Le 1" juillet 1997, la Bulgarie a instauré la Caisse d'émission (CE), autrement dit le Currency Board. La Banque nationale de Bulgarie (BNB) a ainsi subi les changements les plus profonds depuis sa création en 1 879, des changements à la fois institutionnels et fonctionnels. En effet, cette décision a mis fin aux tentatives de mener une vraie politique monétaire par l'intermédiaire de la Banque centrale (BC) en l'absence de réformes économiques profondes. Après avoir traité les questions théoriques de l'organisation monétaire, concernant notamment l'efficacité de la BC et de la CE, sont présentés les principaux aspects de la politique monétaire discrétionnaire de la BC en Bulgarie après 1990, la crise financière systémique et l'hyperinflation qui ont créé un contexte favorable à l'instauration de la CE. Ensuite, le bilan du fonctionnement de la CE pendant sa première année d'existence est comparé aux résultats enregistrés dans d'autres pays ayant adopté ce type de régime monétaire. Selon la thèse défendue dans cet article, seule l'offre monétaire décentralisée serait en mesure de résoudre le problème de la masse monétaire optimale.

Edgard Milhaud (1873–1964), a professor at the University of Geneva, published a series of texts (from 1932 onwards) promoting the establishment of multilateral international compensation between nation-states, and actively campaigned for this project. His plan centered on a call for a "gold truce" as an alternative to the bilateral clearing agreements that proliferated at the time. The plan drew the attention of several international organizations. It reached the point of arousing the interest of the League of Nations (LON), which decided in 1934 to launch an inquiry (published in 1935) questioning LON members about the project of making clearing agreements multilateral. The Milhaud plan nevertheless fell into oblivion after the Tripartite Agreement (1936) and then the outbreak of WW II. This work aims to situate the Milhaud plan in its intellectual and political context—i.e., the 1930s—analyze its content, and understand its failure. The article also assesses what it had in common with Keynes's plan for an international clearing union developed several years later.

Abstract
In the summer of 1931, the Austro-German banking crisis spread to Romania and Bulgaria. In the Romanian case, the management of the crisis confronted three types of protagonists – politicians, bankers and central bankers – and positions about the relevant attitude to adopt, in particular to avoid or not the Marmorosch Blank Bank bankruptcy. In Bulgaria, the management of the crisis was more consensual. The intervention of the Bulgarian National Bank allowed the refunding of the more important banks, while a further 34 were declared bankrupt and smaller ones silently disappeared. One of the largest banks in Bulgaria, Credit Bank, was rescued. Archive documents, reports of participants and comments from contemporaries, all emphasize the different conceptions of the function of lender of last resort as held by the different protagonists facing this systemic crisis.

La République de Djibouti possède l'unique Caisse d'émission ( Currency Board ) existant depuis 1949 sur le continent africain. Au cours de sa longue existence, la performance et la singularité du régime n'ont jamais été remises en cause. Cet article explore l'idée que cette longévité pourrait être liée à l'exploitation d'une ressource intangible, à savoir la position géostratégique du pays. Préservant à long terme la reproduction et la distribution de la rente géostratégique, le Currency Board perpétue les flux de pouvoir et les relations économiques entre les différents acteurs au niveau national et international. Cet article présente une reconstruction théorique de l'évolution historique des finances sociales agricoles en Bulgarie, depuis la période de l'Empire ottoman jusqu'à la Première Guerre mondiale. Les auteurs s'attachent à décrire la genèse, la transformation et les formes de développement sur le long terme du crédit coopératif agricole. L'article montre les lignes de force et les mécanismes de ce dernier, en mettant l'accent sur ses interactions avec le marché et l'Etat.

This article deals with the explanation and reconstruction of the theoretical and methodological eclecticism typical of Bulgarian economic and social thought. This eclecticism brings together extremely opposite and mutually exclusive theoretical and methodological elements such as classical liberalism, physiocracy and mercantilism, protectionism, economic nationalism, Orthodox ethics, common sense, and a contradiction between economic policy objectives and means, among others. For this reason it is usually considered as immature economic thinking that is very hard to get ahold of within a logical framework. We propose an original theoretical reconstruction of eclecticism in Bulgarian economic and social thought from the Ottoman period by trying to bring its main components into a whole. Within this model we identify two main objectives of the economic studies from the period (national identity within the wider process of modernization and civilization), the main vehicles (liberalism, protectionism and economic nationalism, ethical principles, and sound reasoning), and two purely methodological features, the strong presence of French authors (and German to some extent) as well as extreme methodological diversity. The reconstruction of eclecticism is done in a comparative perspective with other European countries and regions.

Cet article examine la convergence du PIB par habitant entre les pays d'Europe centrale et orientale et l'Union européenne sur la période 1990-2012 en utilisant une combinaison de méthodes paramétriques et non paramétriques, qui donnent un aperçu plus précis que les études précédentes. L'accumulation de capital humain et le progrès dans les réformes économiques sont identifiés comme les principaux déterminants de la convergence, tandis que l'approfondissement financier et l'instabilité des prix ont eu un effet négatif, en particulier dans la dernière décennie.
