After special autonomy through the mandate of Law Number 18 Year 2001 concerning special autonomy which was later renewed with Law Number 11 of 2006 concerning Aceh Government, there are big opportunities for the people of Aceh to legalize a separate family law aside from applicable national law as contained in the Act. Number 1 of 1974 concerning marriage and KHI. The desire of the Acehnese to make their own law can be seen from the fatwas which is made by Scholars of Aceh. In fact, toward the 17 years of special autonomy, family law legislation has not been carried out yet, it is very different from the jinayat and muamalah law which has been legislated in the form of the Aceh Qanun. This paper described scientifically the opportunity for legislation in a legal perspective, and the dynamics that require the legalization and strategies so that the family law qanun can be effective as a material law regarding marriage in Aceh. Keywords: Legislation, Family Law, and Special Autonomy Abstrak: Pasca otonomi khusus melalui amanat UU Nomor 18 Tahun 2001 tentang Otonomi Khusus yang kemudian di perbaharui dengan UU Nomor 11 Tahun 2006 tentang Pemerintahan Aceh, terbuka peluang yang lebar bagi masyarakat Aceh untuk melakukan legislasi hukum keluarga tersendiri selain hukum yang berlaku secara nasional sebagaimana terdapat pada UU Nomor 1 Tahun 1974 tentang perkawinan dan KHI. Keinginan masyarakat Aceh untuk membuat hukum sendiri terlihat dari fatwa-fatwa yang dikeluarkan pada Ulama Aceh. Hanya saja, menjelang 17 tahun Otonomi khusus, legislasi hukum keluarga belum juga dilakukan, sangat berbeda dengan hukum jinayat dan hukum muamalah yang telak dilakukan legislasi dalam bentuk qanun Aceh. Tulisan ini akan menggambarkan secara ilmiah mengenai peluang legislasi tersebut perspektif hukum, juga menggambarkan dinamika yang menghendaki dilakukannya legisasi serta strategi yang harus dilakukan agar qanun hukum keluarga tersebut dapat berlaku efektif sebagai hukum materil mengenai perkawinan di Aceh. This paper is aimed at descriptively discussing the impact of government expenditures on education, Research and Development (RD) on the national economy of Indonesia. In the analysis, the method used in this research is library research with an in-depth analysis and discussion on many related policies that effect technological change and economic growth in Indonesia. The findings show that Indonesian government has introduced a number of supporting policies related to education as well as RD to promote economic growth of the country. These policies generally have started since New Order government in the late 1960s. However, New Order government has put the strong bases to encourage trade openness and investment especially foreign investment. On the meantime, the government had also involved in free trade cooperation such as Asia Pacific Economic Cooperation (APEC) which will be applied 2020 for the developing countries and 2010 for the developed countries. Even the government has generated numbers of favourable policies to attract foreign investment and fastening economic growth, the policies in generating public RD has been not well developed. The government budget spends for public RD is still low (around 2 percent every year). Based on the research findings, it is recommended for the government to increase the spending on education and RD in order to increase economic growth

Development of science and technology has given an impact to every aspect of this life. It has to be quickly responded by Islamic college students as the effort to cope with various problems as a result of the development. History has proven that Islamic college students have played a significant role in the life our state. They have played their role from time to time in four eras; (1) Values breaker, (2) Physical revolution, (4) Politics inside the campus, (5) Role enhancement of college students in the national development. However, Islamic college students still have to deal with various challenges in the global era related to their status as the intellectual moslem. Those challenges are classified into two perspectives. The first one is internal such as less understanding of moslem society about Islamic principles, less qualification of education, fanaticism of Islamic schools, and friction of among the Islamic community. The second one is external from non moslem community.

Research on the diseased leaves of Terminalia catappa (tropical almond) was conducted in Usmanu Danfodiyo University Permanent site, Wammako local government, Sokoto. The locations where the diseased leaves were collected, purposively selected because of the abundance of the tree species in those locations. The objective was to identify fungal foliar diseases associated with Terminalia catappa and then develop control measures of the pathogen. Diseased leaves were collected and taken to the department of biological sciences, Mycology laboratory, Botany unit, Usmanu Danfodiyo University for identification. Aspergillus niger, Aspergillus ustus and, Aspergillus flavus were the fungal pathogens identified and suspected to be the cause of the foliar diseases on the tree species. Suncozeb, a broad-spectrum fungicide was obtained for the management of these diseases. The chemical was applied at different concentration rates (50%, 100% and, 150%) and the zones of inhibitions were observed and measured. It was observed that the higher the concentration the higher the zones of inhibition; this was the case for all the organisms identified. Past research showed that high temperature makes this species prone to soil-borne pathogens and this is the case with the study area of this research. As part of the recommendation, since it was observed that 150% of Suncozeb clearly inhibited the growth of the pathogen to a certain level, a higher concentration of this same chemical will increase the inhibition zone and possibly bring a complete stoppage of the pathogen spread.

I suggest that virtue ethics can learn from Foucault's critical observations on biopolitics and governmentality, which identify how a good cannot be disassociated from power and freedom. I chart a way through which virtue ethics internalizes this critical point. I argue that this helps address concerns that both virtue ethics and the critical scholarship inspired by Foucault otherwise ignore. I apply virtue ethics to the contexts of refugee arrival, asylum procedure, and immigrant integration in Western Europe; I then see how Foucault's critical thought provides a counterpoint to virtue ethics; I finally analyze how incorporating that critique allows virtue ethics to make sense of both the context and the stakes involved.
The purpose of study is to analyze the relationship and influence revenue (PAD) to the Gross Regional Domestic Product (GRDP). This study sampled in 2010 until 2013 the 10 areas that have the highest economic growth rate and the 10 areas that have the lowest economic growth rate. The method used is correlation and regression test panel data random effects (random effect of panel regression). Data sourced from documents retrieved and Government Finance Statistics District / City in 2009 - 2013. From the research, there is evidence that there is a positive relationship between the PAD and the GDP. Local Revenue (PAD) in the region with the highest economic growth rate has a significant effect on the GDP. However, these results inversely in the region with the lowest economic growth rate which the PAD no significant effect on the GDP.Keyword: PAD, PDRB

One of the central arguments of this inquiry is that it is not possible to consider human rights claims in abstraction from the question of institutional structures, processes of subjectification, the provision of collective goods, and the normative ideas concerning what it means to be a human. The empirical focus of the discussion is European human rights law.
