Cet article explore les interactions entre le changement climatique et la démographie au sein de l'Union européenne. L'Union européenne s'est engagée à atteindre la neutralité climatique en 2050. Au niveau mondial, la croissance de la population se poursuivra en dépit de la baisse de la fécondité, en raison de la croissance démographique passée et de la structure par âge jeune de la population mondiale actuelle (inertie démographique). Cette dynamique signifie que le verdissement de l'économie de l'Europe et des autres grands pays émetteurs constitue le principal levier de réduction des émissions mondiales à l'horizon 2050. Au niveau européen, nos résultats révèlent l'effet déterminant de l'âge : les émissions individuelles sont plus élevées aux âges avancés. Les comportements et les attitudes à l'égard du changement climatique importent également. Dans un contexte de vieillissement de la population européenne, les différences intergénérationnelles de consommation et d'attitude représentent un défi supplémentaire pour les politiques climatiques.

AbstractThis article explores for a large number of countries in the European Union (plus the United Kingdom) the main demographic differentials in positive tested COVID-19 cases and excess mortality during the first wave in 2020, accounting for differences at territorial level, where population density and size play a main role in the diffusion and effects of the disease in terms of morbidity and mortality. This knowledge complements and refines the epidemiological information about the spread and impact of the virus. For this analysis, we rely on the descriptive exploration of (1) data from The European Surveillance System (TESSy) database developed at the European Centre for Disease Prevention and Control (ECDC) on the number of cases and fatality rates and (2) of weekly mortality data collected by Eurostat. The analysis at territorial level studies the changes in R0—the basic reproduction number—and median excess mortality, across territories with different levels of urbanization. The unique findings of this study encompassing most European Union Member States confirm and define the demographic and territorial differential impacts in terms of infections and fatalities during the first wave of the pandemic in 2020. The information is important for stakeholders at European Union, national and sub-national levels in charge of designing containment measures for COVID-19 and adaptation policies for the future by anticipating the rebound for certain segments of the population with differential medical and economic needs.

Immigrants in rural areas and immigrant employment in the agricultural sector have been studied from a variety of perspectives. However, we currently lack a bird's-eye view of these two phenomena covering all EU member states through time. This paper tackles that gap, first by describing the main features of immigrant settlement and economic integration in rural areas in the EU. Second, it offers an EU-wide overview of immigrants' integration in the agricultural sector. Then, it investigates empirically the degree to which the different characteristics of agricultural production in two member states – Italy and Spain – are associated with a migrant presence in the area. The study finds that, in the context of a shrinking agricultural labour force, the share of migrant workers in that sector in several regions is increasing over time. Migrants living in rural areas are more likely to be unemployed and face economic hardship than locals. Migrants employed in agriculture are, also, more likely to work in elementary occupations and temporary jobs. Finally, the case studies on Italy and Spain demonstrate that the relative size of the migrant population is related to the typology of agricultural land use and to the labour intensity and seasonality of cultivation.

Abstract The recent debate on population dynamics and climate change has highlighted the importance of assessing and quantifying disparities in populations' vulnerability and adopting a forward-looking manner when considering the potential impacts of climate change on different communities and regions. In this article, we overlay demographic projections based on the Shared Socioeconomic Pathways and climate change projections derived from the Representative Concentration Pathways. We focus on populations that are likely to be the most exposed to climate change in the future, namely, African populations in a comparative global context. First, we estimate the share of populations living in rural areas, who would be more dependent on agriculture, as one of the economic sectors mostly affected by climate change. Second, we explore how climate change would worsen the condition of populations living below the poverty line. Finally, we account for low levels of education, as further factors limiting people's adaptation ability to increasingly adverse climate circumstances. Our contribution to the literature on population, agriculture, and environmental change is twofold. Firstly, by mapping the potential populations exposed to climate change, in terms of declining agricultural yields, we identify vulnerable areas, allowing for the development of targeted strategies and interventions to mitigate the impacts, ensure resilience, and protect the population living in the most affected areas. Secondly, we assess differentials in the vulnerability of local populations, showing how African regions would become among one of the most exposed to climate change by the end of the century. The findings support the targeting of policy measures to prevent increased vulnerability among already disadvantaged populations.

A systematic European Union (EU)-wide data framework for the collection of fisheries data in support of the EU Common Fisheries Policy (CFP) was first implemented in 2002. Since that time, EU data collection regulation has undergone 2 revisions in response to evolving policy needs. The European Commission's Joint Research Centre (JRC) is responsible for conducting research and providing advice on fisheries management under the CFP, and since 2005 has worked closely with the Scientific, Technical and Economic Committee for Fisheries (STECF). JRC and STECF have an open data policy, and aggregated data submitted by EU member states in response to data calls issued under the provisions of the data collection regulation are published via the website of the STECF. This paper provides an overview of the fisheries data activities carried out by the JRC in support of and in collaboration with the STECF and discusses some of the benefits and drawbacks of such activities.
