A comparison is made of the social welfare policies of the Khrushchev & Brezhnev-Kosygin regimes in the USSR, focusing on social inequality. Data were collected from 57 provinces of the USSR for two time periods: (1) 1959-1964 (Khrushchev era) & (2) 1965-1975 (Brezhnev-Kosygin era). Variables mesured include: (A) the number of hospital beds per 10,000 people, (B) the number of MDs per 10,000 people, (C) square meters of housing space per capita, (D) preschool places per 1,000 people, & (E) retail trade per capita. Both regimes evidenced progressive change in all five areas, but the rate of change & the priorities differed for each administration. During the Krushchev era, preschool education showed the greatest increase, with an annual growth rate of 16%, while retail trade per capita took the largest gain (7%) during the Brezhnev-Kosygin regime. Except for the retail trade per capita dimension, all programs mentioned grew at a faster pace under the Khrushchev administration. 2 Tables. Modified HA.

Die Autoren befassen sich mit Entwicklung und Wandel der sowjetischen Raumordnungspolitik für den ländlichen Siedlungsbereich seit der Chruschtschow-Ära. Untersucht werden für Inhalte und Implementierung sowie soziale Folgen der (Um-)Siedlungspolitik und deren Implikationen für das Verhältnis zwischen Staat und (ländlicher) Gesellschaft, die mit dem Dorf-Umsiedlungs-Programm intendierten ideologischen und praktisch-politischen Ziele, dessen Auswirkungen auf die Entwicklung der ländlichen Infrastruktur (insbesondere auf den Wohnungsbau), die Rolle der Experten im Policy-Making-Prozeß und die sozial-psychologische Dimension der Umsiedlungsmaßnahmen. Begleitet von zunehmender Expertenkritik an der Umsiedlungspolitik Ende der 70er/Anfang der 80er Jahre, erfolgte zunächst eine Revision der Ziele und später die endgültige Aufgabe des Programms. Abschließend wird die Siedlungspolitik Gorbatschows im Kontext seiner ländlichen Entwicklungsstrategie skizziert. (BIOst-Klk)
