This article investigates the experience of the countries of the Eurasian Economic Union in the formation and implementation of the ideology of patriotism and the state policy of patriotic education. They are considered in the context of nation-building processes and in conjunction with approaches to formulating a national idea and national (civic) identity. Particular attention is paid to the content and dynamics of the discourse of the authorities. Through a comparative political analysis, the general and special characteristics of the models introduced in the EAEU countries, constants and dominants of discursive practices are revealed. The argumentation of representatives of the top political leadership in their attitudes to the proposed guidelines and priorities of socio-political development through an appeal to the value component taking into account the relationship of internal and external dimensions is shown. The emphasis is on the lack of demand for the ethnocentric model of patriotic discourse and the relevant practices of political actors due to the complex composition of the population of most countries of the Union and other internal and geopolitical circumstances. At the same time in their activities one can reveal the commitment to constructive orientation, the absolutization of sovereignty, and the motivation and positions that impede the adoption of balanced integration decisions. It is suggested that the national idea of Russia cannot be reduced solely to patriotism and that its depoliticization and deideologization cannot be absolutized.

It is suggested that the national idea of Russia cannot be limited to patriotism and that its de-politicization and de-ideologization cannot be absolutized.

The article deals with certain aspects of the child's legal culture: concept, structure, formation. Based on theo-retical and legal ideas about the essence and structuring of legal culture, the definition of legal culture of the child is proposed, and the allocation of its three structural components is justified: cognitive, motivational-value, activity. The concept and essence of formation of the child's legal culture are disclosed, as well as factors that influence this process. Classification of factors of its formation with the distinction of universal and specific fac-tors is proposed based on the understanding of the structure of the child's legal culture (according to the struc-tural criterion). Among the universal factors are those ways of influence that affect all components of the child's legal culture. Specific factors of formation of the child's legal culture are suggested to be recognized the ones that predominantly form one or another component of the child's legal culture.

The article examines the development and change of procedures and methods for managing state finances under the influence of the digital transformation of the economy. It is substantiated that the most important tool for improving the quality of public financial management in today's realities is information technology, which allows one to automate the budget process, ensure the interaction of government agencies both among them-selves and with business and the population in real time, simulate economic models and make forecasts, which is a serious step forward towards financial stability and sustainability of the state. Examples are given confirming that the digital ecosystem makes it possible to unite all participants in the budget process into a sin-gle digital space at the stages of its planning, approval, execution, current and subsequent control. The main emphasis in the article is on the consideration of the advantages and opportunities provided by the State Inte-grated Information Management System by public finance "Electronic Budget", as well as digitalization of tax payments administration.

The article on the basis of an analysis of legal and doctrinal sources considers civil society, distinguishes its signs in the modern period of the development of the Russian state, shows its relationship with the state, distin-guishes its differences from the concept of the state, states the level of maturity of civil society development in the modern Russian state, highlights the foundations of its formation and functioning. The influence of civil so-ciety on the development of legislation of the Russian Federation is emphasized. The possibility of its devel-opment in ensuring the realization of human and civil rights and freedoms is determined. The author's defini-tion of civil society is given, its features and purpose are singled out. A study is being conducted in comparing institutions of civil society, state and local self-government as an element of public power. The guarantees es-tablished by the state for the possible development of civil society are defined.

The review contains a brief overview of the content of the monograph by G.I. Makarova "The Image of Tatarstan in the Strategies of Regional Elites and in the Public Consciousness." The book is based on the results of a sociological research in 2013–2019 in the Republic of Tatarstan. The author of the review draws attention to the complex and systemic nature of G.I. Makarova research work, confirmed by the synthesis of theoretical approaches to the problems of ethnic and regional identity, the image of territories, as well as the triangulation of methods. It is noted that the conclusions of the monograph are based on the results of several sociological methods – mass and expert surveys, in-depth interviews, analysis of official documents, and case studies. It is concluded that in the monograph G.I. Makarova developed a conceptual model for the analysis of the republican policy in the field of region branding and a methodology for sociological study of the results of its application. The conclusions and practical recommendations made by the author regarding the content of this policy and its social consequences, according to the reviewer, go beyond the boundaries of the Republic of Tatarstan. They can be used to study similar issues in other republics within the Russian Federation, while improving branding strategies and identity policies.

The article is devoted to the analysis of the issues of integration interaction between Russia and Belarus through the lens of perception of the existence and functioning of the Union State by the power institutions and political parties of the Russian Federation. A study of the content of the official websites of state authorities, the information and analytical portal of the Union State and party programming was conducted on the example of pre-election documents of political parties admitted to participate in the elections to the State Duma of the eighth convocation. The official interpretation assumes, first of all, building up integration ties with Belarus in various spheres and directions, without creating a single state and emphasizing the issue of deepening political integration. In the party discourse, integration issues are less in demand at the present stage, although some parties offer more radical approaches, up to the "restoration" one.

The relevance of the study is due to the high risk of social maladaptation of parents of disabled children, which entails many negative consequences, including tragic abandonment due to difficulties in forming an attitude of acceptance of the child's diagnosis and untimely provision of necessary complex assistance to them. The aim of the study is to substantiate the impact of adopting a disabled child on the social adaptation of parents and to develop recommendations in the field of social work on the development of their support for the formation of such an attitude and the prevention of abandonment of such children. The novelty of the study is that the factors that contribute to and hinder the formation of parents' attitude to accept a disabled child are revealed, and its importance for their social adaptation is determined. The experience of social work on the formation and preservation of this type of attitude towards the child among parents has been studied, and recommendations for its further improvement have been proposed.

The article presents new approaches to guaranteeing local self-government, including the activities of local self-government bodies in the unified system of public authority. The categories of "local self-government", "local self-government bodies", "public authority", "unified system of public authority", "municipal authority" are systematically analyzed. Local self-government is defined as an independent form of public authority in munic-ipal territories. The peculiarities of the functioning of local self-government in the Russian Federation are demonstrated. The necessity of recognizing local self-government as an integral phenomenon of the concept of public authority and local self-government bodies as a form of implementation of local self-government as an element of the unified system of public authority is substantiated. The problem of guarantees created for the effective functioning of local self-government in the Russian Federation is raised. It is argued that it is neces-sary not only to reform the current legislation in the light of the amendments to the Constitution of the Russian Federation of 2020, but also shows the need to form a new fundamental law at the federal level in the field of local self-government and to provide greater opportunities in the legislative regulation of local self-government to the constituent entities of the Russian Federation. It is indicated that the legislator needs to fill the gap in the definition of the concept of local self-government, including warranty issues there. Particular emphasis is given to the content and prospects of development of the constitutional foundations of local self-government as the most important guarantees. It is determined that the effective functioning of local self-government is possible with the guarantee of the right to implement local self-government. The guarantees determined by the state regarding the functioning of local self-government are defined. The content of state guarantees is disclosed, where general and legal guarantees are distinguished. Ways to develop state guarantees for the realization of the right to exercise local self-government are shown. Municipal guarantees are investigated, their content and meaning are shown in the general mechanism for guaranteeing local self-government.

The article presents a legal analysis of e-learning resources, their concepts, features and types. The results of the study are reflected in the relevant part of local normative legal acts of higher educational institutions regu-lating e-learning and distance education technologies or directly e-learning resources. On the basis of dialecti-cal, logical, systemic, as well as comparative-legal and formal-legal methods of research, the signs are re-vealed and the definition of e-learning resources is formulated, the local normative-legal regulation of their typology is analyzed, the expediency of integrated use of different types of e-learning resources in the educa-tional process is noted. As a result, proposals were made to unify the concept of the analyzed phenomenon, to consolidate a unified typology of electronic educational resources, to make necessary additions to the Federal Law "On Education in the Russian Federation".

The article analyzes the program-target approach in the field of civic and patriotic education and the practice of its implementation at the regional level. The purpose of this work is to determine the specifics of the role of the volunteer movement (volunteerism) in this area on the example of the Nizhny Novgorod region. The author of the article highlighted the main parameters of the work of public authorities at various levels to promote the spread of volunteerism in general in Russia and in the region. Special attention is paid to the activities of Nizhny Novgorod volunteers who contribute to patriotic education and the formation of civic political culture in the region in the context of the implementation of the institute of volunteerism. The research interest is also rooted in the plane of youth policy. The main results, illustrating the features of the experience of the named region, are summarized. Firstly, it is concluded that the institute of volunteerism in the Nizhny Novgorod region is being strengthened every year, its goals and objectives are being updated under the influence of the policy pursued by the federal and regional authorities. Secondly, civil-patriotic actions and events are the foundation of volunteer activity in the Nizhny Novgorod region. Thirdly, the federal center is actively involved in the training of volunteers in the region and the consolidation of the volunteer movement here. Fourth, the prospects for the development of volunteerism in the Russian Federation and the Nizhny Novgorod region, problems and risks within the framework of the civil-patriotic block of the volunteer movement are identified. Fifthly, it can be stated that the expansion of the tools of public associations leads to the fact that the sphere of activity of Nizhny Novgorod volunteers is filled with another direction – cultural education, which is one of the vectors of preserving historical memory and an important factor in preserving patriotic values.

The article is devoted to the study of the connection between the doctrine of constitutional identity with the doctrine of "counter-limits" and the doctrine of "ultra vires". All these concepts are applied in the practice of European constitutional courts in cases related to the resolution of conventionally constitutional conflicts. Since the doctrine of "constitutional identity" in domestic theory and practice is in its infancy, in the author's opinion, it is necessary to take into account the foreign experience of protecting national constitutional identity. And also carefully consider all related concepts, such as the doctrine of counter-limits and the doctrine of "ultra vires", paying special attention to the topic of their relationship. The author, analyzing the doctrine of "counter-limits" and the doctrine of "ultra vires", comes to the conclusion that these doctrines, along with other instruments for protecting national constitutional identity (the doctrine of the margin of appreciation), can be used in relation to the dispute between the Constitutional Court of the Russian Federation and the ECHR on "the right of the last word".

The article studies lexical and phraseological units nominating holidays and ceremonies in Russian dialects, which are spoken on the territory of the Republic of Mordovia. The specificity of nominative processes associated with the naming of a fact that is significant from linguistic and cultural point of view, is determined. The research is carried out on the material taken from the Dictionary of Russian dialects on the territory of the Republic of Mordovia. It has been found that in Russian dialects, the names of religious holidays, which are dedicated to the most revered saints, or the holidays related to a certain time of the year, are actively used. The surviving holidays reproduce elements of the most ancient customs associated with the worship of human deities, the cult of vegetation, water and fire, which magical powers were attributed to. The names of rituals represent a special layer in the dialect corpus. The most illustrative represented are the funeral rite and the rite of baptism. All these rituals are of great importance in the life of the people, since they symbolize a change in the status of a person, his transition from one state to another. The nominations of different phases of wedding ceremony are noted to be most numerous, while funeral and baptizing rites are less representative. The study showed that the names of holidays and rituals in Russian folk dialects reflect cultural and historical traditions, beliefs, customs of representatives of a territorially closed society. They perform peculiar means of representing the ethnic and cultural consciousness of the people.

In article investigates definition of "system" of local government on the basis of constitutional and legislative regulation. Introduced a new approach to classification of local self-government bodies on two groups — obligatory and elective with their subsequent separation. The definition of the system of local self-government bodies and system of public authorities of federal territories is given. The content of the concept of "unity of the system of public power" is revealed in relation to the system of local self-government bodies. In addition, authors once again confirmed justness inclusion of system of local self-government bodies into single system of public authority in the state.
