Inserido na discussão da segurança regional, o objetivo central deste artigo é analisar a construção de um componente de segurança e defesa na América do Sul, ao verificar se o Conselho de Defesa Sul-Americano (CDS) pode ser entendido como parte do processo de concepção de uma identidade sul-americana, e como sua agenda e estrutura se adequam ou não às necessidades da região. A cooperação regional, enquanto um processo que tende a aproximar Estados por meio da convergência de interesses, abriga uma ampla variedade de temas, dentre os quais estão a segurança e a defesa. Neste sentido, o CDS representa a primeira iniciativa de cooperação em segurança e defesa entre todos os países da América do Sul. Por esta razão, a análise está situada na interseção dos níveis regional e doméstico, o que não exclui a interação com o nível internacional, cuja compreensão é necessária para se pensar as dinâmicas regionais. A amplitude teórica dos Complexos Regionais de Segurança é utilizada como lente para a reflexão, já que, segundo esta proposição, os problemas de segurança enfrentados pelos Estados de determinada região não podem ser pensados de forma separada, o que abre espaço para a possibilidade de se pensar esses assuntos de maneira conjunta, via instituições.

Ao se considerar a análise comparada como método ímpar para a compreensão dos mais variados fenômenos — entre eles as dinâmicas do cenário internacional —, este trabalho traça um paralelo entre os órgãos de segurança e defesa da UNASUL e da União Europeia, com o intuito de compreender a lógica da cooperação em segurança e defesa no âmbito das instituições regionais. Como problema de pesquisa, busca-se responder ao questionamento sobre o porquê de a cooperação em temas de segurança e defesa representar uma inflexão, visto que as questões ainda encontram travas que impedem seu aprofundamento no nível regional. Para tanto, a pesquisa se atém ao Conselho de Defesa Sul-Americano (CDS) da Unasul, que representa a primeira iniciativa de cooperação em segurança e defesa entre todos os países da América do Sul, e à Política Comum de Segurança e Defesa (PCSD) da União Europeia, que constitui o atual estágio da integração europeia sobre os referidos temas.

A Revisão Periódica Universal (RPU) das Nações Unidas é o principal mecanismo de monitoramento de direitos humanos criado pelo Conselho de Direitos Humanos, assim todos os Estados membros da ONU possuem suas situações de direitos humanos revisadas periodicamente. Neste sentido, esta pesquisa possuí o objetivo de analisar a atuação dos Estados membros da União Europeia, como países revisados, nos dois primeiros ciclos do mecanismo da RPU no âmbito das migrações. Este trabalho visa a responder, de forma exploratória e descritiva, à seguinte pergunta: como se deu a atuação dos Estados membros da União Europeia nos dois primeiros ciclos do mecanismo da Revisão Periódica Universal no âmbito das migrações? Para isso, este artigo centra-se em um balanço documental sobre o desempenho dos países membros da União Europeia no mecanismo de revisão, identificando quais foram as principais recomendações recebidas pelos governos e compreender as intermediações a respeito da posição dos Estados perante a aceitação ou não das recomendações.


Abstract: The Universal Periodic Review (UPR) of the United Nations is the main human rights monitoring mechanism created by the Human Rights Council, so all UN member states have their human rights situations reviewed periodically. In this sense, this research aimed to analyze the performance of the member states of the European Union, as revised countries, in the first two cycles of the UPR mechanism in the field of migration. This paper aims to answer, in an exploratory and descriptive way, the following question: How did the European Union Member States act in the first two cycles of the Universal Periodic Review mechanism in the field of migration? To this end, this article focuses on a documentary review of the performance of the EU member countries in the review mechanism, identifying what were the main recommendations received by governments and understanding the intermediaries regarding the position of states regarding acceptance or not of the recommendations.

For the last decades, it was observed that the migration subject was addressed as a security issue due to a social construction proposed by the state that sees immigrants as a threat to security, in which they are subconsciously considered as "the other". Thus, migration issues started to be analyzed under the security bias, which resulted in the topic being securitized instead of politicized and discussed by all sectors of society and under the human rights scope. In 2006 the United Nations Human Rights Council created the Universal Periodic Review (UPR) mechanism, which allows all UN member states to have their human rights situations reviewed every four years and a half. In this respect, the paper aims at presenting how the UPR mechanism may be a tool to desecuritize the migration subject by using Spain as a study case, which is the country that receives more recommendations about migrants among all UN member states. Therefore, the research focuses on a comprehensive evaluation of documents on Spain outcomes in the first two UPR cycles, in order to identify the main recommendations about the migration subject and to understand the interventions related to Spain's position on accepting or not such recommendations. The purpose here is to check the effectiveness of the UPR as a tool that may contribute to the desecuritization of the migration subject under the human rights perspective. The research focuses on a review of documents and bibliographic references, with a qualitative approach and exploratory nature. The initial result points out that the interactive discussion promoted by the UPR mechanism can help support to desecuritize the migrant issue.

Por lo tanto, los problemas de migración comenzaron a analizarse bajo el sesgo de seguridad, lo que resultó en que el tema se titulizara en lugar de ser politizado y discutido por todos los sectores de la sociedad y en el ámbito de los derechos humanos. El Consejo de Derechos Humanos de las Naciones Unidas creó, en 2006, un mecanismo de Revisión Periódica Universal (EPU) que permite que todos los estados miembros de la ONU revisen sus situaciones de derechos humanos cada cuatro años y medio. A este respecto, el documento tiene como objetivo presentar cómo el mecanismo del EPU puede ser una herramienta para desecuritizar el tema de la migración utilizando a España como un caso de estudio, que es el país que recibe más recomendaciones sobre migrantes entre todos los estados miembros de la ONU. Por lo tanto, la investigación se centra en una evaluación exhaustiva de documentos sobre los resultados de España en los primeros dos ciclos de EPU, con el fin de identificar las principales recomendaciones sobre el tema de la migración y comprender las intervenciones relacionadas con la posición de España sobre aceptar o no tales recomendaciones. Por esa razón, el propósito del documento es verificar la efectividad del EPU como una herramienta que puede contribuir a la desecuritización del tema de la migración desde la perspectiva de los derechos humanos. La investigación se centra en una revisión de documentos y referencias bibliográficas, con un enfoque cualitativo y de naturaleza exploratoria. El resultado inicial confirmó que la discusión interactiva promovida por el mecanismo del EPU promueve el apoyo para desecuritizar al sujeto migrante. A presente resenha crítica do livro "Como as democracias morrem" de autoria dos professores Steven Levitky e Daniel Ziblatt já era à época em que foi publicado uma obra extremamente importante para entender os processos pelos quais a sociedade contemporânea livre e democrática está passando, mais ainda em um ano pós-pandêmico com acontecimentos jamais vistos dentro da história política americana. De forma que, se faz necessário revisitar este livro que mais parece um manual de vigilância da democracia e rememorar suas lições, muito atuais e pertinentes.Palavras-chave: democracia; fronteiras; direitos humanos. ABSTRACT The present critical review of the book "How democracies die" by professors Steven Levitky and Daniel Ziblatt was already at the time that an extremely important work was published to understand the processes that free and democratic contemporary society is going through, even more in a post-pandemic year with events never before seen in American political history. So, it is necessary to revisit this book that looks more like a democracy surveillance manual and to recall its very current and pertinent lessons.Key words: democracy; borders; human rights.
