Hungarian trade unions face both the direct consequences of economic downturn and the political challenges that are implied by the deterioration in employees' and unions' bargaining positions with regard to employers. This article presents the political responses of both militant and moderate trade unions in detail. Compromises in Labour Code legislation and the creation of a new top-level negotiation forum are signs of a moderate union success.
The paper reviews the positions of the Hungarian social partners on the labour issues relating to EU accession. In addition to the topics dealt with in the 'Social Policy and Employment' chapter in the accession negotiations, the paper also discusses unions' and employers'views on labour migration, as well as how the adaptation of EU regulations in various sectors is likely to affect employment prospects. The paper argues that, on the one hand, social dialogue on EU accession can become more meaningful if employers and unions develop a co-ordinated strategy. On the other hand, appropriate back-up by experts is also required, because social partners ought to influence the complex system of negotiations being conducted, by experts of both the EU Commission and the Hungarian government, behind the scenes of high-level political negotiations. The authors also analyse the operation of social dialogue fora dedicated to EU accession issues. Hungary was the first East European candidate country to establish a joint committee with the Economic and Social Council (ESC), and within the country labour-related issues of accession have been delegated to the newly founded European Integration Council. In these fora the behaviour of trade unions is largely a consequence of the frustration over the fact that the current right-wing coalition government does not wish to go any further than formally observe the unions' consulting rights on major issues. At the same time organisational weakness and internal divisions still exist on the trade union side.
Der Artikel gibt einen Überblick über die Positionen der ungarischen Sozialpartner in bezug auf die sozialen Bereiche beim Prozeß des Beitritts zur EU. Zusätzlich zu den Themen unter dem Verhandlungskapitel 'Sozial- und Beschäftigungspolitik' diskutiert der Artikel Ansichten der Gewerkschaften und Arbeitgeberverbände zur Arbeitsmigration und des weiteren die Frage, wie die Anwendung von EU-Vorschriften in verschiedenen Sektoren aller Voraussicht nach Entwicklungen auf dem Arbeitsmarkt beeinflussen wird. Es wird argumentiert, daß zum einen der soziale Dialog über den EU-Beitritt an Bedeutung zunimmt, wenn Arbeitgeber und Gewerkschaften eine koordinierte Strategie entwickeln. Zum anderen ist aber auch die Unterstützung durch Sachverständige notwendig, denn die Sozialpartner sollten das komplexe System der Verhandlungen beeinflussen können, welche von Experten auf seiten der EU-Kommission und der ungarischen Regierung hinter den hochrangigen politischen Gesprächen diskret geführt werden. Die Autoren analysieren ebenfalls die Arbeiten von Foren des sozialen Dialoges, die sich auf die Beitritte beziehen. Ungarn war der erste mittel- und osteuropäische Kandidat, welcher zusammen mit dem Wirtschafts- und Sozialausschuß (WSA) einen Gemeinsamen Ausschuß gebildet hat. Innerhalb von Ungarn wurde ein Europäischer Integrationsrat geschaffen, der sich den arbeitsbezogenen Beitrittsfragen widmet. In diesen Foren zeigt sich, daß das Verhalten der Gewerkschaften weitgehend eine Folge ihrer Frustration über die gegenwärtige rechtsgerichtete Koalitionsregierung ist, die Gewerkschaften nur sehr formelle Beratungsrechte auf wichtigen Gebieten einräumt. Gleichzeitig bestehen bei den Gewerkschaften organisatorische Schwächen, Mißtrauen und ein Mangel an Kooperation. (Transfer / FUB)
Salaries of public sector employees have been the number one target of austerity measures applied by successive Hungarian governments since 2006, and trade unions have found it difficult to influence government policies. Until 2008 the outcomes of centralized quasi-bargaining somewhat mitigated the harsh measures, but later governments, especially the right-wing one in place since 2010, abandoned such negotiations, implementing labour law reforms that weakened trade union bargaining power and concluding selective agreements solely with representatives of certain strong groups of employees. Social dialogue institutions have become especially weak at sectoral and municipal levels. Though decentralized collective bargaining is common in larger private sector companies, and though the legal regulation is similar in state-/municipality-owned companies, genuine collective bargaining within the latter is very rare. The article presents two case studies (on geriatric care and public transport) highlighting current developments and their impacts on employment relations.
Dieser Beitrag beschäftigt sich mit dem Einfluß von Auslandsdirektinvestitionen auf den Transformationsprozeß in Mittel- und Osteuropa. Im Zentrum steht die Frage, welche Auswirkungen ausländische Direktinvestitionen auf die Arbeitsbeziehungen in mittel- und osteuropäischen Unternehmen haben und inwiefern damit wichtige Grundlagen für eine funktionierende Marktwirtschaft gelegt werden. Ausgangspunkt ist dabei die Annahme, daß es im Zusammenhang mit ausländischen Investitionsprojekten zu einer selektiven Harmonisierung zwischen Außeneinflüssen und endogenen Entwicklungen kommt. Diese beschränkt sich nicht nur auf die Unternehmensebene, sondern wirkt darüber hinaus auch auf den institutionellen Rahmen. Ob und inwieweit die Entwicklung dabei in Richtung des (west)europäischen Institutionengefüges geht, läßt sich zum jetzigen Zeitpunkt noch nicht abschließend beurteilen. (Transfer / FUB)
This article deals with the impact of foreign direct investment (FDI) on transformation processes in Central and Eastern Europe (CEE). Our specific interest is in the effects of FDI on the organisation of work and labour relations at the enterprise level; in a more general sense we are concerned with the contribution of FDI to the creation of the microeconomic foundation essential to functioning market economies. We hold that there is a discernible process of selective harmonisation taking place between outside influences and existing domestic factors. In this context we postulate that the importance of FDI is further enhanced by the fact that it influences a broad array of societal transformation processes beyond the enterprise itself, thus contributing to a process which could develop into what we have labelled a European-style environment. Admittedly, the outcome can as yet only be rudimentarily defined, especially since a European-style environment, as a point of reference, is itself currently undergoing continuous change. But we hypothesise that it will be a process which reflects to varying degrees both the endogenous and exogenous sources of its making.
