THIS ARTICLE BEGINS WITH A BRIEF REVIEW OF RECENT THEORIES OF LIBERAL GOVERNMENTALITY AND ECOLOGICAL MODERNIZATION, AND THEN CONSIDERS THE TURN TO SELF-REGULATION IN EUROPEAN ENVIRONMENTAL POLICY HERALDED BY THE EUROPEAN COMMISSION'S FIFTH ENVIRONMENTAL ACTION PROGRAM. THE PAPER THEN ASSESSES THE EFFECTIVENESS OF SELF-REGULATION IN ACHIEVING THE ENVIRONMENTAL OBJECTIVES OF THE PROGRAM FOR MANUFACTURING INDUSTRY, AND IN RE-ORGANIZING THE TERMS OF EUROPEAN ENVIRONMENTAL DEBATE. THE CONCLUSION DRAWS ATTENTION TO POSSIBLE REPERCUSSIONS FOR ENVIRONMENTAL POLITICS IN EUROPE.
