The Right of Privacy and Freedom of the Press: The Concept of Legal Justice in Indonesia
This study aims to describe the problems faced by the party who feels aggrieved or impaired by his personal rights due to media coverage. The dilemma arises because based on the legal system of the press, the media are given protection from lawsuits. This is to guarantee the position of freedom of the press in a democratic system. However, the impact that has been caused due to defamation cannot be resolved simply by using the right of reply. This study aims to explore how legal mechanisms provide justice for victims due to media behavior in line with the principle of press freedom in Indonesia. The results show that the Indonesian Press Law does not have a clear system of legal liability. The rule of conduct in the Press Law is absolutely not regulated. Thus, the right of reply that is contained in the media consciousness or "order" of the Press Council is not a binding and final decision because the Press Council's body only gives an opinion. Violation of the ethics of the press should not only have a moral sanction but also a legal sanction with all its consequences.

KEGIATAN IDENTIFIKASI PERUMAHAN DAN KAWASAN KUMUH DESA BANDAR RAHMAT KECAMATAN TANJUNG TIRAM KABUPATEN BATU BARA
Problem of slum settlements is one of the main issues of rural development. Many things are the cause of the formation of slum settlements in coastal areas, in addition to the low level of community welfare, social patterns and their habits to live in slum areas make slum settlements exist in the coastal area. In accordance UU No. 1 of 2011 concerning Housing and Settlement Areas, mandates the importance of efforts to improve the quality of slum housing and slum settlements. The Government shall establish policies, strategies, and patterns of handling that are humane, cultural, just, and economical. Determination of the location of housing and slums must be preceded by a data collection process carried out by the Regional Government by involving the participation of the community. The identification activity was carried out in a slum area in Bandar Rahmat Village, Tanjung Tiram District, Batu Bara Regency. Through this identification activity, it is hoped that data and information will be obtained that describe the profile of slum settlements in Bandar Rahmat Village. The results of the identification and calculation of slums in Bandar Rahmat Village, obtained a moderate level of slums with a total value of 46.

The Paradigm of Justice in Relation to Freedom of the Press and Private Rights
The aim of this study is to describe the protection of private rights in the context of press freedom. Achieving a formulation of how justice can be earned by someone who has experienced suffering or disadvantage as a result of a press coverage is the main goal of this study. There have been many civil suits filed by parties who feel that their reputation has been damaged by a press coverage, whereas the press obtains protection on the basis of human rights and its function as the fourth pillar of democracy. The concept of justice to be studied comes from the settlement of press-related disputes, regarding whether a lawsuit can be directly filed in a civil court without recourse to the right of reply. This study tries to make comparisons based on the different eras of government that have occurred in Indonesia.
