operationally and in the life cycle of assets, in order to maximize economic and other benefits, are the main target of introducing new information technologies in the transport and logistics industry. At the same time, all decisions should take into account the development of modern digital and other technologies and the integration of all modes of transport. Particular attention is paid to ontological and semantic systems of standardization. ; В статье рассматриваются вопросы развития транспортных и логистических отраслей в Европейском Союзе (ЕС). В статье речь идет о таких инструментах как открытый BIM, приложения Интернета Вещей и более общее направление – кибер-физические системы. В работе отмечается важность управления инфраструктурами. Отмечается, что именно состояние инфраструктур является сдерживающим фактором развития транспорта и логистики. И именно проблемы управления этими инфраструктурами, как в оперативном плане, так и в жизненном цикле активов, с целью получения максимальных экономических и иных выгод оказываются основной целью внедрения новых информационных технологий в транспортно-логистической отрасли. При этом все решения должны учитывать развитие современных цифровых и иных технологий и интеграцию всех видов транспорта. Особое внимание уделено онтологическими и семантическими системами стандартизации.
