Background The Marine Strategy Framework Directive (MSFD; EC, 2008) is an ambitious European policy instrument that aims to achieve Good Environmental Status (GES) in the 5,720,000 km2 of European seas by 2020, using an Ecosystem Approach. GES is to be assessed using 11 descriptors and up to 56 indicators (European Commission, 2010), and the goal is for clean, healthy and productive seas that are the basis for marine-based development, known as Blue-Growth. The MSFD is one of many policy instruments, such as the Water Framework Directive, the Common Fisheries Policy and the Habitats Directive that, together, should result in "Healthy Oceans and Productive Ecosystems – HOPE". Re- searchers working together with stakeholders such as the Member States environmental agencies, the European Environmental Agency, and the Regional Sea Conventions, are to provide the scientific knowledge basis for the implementation of the MSFD. This represents both a fascinating challenge and a stimulating opportunity.

Dissolved oxygen (DO) is one of the most important environmental variables of water quality, especially for marine life. Consequently, oxygen is one of the Chemical Quality Elements required for the implementation of European Union Water Framework Directive. This study uses the example of the Ria Formosa, a meso-tidal lagoon on the south coast of Portugal to demonstrate how monitoring of water quality for coastal waters must be well designed to identify symptoms of episodic hypoxia. New data from the western end of the Ria Formosa were compared to values in a database of historical data and in the published literature to identify long-term trends. The dissolved oxygen concentration values in the database and in the literature were generally higher than those found in this study, where episodic hypoxia was observed during the summer. Analysis of the database showed that the discrepancy was probably related with the time and the sites where the samples had been collected, rather than a long-term trend. The most problematic situations were within the inner lagoon near the city of Faro, where episodic hypoxia (<2 mg dm3 DO) occurred regularly in the early morning. These results emphasise the need for a balanced sampling strategy for oxygen monitoring which includes all periods of the day and night, as well as a representative range of sites throughout the lagoon. Such a strategy would provide adequate data to apply management measures to reduce the risk of more persistent hypoxia that would impact on the ecological, important natural resource. economic and leisure uses of this important natural resource.

The coastal zone is a space where many social, economic, and political activities intersect with natural processes. In this paper, we present an adaptation of the method of 'Circles of Sustainability', used to provide a visual assessment of indicators that define sustainability profiles for cities. It is used as a basis for a 'Circles of Coastal Sustainability' (CCS) framework that can be used at multiple spatial scales to assess indicators of critical processes that facilitate/constrain sustainability of the world's coastal zones. The development of such a framework can support management by identifying key features that influence environmental sustainability and human well-being. CCS presents a holistic assessment of four interdependent boundary domains: Environment and Ecology, Social and Cultural, Economics, and Governance and Policy. This approach improves its utility and usability for decision-makers and researchers. CCS adds to existing assessment frameworks that are often focused on particular themes and/or domains that confine their utility to the context of sustainable development and the UN Agenda 2030 Sustainable Development Goals, which demand an inherently holistic and integrated evaluation. Abstract Dissemination is now acknowledged as an important component of the research process, in particular for European Union (EU) funded research projects. This article builds on the authors' experience during the EU project DEVOTES (DEVelopment Of innovative Tools for understanding marine biodiversity and assessing good Environmental Status) and aims to assist other scientists to develop a successful dissemination strategy to communicate project achievements. We provide a critical review of the different tools used for outreach to our target audiences, from the academia to the policy makers, and the general public, and try to assess their impact. An effective dissemination strategy and plan should have a clear objective, be designed before the start of the project, identify the target groups and define the methods or tools to be used according to target groups and objectives. The DEVOTES dissemination strategy included two complementary approaches of communication with stakeholders: (i) traditional (e.g., peer reviewed publications, stakeholders workshops, and participation in scientific conferences), and (ii) new (e.g., social networks, smartphone applications) media tools. For each dissemination approach, we defined production targets (e.g., number of articles to be published, individual visitors on the website, etc.) to be achieved by the end of the project, and impact measurements (e.g., citation indices for peer reviewed articles) to monitor the successful implementation of DEVOTES Dissemination. This allowed us to identify which tools had been more (e.g., website) or less useful and relevant (e.g., Facebook) during the project. We conclude that impact measurements cannot be easily identified for all dissemination actions. However, for those that were possible, the DEVOTES dissemination targets were successfully achieved. Coastal and marine management require the evaluation of multiple environmental threats and issues. However, there are gaps in the necessary data and poor access or dissemination of existing data in many countries around the world. This research identifies how remote sensing can contribute to filling these gaps so that environmental agencies, such as the United Nations Environmental Programme, European Environmental Agency, and International Union for Conservation of Nature, can better implement environmental directives in a cost-e ective manner. Remote sensing (RS) techniques generally allow for uniform data collection, with common acquisition and reporting methods, across large areas. Furthermore, these datasets are sometimes open-source, mainly when governments finance satellite missions. Some of these data can be used in holistic, coastal and marine environmental management frameworks, such as the DAPSI(W)R(M) framework (Drivers–Activities–Pressures–State changes–Impacts (on Welfare)–Responses (as Measures), an updated version of Drivers–Pressures–State–Impact–Responses. The framework is a useful and holistic problem-structuring framework that can be used to assess the causes, consequences, and responses to change in the marine environment. Six broad classifications of remote data collection technologies are reviewed for their potential contribution to integrated marine management, including Satellite-based Remote Sensing, Aerial Remote Sensing, Unmanned Aerial Vehicles, Unmanned Surface Vehicles, Unmanned Underwater Vehicles, and Static Sensors. A significant outcome of this study is practical inputs into each component of the DAPSI(W)R(M) framework. The RS applications are not expected to be all-inclusive; rather, they provide insight into the current use of the framework as a foundation for developing further holistic resource technologies for management strategies in the future. Abstract Upwelling events off the Southwest coast of Portugal can trigger phytoplankton blooms that are important for the fisheries and aquaculture sectors in this region. However, climate change scenarios forecast fluctuations in the intensity and frequency of upwelling events, thereby potentially impacting these sectors. Shifts in the phytoplankton community were analysed from the end of 2008 until the beginning of 2012 by examining the bio-optical properties of the water column, namely the absorption coefficients for phytoplankton, non-algal particles and coloured dissolved organic matter (CDOM). The phytoplankton community was assessed by microscopy, with counts from an inverted microscope, and by chemotaxonomic methodologies, using pigment concentrations determined by High-Performance Liquid Chromatography (HPLC). Results both from microscopy and from chemotaxonomic methods showed a shift from diatom dominance related to bloom conditions matching upwelling events, to small flagellate dominance related to no-bloom conditions matching relaxation of upwelling. During bloom conditions, light absorption from phytoplankton increased markedly, while non-algal particles and CDOM absorption remained relatively constant. The dynamics of CDOM in the study area was attributed to coastal influences rather than from phytoplankton origin. Changes in phytoplankton biomass and consequent alterations in phytoplankton absorption coefficients were attributed to upwelling regimes in the area. Bio-optical parameters can contribute to environmental monitoring of coastal and oceanic waters, which in the case of the European Union, involves the implementation of the Water Framework, Marine Strategy Framework and Marine Spatial Planning Directives.

Half the population of China live in coastal zones where 70% of large cities are also located. Intensive human activities pose significant environmental and ecological hazards to these cities that are already vulnerable to natural hazards and climate change. The sustainable development of coastal cities is thus both a national and international issue. Rongcheng is a typical coastal city in east China. It is a national marine ranch demonstration area that is subjected to multi-stressors from human activities and climate change. The dominant economic sectors include aquaculture and fisheries, agriculture, shipping and tourism. A multitude of resulting pressures come mainly from intensified human activities, such as intensive aquaculture, overfishing, industrial pollutants, agricultural runoff, land reclamation and port expansion. In addition, Rongcheng is also facing exogenic pressures from extreme climate events such as intensified storms, storm surges, droughts and sea ice. A growing awareness of these problems brought together a trans-disciplinary group from local government, research institutions, local practitioners and coastal representatives to jointly explore and co-design adaptive coastal management options. In this transdisciplinary study, a social-ecological analysis based on a combination of the Systems Approach Framework and the Drivers-Pressures-States-Impacts-Responses framework was used to analyze and formulate an adaptive management plan for the sustainability of Rongcheng. More than 40 stakeholders including government, companies, civil society and institutions participated in the study through questionnaires and on-site meetings. A statistical analysis of the results identified urgent issues impeding the sustainable development of Rongcheng.
