In order to optimize the system of transparency and access to public information in Ukraine on the basis of improving and strengthening the system of access to public information, the article analyzes the approaches to the implementation of the mechanism of state influence on local governments, aimed at improving the implementation of measures the right of citizens to apply to executive bodies and local self-government bodies, which will allow central authorities to take into account functional links between management components, ensure rational use of available resources, analyze work and minimize risks, and increase efficiency of local self-government interaction with citizens.

The article is devoted to the coverage of decentralization reform in Ukraine and ensuring investment and infrastructural development of united territorial communities in the conditions of decentralization of power. The legislative base of decentralization reform is analyzed. The conditional structure of governing bodies of territorial communities is presented. The main tasks of community leaders are indicated, as well as the main measures proposed to help attract investment and create a quality infrastructure in local communities. The article substantiates the directions of improvement of the institutional mechanism of management of relations between the state power and the public. It is established that the involvement of citizens through various forms in the formation and implementation of the institutional mechanism for managing the relationship between government and the public, the process of public decision-making reflects a new model of such interaction. A model of using the institutional mechanism for managing the relationship between government and civil society is proposed.
