"Der vorliegende Artikel setzt sich mit österreichischer Behindertenpolitik auseinander. Er behandelt die Frage, welche nationalen und internationalen Kontexte und Einflüsse dieses Feld prägen, welche Faktoren und Kategorien die unterschiedlichen Entwicklungen im Politikfeld Behindertenpolitik bestimmen und wie das Spannungsfeld im Bereich von Behindertenpolitik strukturiert ist. Der Artikel ist als politikwissenschaftlicher Vergleich angelegt (Österreich, Schweden, USA), indem der Einfluss der USA und Schwedens auf österreichische Behindertenpolitik analysiert wird. Es wird herausgearbeitet, aus welchen historischen Gegebenheiten sich österreichische Behindertenpolitik entwickelt hat, wie sie gegenwärtig formuliert wird und welche zukünftigen Entwicklungen zu erwarten sind." The Austrian Federal Act on the Equalization of Persons with Disabilities (BGStG), a law to facilitate equality, equal rights and opportunities for disabled people, passed the Austrian National Council (Nationalrat) in July 2005. The anti-discrimination law, which came into force at the beginning of 2006, marks the temporary peak of a long-lasting discussion on Austrian disability politics and policy. The debate on the draft and final version of the new law exemplifies the struggle of persons with disabilities against certain attitudes prevalent in the socio-political construction of disability. It also shows how disability policy in Austria has changed in recent years and how different political actors participate in shaping disability policy. This article discusses the problems concerning the actors, strategies and spaces of governing disability in Austria, as articulated in competing narratives that shape the field of disability policy.

Introduction: In the context of an increasingly ageing society with a growing number of persons diagnosed with chronic disabling conditions including dementia and persons with disabilities, ageing and disability represent two policy fields which need to be jointly rethought. So far, policymakers and other political actors have not adequately reacted to these changing demographics.Description of policy and practice: The two policy fields are based upon different presuppositions. Also, disability and ageing interest groups set different agendas. As several political actor groups with diverse interests and goals operate in the political space, efforts to bridge policies and practices in ageing and disability are confronted with several challenges.Conclusion and discussion: In order to create a policy framework for disability and ageing, shared political priorities need to be developed. It is necessary to re-think current disability and ageing policies and the objectives formulated by diverse interest groups in both fields, and future policies should not only focus on 'active/healthy/normal ageing' vs. 'non-healthy/non-normal ageing'. Overlap of contents between disability and ageing policies exists with both fields informing one another. AbstractThe article explores the initial achievements in the process of implementation of the Convention on Rights of Persons with Disabilities (CRPD) with a special focus on health of persons with intellectual disabilities (ID) in Spain and Hungary, the first countries to submit and receive a review for their report in the European Union. The CRPD is a major human rights instrument of the United Nations that was adopted in 2006 with the goal of ensuring protection of rights of persons with disabilities by holding governments accountable for the services they provide to this population. It was found that the reports designed to represent official state comments on the situation of human rights of persons with disabilities often do not follow the reporting requirements of the Convention in terms of required data. Moreover, they do not use a unified understanding of disability promoted by the Convention and make no mention of many important health‐related issues. Access to health is generally understood in a purely physical sense of availability and accessibility of services, while no attention is given to specific expectations and needs of persons with disabilities or to the competence of health staff to work with vulnerable groups. In order to be able to implement the Convention, governments need to carefully assess their country's status quo with regard to disability policies and politics, and at the same time need to develop action plans to implement the CRPD.

Im Beitrag geht es um die Frage, warum und inwiefern Menschen mit Behinderungen als "Zielgruppe" österreichischer Sozialpolitik vergessen werden. Dies hat konkrete Auswirkungen auf die Lebenssituation von Menschen mit Behinderungen. Was Behinderung ist, ist dabei ebenso wichtig wie behindertenpolitische Entwicklungen. Die Ratifikation der UN-Konvention über die Rechte von Menschen mit Behinderungen markiert einen Paradigmenwechsel, der nur langsam umgesetzt wird. Die COVID-19-Pandemie verstärkt hingegen Haltungen, die Menschen mit Behinderungen zum Randthema sozialpolitischer Fragen machen. Dadurch wird Menschen mit Behinderungen der gleichberechtigte Zugang zu sozialpolitischen Maßnahmen verwehrt. Menschen mit Behinderungen werden sozialpolitisch als vergessene Randgruppe behandelt, und dies hat direkte Auswirkungen auf ein gutes und Selbstbestimmtes Leben. Die UN-Konvention über die Rechte von Menschen mit Behinderungen markiert einen Paradigmenwechsel in Bezug auf Behinderung, der in Österreich nur langsam umgesetzt wird. Menschen mit Behinderungen werden immer noch als Empfänger:innen von Almosen und nicht als Träger:innen von Rechten verstanden.

Die gesammelten biometrischen Daten reichen von Fingerabdrücken und Iris-Scans zur Identitätsfeststellung über Röntgenbilder des Körpers zum Zweck der Altersbestimmung bis hin zu DNAAnalysen im Rahmen von Familienzusammenführungen. Dieser interdisziplinäre Band bietet einen detaillierten Einblick in gegenwärtige biotechnologische Grenzregime im Kontext neoliberaler Herrschaftsstrukturen und analysiert zentrale politische, soziale und ethische Implikationen dieser Praxis.
