Energy transitions are fundamental to achieving a zero-carbon economy. This book explains the urgently needed transition in energy systems from the perspective of the global political economy. It develops an historical, global, political and ecological account of key features of energy transitions: from their production and financing, to how they are governed and mobilised. Informed by direct engagement in projects of energy transition, the book provides an accessible account of the real-world dilemmas in accelerating transitions to a low carbon economy. As well as changes to technology, markets, institutions and behaviours, Power Shift shows that shifts in power relations between and within countries, and across social groups and political actors, are required if the world is to move onto a more sustainable path. Using contemporary and historical case studies to explore energy transitions, it will be of interest to students and researchers across disciplines, policymakers and activists.

Taking key aspects of globalisation in turn - trade, production and finance - the book highlights the relations of power at work that determine whether globalization is managed in a sustainable way and on whose behalf. Each chapter looks in turn at the political ecology of these central pillars of the global economy, reviewing evidence of its impact on diverse ecologies and societies, its governance - the political structures, institutions and policy making processes in place to manage this relationship - and finally efforts to contest and challenge these prevailing approaches. The book makes sense of the relationship between globalisation and the environment using a range of theoretical tools from different disciplines. This helps to place the debate about the compatibility between globalisation and sustainability in an explicitly political and historical context in which it is possible to appreciate the 'nature' of interests and power relations that privilege some ways of responding to environmental problems over others in a context of globalisation.

The concept of climate justice is now omnipresent in debates about the climate emergency that society faces. Whereas once it was engaged with as a largely scholarly endeavour by philosophers exploring the ethical and moral dimensions of climate change as a social and political phenomena (Shue 2014; Page 2006; Bell 2013; Caney, 2014; Harris, 2016, 2019; Schlosberg & Collins, 2014; Moss 2018; Hayward and Roser 2016; Posner and Weisback 2010), from the early 2000s it also became a rallying cry for environmental and climate organisations using it as a framing to place issues of climate debt and historical responsibility centre stage and to demand justice for those communities on the frontline of the climate crisis, but who have contributed least to it (Bond 2012; Bruno et al 1999; UNRISD 2019). Despite some overlap, these strands of work often evolve in parallel and as others have noted, there are still 'disconnects and tensions between more philosophical and academic treatments of the subject on the one hand, and "activist"-oriented approaches to climate justice on the other' (Newell et al 2021:1). In this short concept note, I briefly contextualise the origins and evolution of the term, relating it to ongoing shifts in the world of climate politics before relating it to current debates in agrarian studies to illustrate the significant scope for understanding agrarian struggles through the lens of climate justice, but also how insights from agrarian studies can enrich understandings and practices of climate justice.

Without deep transformations in the economy that go beyond incremental gains in decarbonization, we remain on course for catastrophic global heating. Some businesses have pledged to go carbon-neutral, carbon-trading schemes are expanding, and a growing divestment movement has pressured investment funds to shun fossil fuel producers. But financial forces are also part of the problem, still driving more production and consumption of fossil fuels. Achieving transformational shifts in finance, production, and governance calls for a more disruptive politics underpinned by shifts in power relations.

Once again, the issue of race is dominating world events. Acts of police violence and the removal of statues of slave traders have drawn attention to issues of structural inequality, institutional racism and historical exploitation, particularly that which is associated with colonialism. I want to argue in this perspective article that the study of energy transitions needs to take issues of race more seriously than it has generally done so to date, and I want to point to some ways in which it can do so, building on emerging work and incorporating insights from other areas of scholarship and activism. I suggest four areas of intersection between race and the study of energy transitions as possible entry points for deepening engagement with these issues: the historically racialised production of energy systems; the racialised governance of energy systems; the socially uneven (including racialised) impacts of energy transitions pathways and the racialised politics of contestation and resistance.
